Today marks two weeks since the 2020 Kumamoto Earthquake. We will continue to do our best to support the disaster-stricken areas so that the people in the disaster-stricken areas can return to their normal lives as soon as possible.
Approximately 5,100 members of the Self-Defense Forces are also working to save lives, transport supplies, and provide livelihood support. We have received reports that each and every member of the local unit has received words of gratitude from the disaster-affected areas as a result of their activities with a firm understanding of the policy of ``doing whatever we can.''
When a disaster occurs, the most important thing is to carry out activities to "connect the lives" of those affected.
At the time of the recent earthquake, approximately 70 medical institutions, including Uki City, experienced water outages. Clean water is essential for hospital treatment. In order to quickly transport patients who needed emergency treatment from hospitals that had water outages to hospitals that had water for treatment, the Ground Self-Defense Force used helicopters to transport patients from Kaiji Park in Yatsushiro City to the Takayubara branch.
Furthermore, some hospitals continued to experience water outages, and there is still a shortage of water, especially for artificial dialysis. As of August 10, the Self-Defense Forces are delivering water for medical treatment to an average of eight hospitals a day, working to ``connect the lives'' of people in need of treatment.
Amidst the confusion of information immediately after a disaster, the government cannot alone identify the needs for emergency patient transportation and arrange and operate helicopters and water tankers. We believe that this operation was a success because the government and local governments work together on a daily basis to prepare for emergencies through disaster prevention drills and other activities.
Many of the active Self-Defense Forces are dispatched from local units. I imagine that there were many members who rushed to work to carry out disaster relief missions even though they themselves were in dire straits. Show your respect.

令和８年熊本地震が発生し、本日で２週間となりました。 被災地の方々が１日も早く元の暮らしを取り戻すことができるよう、今後も被災地支援に全力を挙げてまいります。 自衛隊も、約5,100名態勢で人命救助、物資輸送、生活支援等に当たっています。 現地部隊の一人一人が「できることは、すべてやる」との方針をしっかりと認識して活動を行った結果として、被災地からは感謝のお言葉を頂いているとの報告を受けました。 災害が発生したとき、何よりも重要なのは、被災された方の「いのちをつなぐ」ための活動です。 今般の地震に際しては、発災当初、宇城市をはじめとする約７０の医療機関で断水等が発生しました。 病院での治療には、清潔な水が欠かせません。 断水等があった病院から、緊急治療が必要な患者の方を、治療用の水が確保できる病院に速やかに搬送するため、陸上自衛隊が八代市の会地公園から高遊原分屯地までの輸送をヘリコプターで行いました。 また、その後も一部の病院では断水が続き、特に人工透析に必要な水の不足が現在も発生しています。 自衛隊は８月１０日時点で、１日平均８件の病院に、毎日、治療用の水を届け、治療が必要な方々の「いのちをつなぐ」活動をしています。 発災直後の情報が錯綜する中、急患輸送のニーズを特定し、ヘリコプターや給水車を手配・運用することは、政府のみでは行うことができません。 これは、日頃から政府と自治体が連携し、防災訓練等を通じていざというときに備えているからこそ成功したオペレーションだと考えています。 なお、活動している自衛隊員の多くは地元部隊から派遣されています。 自らも大変な状況でありながら、災害派遣任務の遂行のため緊急出勤した隊員も多かったことと想像いたします。 敬意を表します。
