ශ්‍රී ලංකා නීතිඥ සංගමය සමග හමුවකට අද (12) පස්වරුවේ ජනාධිපති කාර්යාලයේදී එක්වීමි. සාර්ථක ලෙස පැවති මෙම සාකච්ඡාවේදී විනිසුරුවරුන් විශ්‍රාම ගැන්වීමේ වයස් සීමාව දීර්ඝ කිරීම සම්බන්ධයෙන් වූ 22වන ව්‍යවස්ථා සංශෝධනය කෙරෙහි අවධානය යොමු කෙරුණු අතර, ඊට අදාළව ශ්‍රී ලංකා නීතිඥ සංගමයේ අදහස් සහ යෝජනා ඉදිරිපත් කිරීමද සිදු කෙරිණි. යුක්තිය පසිඳලීමේ ක්‍රියාවලිය අධිකරණයෙන් පමණක් සිදු නොවන බවත්, එය විමර්ශනය, නඩු පැවරීම සහ අධිකරණ යන සියලු අංශ ඒකාබද්ධ වූ ක්‍රියාවලියක් බවත්, එම ක්‍රියාවලිය ශක්තිමත් කිරීම සඳහා අදාළ ආයතනවල මානව සම්පත ඉහළ නැංවීමට රජය කටයුතු කරමින් සිටින බවත්, අල්ලස් හෝ දූෂණ විමර්ශන කොමිෂන් සභාවේ සේවා දිස්ත්‍රික් මට්ටමින් ව්‍යාප්ත කිරීමට සැලසුම් කර තිබෙන බවත්, ජනතාවට අධිකරණ ක්‍රියාවලිය පහසු කරනු පිණිස මහාධිකරණ විනිසුරුවරුන් සංඛ්‍යාව ඉහළ නැංවීමට සහ අධිකරණ සඳහා අවශ්‍ය භෞතික පහසුකම් පුළුල් කිරීමට කටයුතු කරමින් සිටින බවත් පෙන්වා දුන්නෙමි. එබැවින්, මෙම සංශෝධනය සමස්ත පද්ධතියේම ගැටලු විසඳීමේ පුළුල් ප්‍රතිසංස්කරණ ක්‍රියාවලියේ එක් පුරුකක් පමණක් බව මෙහිදී වැඩිදුරටත් පෙන්වා දුන්නෙමි. இலங்கை சட்டத்தரணிகள் சங்கத்துடன் ஜனாதிபதி அலுவலகத்தில் இன்று (12) பிற்பகல் நடைபெற்ற சந்திப்பில் கலந்துகொண்டேன். வெற்றிகரமாக நடைபெற்ற இச்சந்திப்பின் போது, நீதிபதிகளின் ஓய்வுபெறும் வயதை அதிகரிப்பது தொடர்பான 22 ஆவது அரசியலமைப்பு திருத்தம் குறித்து கவனம் செலுத்தப்பட்டதுடன், அது தொடர்பான இலங்கை சட்டத்தரணிகள் சங்கத்தின் கருத்துக்களும் பரிந்துரைகளும் முன்வைக்கப்பட்டன. நீதியை நிலைநாட்டும் செயற்பாடு நீதிமன்றத்தினால் மாத்திரம் இடம்பெறுவதில்லை எனவும், அது விசாரணை, வழக்குத் தாக்கல் செய்தல் மற்றும் நீதிமன்றம் ஆகிய அனைத்துத் துறைகளும் ஒருங்கிணைக்கப்பட்ட ஒரு செயற்பாடு எனவும் நான் சுட்டிக்காட்டினேன். அத்துடன், இச்செயற்பாட்டை வலுப்படுத்துவதற்காக சம்பந்தப்பட்ட நிறுவனங்களின் மனித வளங்களை மேம்படுத்துவதற்கு அரசாங்கம் நடவடிக்கை எடுத்து வருவதாகவும், இலஞ்ச ஊழல் புலனாய்வு ஆணைக்குழுவின் சேவைகளை மாவட்ட மட்டத்தில் விரிவுபடுத்த திட்டமிடப்பட்டுள்ளதாகவும் குறிப்பிட்டேன். மேலும், மக்களுக்கு நீதித்துறை செயற்பாடுகளை இலகுபடுத்தும் வகையில் மேல் நீதிமன்ற நீதிபதிகளின் எண்ணிக்கையை அதிகரிப்பதற்கும் நீதிமன்றங்களுக்குத் தேவையான பெளதீக வசதிகளை விரிவுபடுத்துவதற்கும் நடவடிக்கை எடுக்கப்பட்டு வருவதாகவும் சுட்டிக்காட்டினேன். எனவே, இந்த அரசியலமைப்புத் திருத்தமானது முழுமையான கட்டமைப்பிலும் உள்ள பிரச்சினைகளுக்குத் தீர்வுகாண்பதற்கான பரந்த சீர்திருத்தச் செயற்பாட்டின் ஒரு பகுதி மட்டுமே என்பதையும் இங்கு மேலும் சுட்டிக்காட்டினேன். I met with representatives of the Bar Association of Sri Lanka (BASL) today (12) at the Presidential Secretariat. During the productive discussion, attention was focused on the 22nd Amendment to the Constitution concerning the extension of the retirement age of judges, with the BASL presenting its views and recommendations on the matter. I emphasised that the administration of justice does not rest solely with the judiciary, but is an integrated process encompassing investigations, prosecutions and adjudication. I noted that the Government is taking steps to strengthen the human resources of the relevant institutions to enhance this process, while plans are also underway to expand the services of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) at district level. I further noted that steps are being taken to increase the number of High Court judges and expand the necessary physical infrastructure and facilities of the courts, with the aim of making the judicial process more accessible and convenient for the public. I also emphasised that this amendment represents only one component of a broader reform process aimed at addressing issues across the entire justice system.
