Presidente Abinader reafirma compromiso de fortalecer las Fuerzas Armadas hasta el último día de su gestión
Santo Domingo.-President Luis Abinader reaffirmed this Thursday that strengthening the conditions and capabilities of the Armed Forces has been a commitment assumed since the beginning of his administration and that will be maintained until the last day, by leaving in operation a modern military training complex designed to raise operational readiness and continue advancing in the modernization, professionalization and transformation of the preparation of the troops, in accordance with the demands of the new times.
“From the first day of our administration we have been committed to strengthening the conditions of our Armed Forces, and that commitment remains until the last day,” stated the president, highlighting that the preparation of soldiers constitutes an essential component to guarantee national security, defend sovereignty and protect the borders of the Dominican Republic.
The head of state highlighted the importance of having better prepared, equipped and trained soldiers to respond to current and future challenges, and highlighted that the new complex incorporates technological tools and modern areas for tactical and physical training.
“We are taking another step in the modernization and professionalization of our Armed Forces,” said President Abinader, pointing out that these facilities will allow us to strengthen the operational capabilities of the military, develop their skills and improve their preparation in controlled scenarios before facing real situations.
The president affirmed that the transformation of the Armed Forces is part of a sustained policy to improve the capabilities, tools and conditions in which members of the military corps are trained, with a long-term vision aimed at strengthening their capacity to respond to the challenges of security and national defense.
With the commissioning of the complex, the Government reaffirms its commitment to providing men and women in uniform with better training conditions to more effectively fulfill its mission of defending sovereignty, preserving territorial integrity, protecting borders and contributing to the security of the Dominican Republic.
Minister of Defense highlights strategic vision of President Abinader
The Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre, highlighted the leadership of President Luis Abinader and his support for the modernization, professionalization and strengthening of the Armed Forces, highlighting that his strategic vision has promoted the incorporation of new technologies to military training.
“Their strategic vision and determined support have made it possible for us to take this important step towards a more advanced, efficient training model in line with the challenges of the present and the future,” he stated.
He explained that the Virtual Tactical Training Center of the Armed Forces and the “Línea Cero” Tactical-Physical Training Center were put into operation, facilities that integrate technology and physical preparation to increase the capabilities of the military.
The Virtual Tactical Training Center has 1,089 square meters of construction, seven training rooms, including one exclusively for precision shooting, three classrooms for instruction, offices, recreation area, weapons workshop, parking and other facilities.
The space has the capacity to simultaneously train more than 355 soldiers, equivalent to the operational staff of an infantry battalion.
“We are faced with a cutting-edge tool that raises training standards,” said the minister.
Technology allows us to reduce risks and save more than RD 300 million per year
The Minister of Defense highlighted that the Armed Forces currently have 12 virtual shooting rooms, of which 11 were built and put into operation during President Abinader's administration.
“Which demonstrates its strategic vision to support the strengthening of our training and the capabilities of our Armed Forces,” he stated.
He added that training using these technologies allows developing and perfecting skills in controlled environments, reducing the risks associated with the use of real ammunition, evaluating the individual and collective performance of troops and strengthening precision, dexterity and muscle memory.
Likewise, he highlighted that the new system represents savings of more than RD 300 million annually, due to the reduction in the use of live ammunition during training.
“Línea Cero” strengthens physical and mental preparation
As a complement to the virtual training, the “Línea Cero” Tactical-Physical Training Center was put into operation, under the motto “Here the warrior is born”, composed of a modern obstacle course and a military mountain climbing tower.
These facilities are intended to strengthen the physical condition, mental resistance, discipline, teamwork and ability of soldiers to overcome challenges in extreme and highly demanding conditions.
The location of the complex will allow its capabilities to be used directly by the Army Military Academy “Batalla de Las Carreras” and the Directorate of Education, Training and Military Training, as well as by units of the Air Force of the Dominican Republic and the Navy of the Dominican Republic.
The minister also highlighted that the complex will contribute to strengthening interoperability between military institutions, through homogeneous training that favors more coordinated, integrated and effective joint operations.
The activity had the special participation of the Commander General of the Peruvian Navy, Admiral Federico Javier Bravo de Rueda Delgado, and the Ambassador of Peru in the Dominican Republic, Gustavo Felipe José Lembcke Hoyle, as well as civil and military authorities.
With these facilities, the Armed Forces expand their training capabilities and advance towards a preparation model based on technology, efficiency and security, aimed at having troops better prepared to fulfill their mission of defending the sovereignty, territorial integrity and peace of the Dominican Republic.

La ubicación del complejo permitirá que sus capacidades sean aprovechadas directamente por laAcademia Militar del Ejército “Batalla de Las Carreras”y laDirección de Educación, Capacitación y Entrenamiento Militar, así como por unidades de la Fuerza Aérea de la República Dominicana y la Armada de la República Dominicana. El ministro destacó además que el complejo contribuirá a fortalecer la interoperabilidad entre las instituciones militares, mediante unentrenamiento homogéneoque favorezca operaciones conjuntas máscoordinadas, integradas y efectivas. La actividad contó con la participación especial del comandante general de la Marina de Guerra del Perú,almirante Federico Javier Bravo de Rueda Delgado, y del embajador del Perú en la República Dominicana,Gustavo Felipe José Lembcke Hoyle, además de autoridades civiles y militares. Con estas instalaciones, las Fuerzas Armadas amplían sus capacidades de entrenamiento y avanzan hacia un modelo de preparación basado en latecnología, la eficiencia y la seguridad,orientado a contar con tropas mejor preparadas para cumplir su misión dedefender la soberanía, la integridad territorial y la pazde la República Dominicana.
