Prime Minister Ali Faleh Al-Zaidi Chairs the 14th Regular Session of the Council of Ministers ••••• Prime Minister Ali Faleh Al-Zaidi chaired the 14th regular session of the Council of Ministers on Tuesday evening. The session’s agenda was devoted exclusively to approving the Government Program for 2026–2029, which was referred to the Council of Representatives pursuant to Article 38 (First) of the amended Rules of Procedure of the Council of Ministers No. 2 of 2019. The Government Program sets out 139 priorities across 14 key sectors, forming the foundations of the ministerial program of the government of Prime Minister Ali Faleh Al-Zaidi. These sectors are: strengthening state sovereignty and national security; economic and financial reform; industry; governance, institutional reform, and combating corruption; health and medical services; communications and information technology; youth and sports; foreign policy; energy; agriculture, water, and the environment; education; higher education, social protection networks and combating poverty; human rights, women, and children; and culture, tourism, and antiquities. The program also identifies 13 bills as legislative priorities for the government. The Government Program also includes a package of policies, measures, and tracks that constitute the government’s key objectives. Foremost among them are adopting a comprehensive national program for institutional reform and combating financial and administrative corruption; reviewing relevant legislation; strengthening the integrity and transparency framework; expanding investment in minerals and non-oil natural resources; accelerating the reform and development of the state-owned banking sector; regulating and unifying border crossings; launching a comprehensive national digital transformation strategy; empowering the national centers for digital transformation and cybersecurity; strengthening confidence in the investment environment; establishing the Supreme Council for Investment; and establishing the Supreme Council for Financial and Monetary Stability. The program also calls for concerted efforts to unify security decision-making, bring all resources and capabilities under the official state framework, and regard the independence of Iraq’s political decision-making as a fundamental manifestation of Iraqi sovereignty. It further seeks to strengthen the human rights framework in Iraq, provide care for children and safeguard their rights, curb all forms of societal violence, and develop leadership training programs for women in government and political life. ••••• Media Office of the Prime Minister August 12, 2026
