總統:多一分演習,就多一分韌性 中央地方攜手持續強化社會韌性
While overseeing the "New Taipei City 2026 Urban Resilience (National Defense Mobilization) Exercise" this morning (13th), President Lai Ching-te said that through joint efforts, the central and local cooperation, and the government and the private sector, we can continue to strengthen social resilience, maintain government operations when situations occur, and reduce the impact on people's lives. The President also pointed out that an air defense drill will be held this afternoon, hoping that the drill will increase resilience, make society more stable, and have less impact on people's lives.
After arriving, the president inspected Shuanghe Hospital's medical load reduction and undergrounding drills, as well as the people's livelihood supplies distribution drill, and learned about the situation of people receiving supplies on site.
In his speech, the President said that Taiwan experiences typhoons every year and may also experience earthquakes every few years. In addition to building up the military to prepare for war and safeguarding national security, the National Army has also been involved in disaster relief work and maintaining social stability for many years. It regards disaster relief work in response to natural disasters and earthquakes as an important part of building up the military and preparing for war. In addition, local governments also conduct social resilience drills every year for disasters such as typhoons and earthquakes, which are also known as Wan'an drills and civil safety drills in the past.
The President mentioned that after taking office as the President, in addition to establishing the "Society Defense Resilience Committee" in the Presidential Palace to promote social resilience, he also merged the Wan'an Exercise and the Civil Security Exercise conducted by local governments into the "Urban Resilience Exercise." This year, the number of exercise days was increased from one to two days, and the exercises were conducted in conjunction with the most important annual Hankuang exercise of the national army. Under the same situation, the national army stands on the front line and conducts military exercises, while local governments conduct social defense resilience exercises. The purpose is to hope that the national army will protect national security, and local governments and civil society organizations will work together to maintain social stability. In the future, whether there are natural disasters or geopolitical conflicts, the impact on society will be minimized.
The President pointed out that this year, he made a special trip to New Taipei City to inspect the operation of the whole-society defense resilience exercise. The first stop was to inspect the "Joint Response Command and Control Center", the second stop was to inspect the emergency medical preparation status, and the third stop was to the people's livelihood supplies distribution station. Special thanks to Mayor Hou Youyi for the proper preparations of the city government team, and the cooperation between the central and local governments, which achieved good results.
The President mentioned that the government has just guided the distribution system of people's livelihood resources. The government has not only public distribution stations, but also distribution stations in private stores, which are carried out in a dual-track manner. At the same time, the smart system has also been completed and drills are being continued for various possible situations. This is a very remarkable achievement.
The president said that with the joint efforts of everyone, the cooperation between the central and local governments, and the government and the private sector, social resilience work can continue to be strengthened. When a situation occurs, it will have better resilience to maintain the continuous operation of the government and reduce the impact on people's lives.
The President pointed out that an air defense drill will be conducted from 2:30 to 3 pm today. In the cities where the exercise is conducted, mobile communications may be affected, speeds may slow down, and access may be inconvenient. However, we ask for your understanding and support as this is a necessary exercise. When we practice more, we will be more resilient; when we are more resilient, when something happens, society will be more stable and our lives will be less impacted.
