Panamá Conecta avanza, mientras Google incrementa su capacidad de cableado hasta el país

Some 26 digital procedures and integrated active services, in addition to 787 thousand active users, are among the advances, from May 2025 to date, of the Panama Conecta portal, the administrator of the National Authority for Government Innovation (AIG), Adolfo Fábrega, informed the Cabinet Council.

According to Fábrega, Google has announced the arrival of two submarine cables that will increase Panama's connectivity as a global digital "hub", projecting the country with a new image in digital matters worldwide and as a center for the generation of business and foreign investment in this matter.

The administrator added that the progress report presents the capabilities available to the Government through Panama Conecta, which integrates the different platforms and services of state entities, unifying in this portal the search of citizens to make it more accessible, with better connectivity and digitally advanced payment methods.

The vision, Fábrega explained, is a single digital State, where the user has a single access point, an identity and a single profile, with a centralized, navigable and search-optimized catalogue, where each State service is visible. This milestone, he said, has been achieved with the creation of Single Login, a single user in terms of digital services.

He explained that there are currently 82 inter-institutional integrations, which allows that, when carrying out their procedures, the citizen does not need to enter documentation or data that the Government already maintains in its database.

This platform has an immediate strategic focus of eliminating the cumbersomeness of current digital procedures in duplicate systems for citizens. For this reason, the goal is to have about 100 online procedures on this platform and more than one million active users by 2027, giving way to a real immediate integration of institutions and their services without fragmenting the State.

The new operating standard entails a map of priority entities to materialize the vision of a fully digital country, through four pillars of entities that are related to Employment (facilitate job placement and entrepreneurship), Health (streamline registrations, certificates and care), Water (modernize the management of basic services), and Cost of Living/Basic Basket (optimize subsidies and consumer protection).

Unos 26 trámites digitales y servicios activos integrados, además de 787 mil usuarios activos, figuran entre los avances, desde mayo de 2025 hasta la fecha, del portal Panamá Conecta, informó al Consejo de Gabinete el administrador de la Autoridad Nacional para la Innovación Gubernamental (AIG), Adolfo Fábrega. De acuerdo con Fábrega, Google ha anunciado la llegada de dos cables submarinos que van a incrementar la conectividad de Panamá como “hub” digital global, proyectando al país con una nueva imagen en materia digital a nivel mundial y como centro para la generación de negocios y de inversión extranjera en esta materia. El administrador añadió que el informe de avances presenta las capacidades disponibles para el Gobierno a través de Panamá Conecta, que integra las distintas plataformas y servicios de las entidades estatales, unificando en este portal la búsqueda de los ciudadanos para hacerlo más accesible, con mejor conectividad y métodos de pago digitalmente avanzados. La visión —explicó Fábrega— es un solo Estado digital, donde el usuario tenga un solo punto de acceso, una identidad y un único perfil, con un catálogo centralizado, navegable y optimizado para búsquedas, donde cada servicio del Estado está visible. Este hito, dijo, se ha alcanzado con la creación del Single Login, un solo usuario en términos de servicios digitales. Detalló que actualmente existen 82 integraciones interinstitucionales, lo que permite que, al realizar sus trámites, el ciudadano no requiera ingresar documentación o datos que ya el Gobierno mantiene en su base. Esta plataforma tiene un enfoque estratégico inmediato de eliminar para el ciudadano lo engorroso de las gestiones digitales actuales en sistemas duplicados. Por ello, como meta se plantean para el 2027 tener unos 100 trámites en línea en esta plataforma y más de un millón de usuarios activos, dando paso a una real integración inmediata de las instituciones y sus servicios sin fragmentar al Estado. El nuevo estándar operativo conlleva un mapa de entidades prioritarias para materializar la visión de un país totalmente digital, por medio de cuatro pilares de entidades que se relacionen en Empleo (facilitar la inserción laboral y el emprendimiento), Salud (agilizar registros, certificados y atención), Agua (modernizar la gestión de servicios básicos), y Costo de la Vida/Canasta Básica (optimizar subsidios y protección al consumidor).
