The annotated agenda of the 06.08.26 session of the government
1. Amendment of the regulations of the Government of the Republic in connection with the implementation of the Higher Education Act and the Act amending other laws Presenter: Minister of Education and Science Kristina KallasType: Draft regulation
The bill updates the higher education standard and requirements for pharmacy education to bring them into line with the amendments to the Higher Education Act.
A bachelor's degree in pharmacy is added to the list of higher education standard degree titles. In the future, pharmacist education will be organized separately at the first and second level of higher education, and universities of applied sciences may also offer first-level education. This allows for a bachelor's degree in pharmacy upon completion of the first degree. In order to work as a pharmacist, a total of five years of study in the amount of 300 ECTS must be completed in the future.
The change expands the opportunities for pharmacist education, but does not increase the administrative burden or have a budgetary impact. The implementation takes place through the usual study organization of higher education institutions. The regulation enters into force on January 1, 2027.
2. Amendment of the regulations of the Government of the Republic regarding the improvement of maritime situational awareness Submitted by: Minister of Defense Hanno PevkurType: Draft regulation
The bill updates two government regulations to bring them in line with the changes to the law adopted in June this year and which came into effect in July, and to improve maritime situational awareness.
The bill removes the bunkering exception from the current regulation and makes clarifications to avoid problems arising from the implementation of the regulations and to ensure greater legal clarity. Also, the circle of recipients of multiple shipping permits is expanded to state ships specified in the law. Applying for a multiple vessel permit will become easier for border guard vessels of European Union and European Economic Area countries and for vessels engaged in icebreaking work.
3. Initiation of the state special planning and strategic assessment of the environmental impact of the Hiiumaa 110 kV electricity connection Presenter: Minister of Economy and Industry Erkki KeldoType: Draft regulation
The bill initiates the special state planning and strategic assessment of the environmental impact of the Hiiumaa 110 kV electricity connection. The purpose of the plan is to increase the voltage level of Hiiumaa's electricity supply from 35 kV to 110 kV and to plan the necessary electrical connections and facilities.
Elektrilevi OÜ requested the initiation of planning. Since there are no funds in the budget of the Ministry of Economy and Communications for the preparation of the plan and related impact assessment, Elektrilevi will cover all the necessary costs. To this end, the Ministry and Elektrilevi signed a cooperation agreement on June 22 this year.
The preparation of the country's special plan is organized by the Ministry of Economy and Communications.
4. Report on the composition and value of assets of the stabilization reserve as of June 30, 2026 Submitted by: Minister of Finance Jürgen Ligi Type: Draft decision to be recorded in the minutes
The purpose of the report is to provide an overview of the composition and value of the assets of the stabilization reserve as of June 30, 2026.
As of June 30, the estimated market value of the reserve volume is 501.4 million euros. The volume of the reserve has increased by 19.4 million euros compared to the end of the previous quarter.
During the II quarter of 2026, Eesti Pank's 2025 profit allocation in the amount of 6.8 million euros was received into the reserve. During the II quarter of 2025, Eesti Pank's 2024 profit allocation in the amount of 18.5 million euros was received into the reserve.

Vabariigi Valitsuse määruste muutmine seoses kõrgharidusseaduse ja teiste seaduste muutmise seaduse rakendamisegaEsitaja: haridus- ja teadusminister Kristina KallasTüüp: Määruse eelnõu Eelnõuga ajakohastatakse kõrgharidusstandardit ja proviisoriõppe nõudeid, et viia need kooskõlla kõrgharidusseaduse muudatustega. Kõrgharidusstandardi kraadinimetuste loetellu lisatakse farmaatsia bakalaureusekraad. Proviisoriõpe korraldatakse edaspidi eraldi kõrghariduse esimesel ja teisel astmel ning esimese astme õpet võivad ülikoolide kõrval pakkuda ka rakenduskõrgkoolid. See võimaldab esimese õppeastme lõpetamisel omandada farmaatsia bakalaureusekraadi. Proviisorina töötamiseks tuleb ka edaspidi läbida kokku viieaastane õpe mahus 300 EAP-d. Muudatus laiendab proviisoriõppe võimalusi, kuid ei suurenda halduskoormust ega too kaasa eelarvelist mõju. Rakendamine toimub kõrgkoolide tavapärase õppekorralduse kaudu. Määrus jõustub 1. jaanuaril 2027. 2. Vabariigi Valitsuse määruste muutmine seoses mereolukorrateadlikkuse parandamisegaEsitaja: kaitseminister Hanno PevkurTüüp: Määruse eelnõu Eelnõuga ajakohastatakse kahte valitsuse määrust, et viia need kooskõlla tänavu juunis vastu võetud ja juulis jõustunud seadusemuudatustega ning parandada mereolukorrateadlikkust. Eelnõuga eemaldatakse senisest regulatsioonist punkerdamise erand ning tehakse täpsustusi, et vältida määruste rakendamisel tekkinud probleeme ja tagada suurem õigusselgus.Samuti laiendatakse mitmekordse laevaloa saajate ringi seaduses nimetatud riigilaevadele. Mitmekordse laevaloa taotlemine muutub lihtsamaks Euroopa Liidu ja Euroopa Majanduspiirkonna riikide piirivalvelaevadele ning jäämurdetöid tegevatele laevadele. 3. Hiiumaa 110 kV elektriühenduse riigi eriplaneeringu ja keskkonnamõju strateegilise hindamise algatamineEsitaja: majandus- ja tööstusminister Erkki KeldoTüüp: Korralduse eelnõu Eelnõuga algatatakse Hiiumaa 110 kV elektriühenduse riigi eriplaneering ja keskkonnamõju strateegiline hindamine. Planeeringu eesmärk on tõsta Hiiumaa elektrivarustuse pingetase 35 kV-lt 110 kV-ni ning kavandada selleks vajalikud elektriühendused ja rajatised. Planeeringu algatamist taotles Elektrilevi OÜ. Kuna majandus- ja kommunikatsiooniministeeriumi eelarves puuduvad vahendid planeeringu ja sellega seotud mõjude hindamise koostamiseks, katab kõik vajalikud kulud Elektrilevi. Selleks sõlmisid ministeerium ja Elektrilevi tänavu 22. juunil koostöökokkuleppe. Riigi eriplaneeringu koostamist korraldab majandus- ja kommunikatsiooniministeerium. 4. Stabiliseerimisreservi varade koosseisu ja väärtuse aruanne seisuga 30. juuni 2026Esitaja: rahandusminister Jürgen LigiTüüp: Protokolli märgitava otsuse eelnõu Aruande eesmärk on anda ülevaade stabiliseerimisreservi varade koosseisust ja väärtusest seisuga 30. juuni 2026. 30. juuni seisuga on reservi maht hinnatuna turuväärtuses 501,4 miljonit eurot. Reservi maht on võrreldes eelmise kvartali lõpu seisuga kasvanud 19,4 miljoni euro võrra. 2026. aasta II kvartali jooksul laekus reservi Eesti Panga 2025. aasta kasumieraldis summas 6,8 miljonit eurot. 2025. aasta II kvartali jooksul laekus reservi Eesti Panga 2024. aasta kasumieraldis summas 18,5 miljonit eurot.