Finally, the President thanked the National Security Council and the Executive Yuan ministries for their hard work, and said that diplomats from various countries stationed in Taiwan also participated in the exercise today and gave advice, which shows that Taiwan's security and peace and stability across the Taiwan Strait are issues of great concern to the international community. "Virtue is never isolated, it must have neighbors." Facing the changes in regional geopolitics, we do not face it alone, but the international community cares about and faces it together. However, we must not be unprepared for this, nor can we simply rely on outsiders. Mayor Hou Youyi also mentioned just now, "You are not afraid of nothing happening for a hundred years, but you are afraid of being unprepared for a day." If we adhere to this spirit and make all preparations, we will not be afraid of anything happening. The better prepared we are, the better we can naturally avoid things from happening. 賴清德總統今(13)日上午視導「新北市2026城鎮韌性(全民防衛動員)演習」時表示,經由大家共同努力,中央與地方合作、政府與民間攜手,一定可以持續加強社會韌性,在狀況發生時維持政府運作,降低對民眾生活的衝擊。總統也指出,今日下午將進行防空演習,期盼透過演習增加韌性,讓社會多一分安定、對民眾生活少一分衝擊。 總統抵達後,先後視導雙和醫院醫療降載、地下化演練,以及民生物資配售演練,並了解民眾現場領取物資情形。 總統致詞時表示,臺灣每年都會經歷颱風,每隔幾年也可能遭遇地震。國軍除了建軍備戰、守護國家安全,多年來也投入救災工作、維護社會穩定,並將因應天災地變的救災工作,視為建軍備戰的重要一環。此外,地方政府每年也針對颱風、地震等災害進行社會韌性演習,也就是過去大家所熟知的萬安演習及民安演習。 總統提到,擔任總統之後,除了在總統府成立「全社會防衛韌性委員會」推動社會韌性;也特別將地方政府所進行的萬安演習及民安演習合併為「城鎮韌性演習」,今年更將演習天數從一天增加為兩天,並配合國軍一年一度最重要的漢光演習來演練。在相同狀況之下,國軍站在第一線進行軍事演習,地方政府則進行全社會防衛韌性演習,目的是希望國軍守護國家安全,地方政府、民間社團共同維護社會安定,未來不管是天災地變或發生地緣衝突,都能將對社會的衝擊降到最低。 總統指出,今年特別至新北市視察全社會防衛韌性演習的作業情況,第一站視導「聯合應變指揮管制中心」、第二站是緊急醫療整備狀況、第三站則到民生物資配售站,特別感謝侯友宜市長率領市府團隊的妥善準備,中央與地方共同合作,成效良好。 總統提到,剛才視導民生物資配售系統,政府不僅有公家的配售站,也有民間賣場的配售站,採雙軌方式進行;同時,智慧系統也已建置完成,並針對各種可能出現的狀況持續進行演練,這是非常了不起的成就。 總統表示,經由大家共同努力,中央與地方合作,政府與民間共同攜手,社會韌性工作一定可以持續加強。當狀況發生時,能有更好的韌性得以維持政府持續運作,也能降低對民眾生活的衝擊。 總統指出,今天下午2時30分至3時將進行防空演習。在實施演習的城市,演習期間的行動通訊可能受到影響,也可能出現降速情形,出入也會有一些不便,但敬請大家諒解與支持,因為這是一項必要的演習。當我們多一分演習,就多一分韌性;當韌性多一分,事情發生時,社會就能多一分安定,我們的生活也能減少一分衝擊。 最後,總統感謝國安會及行政院各部會的辛勞,並表示,今天各國駐臺使節也參與演習並給予指教,顯示臺灣的安全與臺海的和平穩定,是國際社會非常關心的議題。「德不孤,必有鄰。」面對區域地緣政治的變化,我們並非單獨面對,而是由國際社會共同關心、共同面對。然而,我們絕對不能因此不做好準備,也不可能單純依賴外人。侯友宜市長剛剛也提到,「不怕百年無事,只怕一日沒有準備。」我們就是秉持這樣的精神,做好各項準備,就不怕任何事情發生。當我們準備得越充分,自然而然就越能避免事情發生。大家一起加油。 包括新北市長暨新北市聯合應變指揮管制中心指揮官侯友宜、國家安全會議秘書長吳釗燮、諮詢委員劉得金、副秘書長林飛帆、行政院政務委員季連成、內政部長劉世芳、外交部長林佳龍、國防部長顧立雄、衛生福利部長石崇良、經濟部次長賴建信、內政部次長馬士元、國防部全民防衛動員署署長廖建興、「美國在台協會」(AIT)台北辦事處處長谷立言(Raymond Greene)、加拿大駐台北貿易辦事處代表何曼麗(Marie-Louise Hannan)、駐台北以色列經濟文化辦事處代表卓以洛(Israel Strulov)及各國駐臺使節代表等亦出席是項演習活動。
