This morning we had a very good meeting with President Abelardo de las Prilla, where we were able to discuss various topics. Uh, I was able to be accompanied by members of parliament, the chancellor. And the issue of security is a matter that concerns all of us leaders who have been winning elections recently. The issues of migration and organized crime are fundamental issues for our nations . The chancellor raised the issue of the Santiago agreement, which is an organization that already brings together different countries where defense ministers, security ministers, and interior ministers can talk to each other to develop common agendas and see how to adapt our legislation to be able to prosecute organized crime. In matters of international trade, we were also able to address the issue of carrying out different exchanges at the government level to adjust our legislation and provide more facilities for trade between both nations, as well as to enhance the role of the private sector. We all know that when there are clear rules, legal certainty, and security, investments happen more quickly. There was a good exchange regarding the latest regulations we have approved in Chile, which were very interesting, and also to value the democratic acts when a change of command takes place. And for us it is very important to be able to support the new leaders of the different nations, as was the case in Peru, the case in Costa Rica and at this moment the case in Colombia. Regarding the topic of science, we were also able to have a very good exchange. Science and technology are something that both nations will promote. We were looking at who the members of his cabinet would be and we also talked about how to carry out a decentralized government, a government that travels to different areas of the country, just as we have done. Here too, a government on the ground will be implemented, which is relevant for us because it is the way to learn about the concerns of citizens in different sectors. I will now leave you with our foreign minister so that he can address some topics from this bilateral meeting, as well as some very important activities that the foreign minister has carried out in recent weeks. Firstly, regarding the meetings here this morning, I want to highlight the immense friendship that unites Colombia and Chile, which was reaffirmed at this meeting. We have topics of interest, as we have heard from the president, very important security, Santiago's commitment. Um, we have the president's mandate to take this request to the members of the Santiago commitment to eventually explore the possibility of Colombia joining them. Uh, we also talked about what we 've been doing in the Gendarmerie, he was very interested. We also agreed to demand the same standards that we have implemented in Chile, but also investment and trade, because at the end of the day what we want in Colombia and Chile is to generate quality jobs for our citizens in both countries, and we have a lot of work to do there and we are going to work together. Now, the other thing I also want to highlight is that last night we got together, invited by the Vice President of Colombia, for a meal, the members of the Pacific Alliance. This is a very important initiative that we want to relaunch, always thinking about generating good quality jobs again and making the free trade agreements that we have bilaterally a force that can operate jointly to cooperate, to trade, and also to incorporate what is very important: a public-private alliance in the search for better jobs for our citizens. The other thing I can tell you now is that we have good news regarding Venezuela. Yesterday we formalized our consular relations with Venezuela and we already have our team deployed in Caracas. Our Director General of Consular Affairs is there; he has been there for several weeks now, and our expectation is that we will be able to operate our consulate in Venezuela within the month of August. But I have more news too. This week we were in Brazil, in Brasilia and in Sao Paulo with a diplomatic and trade agenda. What I can also tell you is that there was a lot of interest in Brazil regarding the reconstruction law. In fact, it was approved while we were there, and we received many questions because Brazilians are a major investor in Chile, and we want to continue building on that excellent relationship. Uh, the saying of the man from Rio Blanco came up several times, which, regarding Brazil and Chile, says, "We have a friendship without limits." We repeat that phrase, we hear it several times, for example, with the governor of Sao Paulo, and that is what we want to put into practice, this unlimited friendship that allows us to strengthen ties with the third largest trading partner in the world, which is a strategic partner . There are approximately 40 billion dollars invested by Chileans in Brazil. Uh, in the case of Brazilians, around 45,500. And we talked about how we could increase that number. Well, for now, 3,000,000,000 trips are made by Brazilians and Chileans between Chile and Brazil. 