El MAP y SIE buscan fortalecer competencias de técnicos electricistas del sector público
SantoDomingo.–The Ministry of Public Administration (MAP) and the Superintendence of Electricity (SIE) signed a collaboration agreement to strengthen the skills of electricians and auxiliary technicians who work in the public sector, as well as to facilitate obtaining the licenses required to perform their functions.
During the signing of the agreement, the Minister of Public Administration, Sigmund Freund, stated that, "this agreement puts into perspective that every person who provides this service must have the minimum conditions to be able to carry it out. We, as the governing body of the Public Administration, will always support the training initiatives of public servants and the due registration of those who access the public administration to perform any type of function," he expressed.
The Superintendent of Electricity, Andrés Astacio, highlighted that "electricity requires technical competence, compliance with standards and, above all, safety. With this agreement we move forward so that electrical technicians who provide services in public institutions are duly certified and registered, guaranteeing that these works are carried out by qualified personnel and under established standards. This contributes to safer, more reliable and efficient electrical installations in State institutions."
The purpose of the agreement is to contribute to ensuring that the technical personnel involved in the installation, maintenance and construction of electrical systems in public institutions throughout the national territory have the corresponding license, in accordance with Resolution SIE-065-2016-MEMI, which establishes the Regulations for the Issuance and Supervision of Licenses for Electrical Technicians, and other applicable regulations.
Likewise, it seeks that both institutions establish the necessary procedures and mechanisms to strengthen training, regulate and supervise the exercise of technical tasks in electricity within the Public Administration, ensuring that the construction and maintenance work of electrical installations is carried out under quality and safety criteria. The agreement also seeks to contribute to the prevention of accidents associated with unsafe electrical installations or bad practices.
As part of the process, the training will be given by the National Institute of Professional Technical Training (Infotep) or other technical or educational training institutions that have the endorsement of the SIE. Through the agreement, the training programs and workshops required will be developed so that participants can comply with the conditions established to obtain the license.
Once the training process is completed and the corresponding requirements have been met, the Superintendence of Electricity will proceed with the issuance of licenses for electrical technicians of the Public Administration. As part of this agreement, the issuance of the first license will be free, thus facilitating its incorporation into the process of regularization and certification of its professional skills.
The objective of this synergy between the MAP and the SIE is to regularize, professionalize and certify the technical skills of the personnel who carry out electricity work within the Public Administration.
The benefits of this collaboration are:
·Zero cost for the first license: The SIE will issue the first technical license completely free of cost for all qualified technical personnel of the Public Administration.
·Scholarships for public servants: Inclusion of students and collaborators from the technical area of the State in the scholarship programs offered by the SIE.
·Culture of quality and safety: The technical standard of the State's buildings and infrastructure is raised, reducing the risk of accidents and unsafe installations in accordance with the National Electrical Code.
·Compliance with Law 125-01 and Res. SIE-065-2016: Align the public sector with the legal requirement that every electrician technician or assistant have a license to practice.

El convenio tiene como propósito contribuir a que el personal técnico que interviene en labores deinstalación, mantenimiento y construcción de sistemas eléctricosen instituciones públicas de todo el territorio nacional cuente con la licencia correspondiente, de conformidad con laResolución SIE-065-2016-MEMI, que establece elReglamento para la Expedición y Fiscalización de Licencias para Técnicos Electricistas, y demás normativas aplicables. Asimismo, busca que ambas instituciones establezcan los procedimientos y mecanismos necesarios parafortalecer la formación, regular y fiscalizar el ejerciciode las labores técnicas en electricidad dentro de la Administración pública, procurando que los trabajos de construcción y mantenimiento de instalaciones eléctricas se realicen bajo criterios decalidad y seguridad. El acuerdo busca, además, contribuir a laprevención de accidentesasociados a instalaciones eléctricas inseguras o malas prácticas. Como parte del proceso, las capacitaciones serán impartidas por elInstituto Nacional de Formación Técnico Profesional(Infotep) u otras instituciones de formación técnica o educativa que cuenten con el aval de la SIE. Mediante el convenio, se desarrollarán los programas decapacitación y talleresrequeridos para que los participantes puedan cumplir con las condiciones establecidas para la obtención de la licencia. Una vez completado el proceso de formación y cumplidos los requisitos correspondientes, la Superintendencia de Electricidad procederá con laexpedición de las licenciaspara los técnicos electricistas de la Administración pública. Como parte de este acuerdo, la emisión dela primera licencia será gratuita, facilitando así su incorporación al proceso deregularización y certificaciónde sus competencias profesionales. El objetivo de esta sinergia entre el MAP y la SIE esregularizar, profesionalizar y certificarlas competencias técnicas del personal que realizalabores de electricidaddentro de la Administración pública. Los beneficios de esta colaboración son: ·Costo cero en la primera licencia: La SIE emitirá la primera licencia técnica totalmente libre de costo para todo el personal técnico cualificado de la Administración pública. ·Becas para servidores públicos: Inclusión de estudiantes y colaboradores del área técnica del Estado en los programas de becas ofrecidos por la SIE. ·Cultura de calidad y seguridad: Se eleva el estándar técnico de los edificios e infraestructuras del Estado, reduciendo riesgos de accidentes e instalaciones inseguras conforme al Código Eléctrico Nacional. ·Cumplimiento de la Ley 125-01 y Res. SIE-065-2016:Alinear al sector público con la exigencia legal de que todo técnico o auxiliar electricista cuente con su licencia habilitante para ejercer.
