The state under the regime that has ended was sufficiently complicit in the age of the tiger; it will be forceful and accurate against crime. My dear compatriots, the authority does not end with the capture of criminals. In my government, mega-prisons will be built to incarcerate those who represent the greatest threat to the safety of the people. Military and police officers of the nation, rest assured that this government will protect you as it should be done with the heroes of Colombia. They will be given all legal guarantees so that they are not persecuted for fulfilling their duty. With me as supreme commander of the armed forces, you will have a defender at all times. In their hands lies an essential part of building the homeland, Milagro. The Colombian people know my position regarding the so-called special jurisdiction for peace. I made that clear throughout the campaign. A nation that has suffered the rigors of terrorism for decades cannot accept, under any circumstances, that justice becomes a mechanism of indulgence towards those who spilled the blood of hundreds of thousands of compatriots. I will respect the current legal order without this meaning I will renounce the duty to review with absolute rigor the nature and effects of a jurisdiction that was born ignoring the popular will. Reconciliation is not built on forgetting or on the illegitimate absolution of violence. True reconciliation rests on the dignity of the victims, the rule of law, and the certainty that in Colombia no atrocious crime will ever again be treated with kid gloves by the Colombian State. Dear compatriots, territorial control has been one of our greatest challenges since the dawn of republican life . That challenge can only be overcome with authority, solid institutions, a state present in each of the 2 million square kilometers of land and sea in the 32 departments and in the more than 11 municipalities of the Republic, paraphrasing that great protagonist of the Spanish democratic transition, Adolfo Suárez. I can promise and I do promise that I will govern from the regions. I can promise and I do promise that I will dedicate all my energy to traveling throughout the national territory, because no compatriot can feel abandoned by the government of the tiger. And I can promise, and I do promise, that I will work tirelessly so that, upon the conclusion of this term, Colombia can proudly affirm that authority has once again been felt in every corner of the nation. Colombians, the Constitution distributed power to prevent its concentration, but also to guarantee the stability of the Republic. I will respect the independence of each branch of government, because my academic background, my professional career, and my vision of the State demand it of me. This balance between public powers constitutes an inalienable guarantee of freedom and a republican principle that I must protect, strengthen and honor with each of my actions. The judicial branch, my dear compatriots, occupies an indispensable place in the republican order, and I must say so in my heart as well. The independence of judges protects the rights of citizens, limits the exercise of power, and strengthens republican life. The Supreme Court of Justice, the Constitutional Court and the Council of State embody the highest guarantees of the nation. It is their responsibility to ensure the supremacy of the Constitution and to subject the actions of the State to the rule of law. The institutional stability of the nation depends on the autonomy and authority of the justice system . My government will not interfere. He will never attack or challenge the judges. I will never point it out. Nor will I attempt to encroach upon powers that the Constitution has entrusted to other authorities. My judicial and personal relationship with the branch will be governed by harmonious collaboration and mutual respect. I want to be equally unequivocal. In my government, there will be no opening of a constituent assembly of any kind. I do not believe in assemblies convened to alter the rules of the Republic, prolong the exercise of power, or remake institutions according to the whims of those who govern. Thomas Jefferson warned that there will never be a shortage of real difficulties capable of serving as a pretext for prolonging the exercise of power. That is why Jefferson argued that no excuse should prevail over the republican principle of rotation in Colombia. There will be few excuses. Dear compatriots, I will govern for the 4 years mandated by the Constitution. I will work every one of your days and every one of your nights. Four years is more than enough to complete the program that received the support of my fellow countrymen. At the end of that term, I will hand over the presidency with strengthened institutions and the awareness of having dedicated every hour to the service of Colombia. Colombia, dear brothers and compatriots, has had to fight great battles to defend its freedom against terrorism, drug trafficking and all forms of crime. But there is another great enemy, less visible but no less destructive: corruption. Those who appropriate the people's money are outlaws who threaten the well-being of all Colombians. The four years that conclude today were marked by an unacceptable management of public resources. The herarium was treated with an irresponsibility that would outrage any honest citizen. Public procurement ceased to serve the general interest and became a vehicle for exploitation. A united nation, vigilant and determined to prevent some from appropriating what belongs to everyone. We will not allow a few to end up spurring on the working majorities. We will not dismiss corrupt individuals with a simple moral condemnation. Since the day of my victory, my team has undertaken the task of documenting the vast web of corruption left by the outgoing government. All information and evidence will be made known to the judicial authorities and the competent control bodies. I will resort to the justice systems of other states and to international cooperation mechanisms, because borders cannot become a refuge for those who seek to hide the proceeds of corruption. Let those who looted Colombia hear this well. There will be no impunity, there will be no hiding place where they can evade the consequences of their actions. I will find them and bring them to justice with determination. We will restore Copetrol's strength, expand our strategic reserves, and ensure the supply of oil and gas, attracting investment back to this important sector of the Colombian economy. Fellow citizens, I am receiving an energy system in a critical situation with insufficient reserves, fundamental projects paralyzed or delayed, and a demand that is growing at a rate higher than our generation capacity.
