It was also decided that the sports talent departments would be subject to the management of the Ministry of Youth and Sports, and that the administration of sports cities would be a joint jurisdiction between the Ministry and the governorates, and that the Ministry of Youth and Sports would reconsider facilitating the implementation of the provisions of the Ministry’s Law No. (1 of 2022), in line with the provisions of the Law of Governorates not organized into a region, and that the Ministry would implement the decision related to allocating buildings and facilities affiliated with the Ministry to the directorates that operate them or to the governorates, provided that they are used exclusively for youth and sports purposes. During the meeting, it was decided to recommend to the Council of Ministers to amend Resolution (24591 of 2024), which includes that the supervision and follow-up committees for stadiums be established by the governorate, with the exception of sports cities, and that the Ministry of Youth and Sports is responsible for determining the general policy for the youth and sports sector in accordance with the provisions of the law for governorates not organized in a region. In the same context, it was decided that the Ministry of Youth and Sports would complete the issuance of ministerial orders regarding the transfer of directorates, forums and departments to the governorates, with their allocations allocated to them in the general budget and the employees and workers therein. In the field of coordination and cooperation between the National Security Advisory and the Supreme Coordination Authority between the governorates, it was approved that the coordination body between the governorates and the Chancellery would provide training and capacity-building opportunities for the governorates and their councils, and represent them as members of the relevant work teams. In the field of education management and the academic year, the meeting approved prior coordination in announcing local holidays in the governorates with the federal ministries, and through the supreme coordination body between the governorates. The meeting approved that the Ministry of Finance take the necessary measures to create areas; Shawan, Qara Hanjir, and Baiji, in Kirkuk Governorate. In the field of implementing the study on the challenges of population growth, the meeting approved the formation of a committee by order of Diwani, headed by a representative of the Ministry of Youth and Sports, and membership of representatives from governorates.
