Cabinet approves project for Panama to join the Latin American and Caribbean Space Agency
The Cabinet Council approved bill 27-26 that approves the Constitutive Agreement of the Latin American and Caribbean Space Agency (ALCE), prepared in Mexico on September 18, 2021; Therefore, the accession of Panama to this international organization, in order to reduce the digital divide in the Latin American States
In this way, equal conditions are created for access to information, innovation and space technology for peaceful purposes. Participation, linkage and/or coordination with the public and private space sector is also encouraged, receiving maximum opportunities for participation in the execution of programs, activities and works of technological interest, undertaken by the ALCE.
By joining this organization, Panama will participate in a regional mechanism that will coordinate the space activities of the member states, the improvement of satellite communication systems, enhancing the capacity of early warning systems in the context of climate change.
In addition, the improvement of regional satellite telecommunications capabilities is expected, impacting the quality of connectivity and internet services, for voice, data, television and other professional, personal or entertainment uses, but also in terms of telemedicine and navigation systems among other applications to increase the well-being of the population.
In its articles, it is also detailed that Panama's ratification of the aforementioned agreement will contribute to accelerating digital transformation and social inclusion through observation systems of the incidence of agriculture and natural disasters on our planet seen from outer space.
The Cabinet authorized the Minister of Foreign Affairs, Javier Martínez-Acha, to propose the project for consideration by the National Assembly.
Cabinet approves the National Artificial Intelligence Strategy
The Cabinet Council gave the green light to Resolution No. 89-26 “which approves the National Artificial Intelligence Strategy of the Republic of Panama.”
The resolution, which was supported by the Ministry of the Presidency and the National Secretariat of Science, Technology and Innovation (SENACYT), contains the objectives, programs, actions and priorities to promote innovation, the use and ethical, responsible, inclusive and safe development of artificial intelligence in our country.
The National Artificial Intelligence Strategy establishes the vision of turning the country into the “Reliable Hub of Innovation in Artificial Intelligence in Latin America”, taking advantage of its strengths in connectivity, global services and institutional stability. In this sense, it prioritizes the development of local capabilities, technological sovereignty, prosperity, environmental sustainability, international cooperation and the attraction of strategic investments, in accordance with national priorities and international best practices.
The strategy was presented to the Cabinet by the National Commission for Critical and Emerging Technologies, with its Artificial Intelligence Subcommittee. This commission brings together the academy and the productive sector, under the technical coordination of Senacyt.
The approval of the National Artificial Intelligence Strategy, together with the National Microelectronics and Semiconductors Strategy, are part of the National Agenda for Advanced Technologies, a State initiative to provide a response to national and global challenges through science, technology and innovation as a commitment to a knowledge-based economy.
The National Agenda for Advanced Technologies was presented to the country in June 2026. During the launch event, President José Raúl Mulino highlighted that artificial intelligence, microelectronics and semiconductors, all technologies that are transforming the world, will be part of the nation's development.
Funds approved for the MEF Arbitration Office
The Cabinet Council approved Resolution 86-26, which authorizes an additional supplementary credit to the General State Budget for the fiscal year 2026, in favor of the Ministry of Economy and Finance (MEF)/Investment Arbitration Office, up to the sum of B/.7,882,484.00.
According to the resolution, this additional credit is intended to incorporate resources into the operating budget of the MEF Investment Arbitration Office, to formalize several legal services contracts with different contractors.
The request has the favorable opinion of the National Economic Council, as well as the favorable report on the financial viability and convenience of the Comptroller General of the Republic.
The document authorizes the MEF to, in the name and representation of the Cabinet Council, submit this resolution to the consideration of the Budget Commission of the National Assembly, for the purposes of its approval and subsequent registration of the codified detail of income and expenses for its execution.

