as a government. Mr. Speaker, in plain simple words, because some people may still not understand what this is about. This is about in in my constituency, for example, Portsmouth, our heartbeat is our small business institutions. And so, this is one of the ladies who own a shop, for example, and she has obligations, Mr. Speaker, that is coming coming up at the end. And she her obligations would be things like if she has to pay fortnightly, she has some suppliers that she needs to settle, and then she has some bills that she needs to pay. And the request for this overdraft is simply where she now goes to ask for a little help. You know, to be able to meet the obligation in a timely manner. And that in itself is no indication that her business is failing. As a matter of fact, it clearly tells us that she's managing her cash flow. And so, I do not want us to have the information misconstrued or to make people feel like borrowing is something wrong. For the government, it is however on a larger scale that this has to be done, but the principle is is similar. The revenues that you need to run government may not always be readily available. I believe Honorable Lockart alluded to it earlier. And so, we have to meet salaries, we have to take care of contracts, we have to pay our utilities. And as those obligations become due, it is a good financial practice and it is responsible financial management to utilize the short-term tool to do so. And it is also critical because we do not ever want as a government to be vulnerable. That can never be useful for a government and we still need to be able to provide the necessary resources and services for the people who have entrusted us with the leadership, Mr. Speaker. So, Mr. Speaker, it is about the government ensuring that we have the capacity to continue providing services, like I said, and responding to people's needs. In my constituency, Mr. Speaker, some of the simple questions would be when will I get the assistance that I made requests for, Palray? When will I get to work? Palray, when that project in in Point Chung starting now? Palray, my house need a little improvement, you know. These are the real questions and one that is very important, Mr. Speaker, is what opportunity, Palray, is there for my child? Because we have to speak about now and we have to be speak about the future. Mr. Speaker, the resolution here today, it supports all of the capital projects and again, it is about our people, the questions they ask and how we answer them. And when when I have four young men, All of them below the age of 18. 16, 17, I think I have two 17-year-olds and an 18-year-old. Come to the office to say Well, they call me miss. Those that four, they say miss because they know me as their former teacher. Miss, we came to you because we want to start a little business. And I heard the member for Marigot mention it. Mr. Speaker, these are some of the things that we do not necessarily cater for. And when four young men, bright, industrious, and quite competent because they are chefs and chefs, fishermen, and they came together, they're listening to what we say here. They came together. They could have done it individually, but they saw the need to come together. And they want to start up this little business. Mr. Speaker, as a former teacher of theirs and now as a parliamentary representative, overdrafts is what will ensure that I am able to assist these young men. And this is this is the kind of thing that we have multiplied and we have done it over the years and this is what the overdraft affords for our people. And so with this what may seem small contribution, Mr. Speaker, I again want to say that a government cannot be paralyzed in its functions on no given day. And for our Dominican people, and I speak to my constituents directly as well. When we need to start asking the question what can I create from the capital projects? A number of people ask it the other way around. And they like to say all you what all you doing for us. But now it is about what can they create? What can you create as a resident of Portsmouth with all of the capital projects that are going on and with the assistance of the overdraft facility? What can you create? And I also want us to see ourselves as important. Now Portsmouth is in a position where it has the economic opportunity and the north by extension. We we'll see developments around Cabrits and tourism. We can also associate ourselves with the geothermal energy that is that is on stream. And what are the other opportunities that would exist with agro-processing? sports education and services. And Mr. Speaker, while I mentioned sports, yes, we have the project coming on with um the synthetic track. But are we going to wait for it to be fully constructed to see the development and improvement? No, we cannot do that. And again, it brings to mind my favorite club, the best club as far as athletics club. It is again the funds from the overdraft facility that will be able to support that I can use, Mr. Speaker, and have used to support the work of that club. And we see the club have grown in less than a year to be in the champion club 2 years in a row, Mr. Speaker. So, these are the kinds of things we have to celebrate and the kinds of things that we have to praise as we as we move forward and we look for the development of our country. Mr. Speaker, as I as I conclude, I did say I was not going to take very long. As I conclude, I just want us to remember that borrowing is not an automatic irresponsible behavior like some try to say it is. But, it has its purpose. It has its purpose. And we should see the overdraft to again signing for our capital projects. And how does it connect to the opportunities that are before us? We've heard the word opportunity used several times here today. And our young people in particular, looking at the jobs, do you see Where do you see yourself in the capital projects? How do you see your family improving? How do you see your small business growing? And as an entrepreneur, what are the benefits or of the tourism and other emerging sectors? What What more can you do to help yourself? So, investment is a good thing, Mr. Speaker. And so, I think Dominica is ready for the next phase of development. We have the projects. They will be completed by God's grace. So, once we moving on there, we just have to continue with our planning, continue with the investments that we making. And we always have to remember that government must always be in a position of advantage.
