Today, August 10th, is Road Day. Also, one month later is "Sewerage Day". The Takauchi Cabinet is also fully committed to "building national resilience." Under these circumstances, the revised Sewerage Law was enacted at the recent special Diet session, so I would like to introduce it to you.
In January of last year, a large-scale road cave-in accident occurred in Yashio City, Saitama Prefecture, due to a broken sewage pipe.
In response to this, in order to realize a "robust and sustainable sewerage system" for the future, the Sewerage Law, etc. was amended at the recent Diet session, and the law was promulgated on the 23rd of last month.
This law amendment will strengthen the "safety diagnostic standards" for sewerage systems, ensure that each sewerage service provider (local government) understands the state of deterioration, and widely publicizes the results to the public.
The law also clarifies that the structure of sewerage systems should be designed to facilitate inspection and renovation during normal times, as well as rapid response in the event of a disaster or accident.
Furthermore, we will work to ensure the safety of underground road spaces, such as by creating a system for inspections and repairs, etc., through collaboration between sewerage companies and road administrators.
Furthermore, as the environment surrounding the sewerage business becomes increasingly severe, with the number of employees in charge of sewerage systems decreasing in local governments across the country, we will create a system to promote wide-area collaboration among multiple local governments in order to "strengthen the foundations of the sewerage business."
With a strong determination to "never let an accident like the one in Yashio City happen again," we will work with a sense of speed to strengthen countermeasures against aging, realize a "robust and sustainable sewer system," and ensure the safety and security of the people.

今日8月10日は、｢道の日｣です。また、1か月後は、｢下水道の日｣です。 高市内閣は、｢国土強靭化」にも全力で取り組んでいます。 こうした中、先の特別国会で『改正下水道法』が成立しましたので、ご紹介します。 昨年1月、埼玉県八潮市で老朽化した下水道管の破損に起因する大規模な道路陥没事故が発生しました。 これを受け、将来にわたり、｢強靱で持続可能な下水道｣を実現するため、先の国会において下水道法等の改正を行い、先月23日に公布されました。 この法改正により、下水道の｢安全性の診断基準｣を強化し、各下水道事業者（自治体）において、老朽化の状況を確実に把握し、その結果を市民の皆様に広く公表してまいります。 下水道の構造についても、平時の点検や改築、災害・事故時の迅速な対応を容易な構造とするよう考慮すべきことを、法律上、明確化しています。 さらに、下水道事業者と道路管理者が連携して、点検・修繕等を行うための制度を創設するなど、道路地下空間の安全性確保の取組も進めてまいります。 また、全国の自治体で下水道を担当する職員数の減少が進むなど、下水道事業を取り巻く環境が厳しさを増す中、これに対応するため、複数の自治体が一体となった広域連携の推進を図る制度を創設し、｢下水道事業の基盤強化｣を図ってまいります。 ｢八潮市のような事故を二度と起こしてはならない｣という強い決意の下、老朽化対策の強化にスピード感を持って取り組み、｢強靱で持続可能な下水道｣を実現し、国民の皆様の安全・安心を確保してまいります。