Gabinete aprueba proyecto para que Panamá se adhiera a la Agencia Latinoamericana y Caribeña del Espacio El Consejo de Gabinete aprobó el proyecto de ley 27-26 que aprueba el Convenio Constitutivo de la Agencia Latinoamericana y Caribeña del Espacio (ALCE), elaborado en México el 18 de septiembre de 2021; por consiguiente, la adhesión de Panamá a este organismo internacional, a fin de reducir la brecha digital en los Estados latinoam De esta manera se generan condiciones de igualdad para el acceso a información, innovación y tecnología espacial con fines pacíficos. También se fomenta la participación, vinculación y/o coordinación con el sector público y privado espacial, recibiendo las máximas oportunidades de participación en la ejecución de programas, actividades y trabajos de interés tecnológico, emprendidos por la ALCE. Al adherirse a esta organización, Panamá participará en un mecanismo regional que coordinará las actividades espaciales de los Estados miembros, el mejoramiento de los sistemas de comunicación satelital, potenciando la capacidad de los sistemas de alerta temprana en el contexto de cambio climático. Además, se prevé el mejoramiento de las capacidades de telecomunicaciones satelitales regionales impactando en la calidad de los servicios de conectividad e internet, para voz, datos, televisión y demás usos profesionales, personales o de entretenimiento, pero también en materia de telemedicina y sistemas de navegación entre otras aplicaciones para incrementar el bienestar de la población. En su articulado, igualmente se detalla que la ratificación de Panamá del referido convenio contribuirá a acelerar la transformación digital y la inclusión social a través de los sistemas de observación de la incidencia de la agricultura y desastres naturales en nuestro planeta vista desde el espacio ultraterrestre. El Gabinete autorizó al ministro de Relaciones Exteriores, Javier Martínez-Acha, a proponer a la consideración de la Asamblea Nacional el proyecto. Gabinete aprueba la Estrategia Nacional de Inteligencia Artificial El Consejo de Gabinete dio luz verde a la Resolución No. 89-26 “que aprueba la Estrategia Nacional de Inteligencia Artificial de la República de Panamá”. La resolución que fue sustentada por el Ministerio de la Presidencia y la Secretaría Nacional de Ciencia, Tecnología e Innovación (SENACYT), contiene los objetivos, programas, acciones y prioridades para impulsar la innovación, el uso y el desarrollo ético, responsable, inclusivo y seguro de la inteligencia artificial en nuestro país. La Estrategia Nacional de Inteligencia Artificial establece la visión de convertir al país en el “Hub Confiable de Innovación en Inteligencia Artificial de América Latina”, aprovechando sus fortalezas en conectividad, servicios globales y estabilidad institucional.En este sentido, prioriza el desarrollo de capacidades locales, la soberanía tecnológica, la prosperidad, la sostenibilidad ambiental, la cooperación internacional y la atracción de inversiones estratégicas, en concordancia con las prioridades nacionales y las mejores prácticas internacionales. La estrategia fue presentada ante el Gabinete por la Comisión Nacional para Tecnologías Críticas y Emergentes, con su Subcomisión de Inteligencia Artificial. Esta comisión aglutina a la academia y al sector productivo, bajo la coordinación técnica de la Senacyt. La aprobación de la Estrategia Nacional de Inteligencia Artificial, junto con la Estrategia Nacional de Microelectrónica y Semiconductores, forman parte de la Agenda Nacional de Tecnologías Avanzadas, una iniciativa de Estado para brindar respuesta a los desafíos nacionales y globales mediante la ciencia, la tecnología y la innovación como apuesta para una economía basada en el conocimiento. La Agenda Nacional de Tecnologías Avanzadas fue presentada al país en junio de 2026. Durante el acto de lanzamiento, el presidente José Raúl Mulino destacó que la inteligencia artificial, la microelectrónica y los semiconductores, todas ellas tecnologías que están transformando al mundo, formarán parte del desarrollo de la nación. Aprueban fondos para Oficina de Arbitrajes del MEF El Consejo de Gabinete aprobó la Resolución 86-26, que autoriza un crédito adicional suplementario al Presupuesto General del Estado para la vigencia fiscal 2026, a favor del Ministerio de Economía y Finanzas (MEF)/Oficina de Arbitraje de Inversiones, hasta por la suma de B/.7,882,484.00. De acuerdo con la resolución, este crédito adicional tiene como propósito incorporar recursos al presupuesto de funcionamiento de la Oficina de Arbitraje de Inversiones del MEF, para formalizar varios contratos de servicios legales con diferentes contratistas. La solicitud cuenta con la opinión favorable del Consejo Económico Nacional, así como con el informe favorable sobre la viabilidad financiera y conveniencia de la Contraloría General de la República. El documento autoriza al MEF para que, en nombre y representación del Consejo de Gabinete, someta a la consideración de la Comisión de Presupuesto de la Asamblea Nacional la presente resolución, a los efectos de su aprobación y posterior registro del detalle codificado de ingresos y gastos para su ejecución.
