The purpose of the bill to amend the Public Health Act and other related laws (rehabilitation system amendment) is to make the rehabilitation system more person-centered, more comprehensive and more efficient, so that people can get the necessary help faster and based on their actual need for help.
To this end, the person's journey to the service is simplified, the duplication of the healthcare and social system is reduced, and the principle according to which the receipt of rehabilitation service depends on the severity of the disability or the status of work ability is abandoned. From now on, the person will be referred to the service based on the need for rehabilitation arising from their health condition.
From October 1, 2027, the rehabilitation service will be integrated into the healthcare system, and its organization and financing will be transferred from the Social Insurance Board to the Health Insurance Fund. The service will be provided by the hospitals of the hospital network and other health care providers that meet the requirements.

Valitsus kiitis heaks muudatused rehabilitatsioonisüsteemisFoto: Kaupo Kalda Rahvatervishoiu seaduse muutmise ja sellega seonduvalt teiste seaduste muutmise seaduse (rehabilitatsioonisüsteemi muutmise) eelnõu eesmärk on muuta rehabilitatsioonisüsteem inimesekesksemaks, terviklikumaks ja tõhusamaks, et inimene saaks vajalikku abi kiiremini ja oma tegelikust abivajadusest lähtudes. Selleks lihtsustatakse inimese teekonda teenuseni, vähendatakse tervishoiu- ja sotsiaalsüsteemi dubleerimist ning loobutakse põhimõttest, mille järgi sõltub rehabilitatsiooniteenuse saamine puude raskusastmest või töövõime staatusest. Edaspidi suunatakse inimene teenusele tema terviseseisundist tuleneva rehabilitatsioonivajaduse alusel. Alates 1. oktoobrist 2027 integreeritakse rehabilitatsiooniteenus tervishoiusüsteemi ning selle korraldamine ja rahastamine viiakse Sotsiaalkindlustusametilt üle Tervisekassale. Teenust hakkavad osutama haiglavõrgu haiglad ja teised nõuetele vastavad tervishoiuteenuse osutajad. Kommunikatsioonibüroo, Riigikantselei Telli uudiskiri või jälgi valitsuse sotsiaalmeediakanaleid.
