Today is Mountain Day. In order to protect the natural environment, we would like to introduce Takauchikaku's ``mega solar (large-scale solar power generation project) measures.''
In Japan, securing domestically produced energy, including renewable energy, is extremely important from the perspective of curbing the outflow of national wealth and ensuring energy security. On the other hand, as the introduction of solar power generation is rapidly expanding, some people may have various concerns, such as harmony with the natural environment and safety in the event of a disaster.
The Takauchi Cabinet believes that while promoting projects that coexist with the local community, ``we will take strict action against inappropriate projects.''
For this reason, in December of last year, we set up a meeting of relevant ministers and formulated a ``Mega Solar Countermeasures Package.''
From April 1 next year, we will expand the scope of environmental assessments for solar power generation to 20,000 kW or more, which assesses the impact on the environment such as ecosystems and landscapes, to more precisely check in advance whether there will be any impact on the environment.
In order to strengthen the investigation of projects suspected of violating relevant laws and regulations, we will expand the efforts of the "Relevant Laws and Regulations Violation Reporting System" and the "Renewable Energy G-Men," and work with local governments across the country to respond even more quickly to inappropriate projects.
Additionally, in order to prevent inappropriate businesses from occurring, we submitted a bill to amend the Electricity Business Act to the recent Diet session, which was enacted in July of this year. In order to prevent a repeat of accidents caused by improper installation, such as solar panels being blown away by strong winds and damaging neighboring homes, we will create a system for a third-party organization to confirm the safety of solar power generation, and work to improve the safety of structures such as strength.
Regarding ground-mounted commercial solar power, we have decided to abolish new support under the FIT/FIP system from fiscal 2027 onwards. We will focus our support on solar power generation that coexists with the local community, such as by installing it on rooftops.
In addition, in order to strengthen energy security, we will vigorously promote the development and social implementation of perovskite solar cells, which are made from domestically abundant iodine and are a domestically produced technology that is thin, lightweight, and can be installed on roofs and walls.

本日は、山の日。 自然環境を守るという意味もあり、高市内閣の「メガソーラー（大規模太陽光発電事業）対策」についてご紹介します。 我が国において、国富流出の抑制やエネルギー安全保障の観点から、再エネを始めとする国産エネルギーの確保は極めて重要です。 一方で、太陽光発電の導入が急速に拡大する中で、自然環境との調和や災害時の安全性など、様々なご懸念をお持ちの方もいらっしゃると思います。 地域との共生が図られた事業は促進する一方で、「不適切な事業に対しては厳格に対応する」―これが高市内閣の考えです。 このため、昨年12月、関係閣僚会議を立ち上げ、『メガソーラー対策パッケージ』を策定しました。 太陽光発電について、来年4月1日より、生態系や景観などの環境への影響を評価する環境アセスの対象を2万kW以上に拡大し、環境への影響がないか、よりきめ細かに、事前に確認していきます。 関係法令違反が疑われる案件の発掘調査を強化するため、「関係法令違反通報システム」や「再エネGメン」の取組も拡大し、全国の自治体と連携して、不適切な事業には、より一層迅速に対応していきます。 また、不適切な事業を未然に防止するため、先の国会に『電気事業法』を改正する法案を提出し、今年7月に成立しました。 強風によって太陽光パネルが飛散して近隣の住宅を破損させるといった設置不備による事故を繰り返さないよう、太陽光発電の安全性について、第三者機関が確認する仕組みを創設し、強度等の構造の安全性を高めてまいります。 地上設置型の事業用太陽光については、2027年度以降、FIT/FIP制度での新規支援を廃止するという決断をしました。 屋根設置など地域共生が図られた太陽光発電に、支援を重点化していきます。 また、エネルギー安全保障の強化に向けて、国内に豊富に存在するヨウ素を原料とし、国産技術であり、薄型・軽量で、屋根や壁に設置できるペロブスカイト太陽電池の開発・社会実装を強力に進めていきます。
