Statement by Hon. Prime Minister Roosevelt Skerrit - 9th August, 2026

[music] [music] [music] [music] [music] [music] [music] >> Fellow Dominicans, I have advised her Excellency the President of the Commonwealth of Dominica to issue a writ under the public seal of the state declaring that a by-election be held in the Roseau North constituency. This is pursuant to section 12 of the House of Assembly Elections Act, chapter 201. The by-election has become necessary following the resignation of of Honorable Miriam Blanchard on June 12, 2026 as a parliamentary representative for the Roseau North constituency, thereby creating a vacancy in the House of Assembly. Section 55(3) of the Constitution of the Commonwealth of Dominica provides that where the seat of a representative falls vacant otherwise than by reason of dissolution of the House, a by-election shall be held to fill the vacancy within 3 months of the occurrence of the vacancy unless the house is sooner dissolved. The democratic process established under our constitution ensures that the people of Roseau North will have the opportunity to elect a representative to serve their interest in Parliament and continue the important work of national development. Accordingly, I wish to advise that the dates for the by-election have been set. Nomination day shall be on Friday, the 21st of August, 2026. Voting day in the Roseau North constituency shall be held on Monday, 7th of September, 2026. I urge all eligible electors in the constituency to participate in this important democratic exercise and conduct themselves in a manner that promotes a peaceful, orderly, and issue-based campaign. The Dominica Labour Party, which I have the honor to lead, looks forward to engaging the people of Roseau North throughout this by-election campaign, presenting our vision for the continued development of the constituency and the country.