3,000,000 trips every year. So at least from that point of view, that ability to come together, it's there and we have to transform it now into more economic and commercial relationships for the same purpose. Hey, better jobs for our citizens. I also want to finish by simply telling you that we are returning to Asia. In a week the team from the Foreign Ministry will return, we're going to start in China, where our Undersecretary of Economic Relations, Ms. Pablo Estéz, has already been, right? But we're going to start in China, then continue with Japan and Vietnam with the same objective: we won't rest until we manage to bring good quality jobs to Chile. First, Mr. President, we have shared problems, especially security. You said it in the speech at the Presidential Palace a few days ago. We cannot continue to allow going to a park to be an act of bravery for a child. We cannot allow a child to become an instrument to carry a rifle or watch over a neighborhood. What can we do together to ensure this is penalized as it should be? Justice must prevail. Give freedom to those who have it, not to those who are not complying with the law. Basically, how are Colombia and Chile going to work together on this issue? And the second is the reconstruction plan that you announced. Basically, it has to do with the issue of the 2.4% economic growth that you have, how you have managed to reach that point after 10 years of stagnation in Chile. Thank you, Mr. President. Thank you so much. in the first aspect you point out, which is security. This is an issue that affects all the different countries of our continent, and that is why it is so relevant to see experiences in other locations. We have already had the opportunity to talk with different leaders and bring some experiences back to our country. The first thing is to protect our borders. That is what we have been working tirelessly on since we assumed the duty as a government to safeguard the homeland. And in that regard, it should be noted that the closure of the borders has had a significant effect in preventing irregular immigration and smuggling, and we have also indicated that those who do not meet the requirements to be in our nation should leave. There has been a significant departure of citizens from other countries who have voluntarily left our country, as well as an increase in the number of those expelled when they have a judicial expulsion decree, and that points to a trend. Secondly, we have also carried out internal border control, which means that we have deployed units, joint police task forces from the different police forces in some areas supported by the army, in the southern macrozone, in the northern macrozone, which has allowed us to increase drug seizures by a very high percentage and also to carry out controls in more critical sectors and neighborhoods. All of this has given a clear signal that the government is going after the criminals and will ensure that security returns, as you point out, to the squares and the different neighborhoods. We have strengthened the police force with implementation, technology, and we have also presented a bill to Congress that improves the conditions for the police to carry out their work. That is a substantial change that has not been seen in recent decades. We hope to have the support of Parliament for this substantial improvement in the remuneration of those who risk their lives for their fellow citizens. We also spoke with the president about the prison system, because unfortunately some prisons have become centers of organized crime. Therefore, we have made relevant modifications to the law of the Chilean Gendarmerie, which is the Penitentiary Police. Uh, we are very focused on isolating dangerous criminals, pursuing organized crime and drug trafficking. And that's why this agenda that we call ACOT, ah, agenda against organized crime and terrorism, is very strong in legislative matters, collecting parliamentary initiatives, but also pointing out relevant modifications by the Executive to recover security in Chile. And regarding the reconstruction you mention, the expectations of the citizens and the entire world have already improved since the change of government. What we have experienced is a very long period of economic stagnation, with high levels of unemployment for many months, almost 40 months, with very high unemployment rates, and we had a 4-month legislative debate where we outlined our economic agenda, which has some pillars. One is to recover tax competitiveness in order to lower taxes, avoid double taxation, and thereby generate more investment. To guarantee legal certainty, which was much debated in our country due to attempts at constitutional changes, and also to generate regulatory facilitation, to give certainty to investors, and with these major measures plus a significant fiscal adjustment, the figures are beginning to change the trend. Uh, we have some good news that the Central Bank gave us, as you point out, in the IMASC. This is a first piece of good news that we hope will consolidate in the coming months, and this megaform will also allow us to have the resources to help the people who suffered from the tragedies of the fires in Valparaíso, Ñuble and Bibío, which are two or three very important regions of our nation. We are on the right track, we are hopeful, we believe that with this economic boost and now with a strong agenda on security issues, we can say that Chile is getting back on the path to growth and we are now going to get back on the path to security. Good day, Mr. President. I wanted to delve into security matters, but focused on part of the local agenda in our country. Among the recent announcements you have made on this matter is the extension of deadlines for the expulsion of migrants. Um, does this mean that new migrant detention centers are going to be created ? Under what conditions would they be? And on the other hand, former Security Minister Luis Cordero stated regarding the deployment of military personnel in certain municipalities that police training is diametrically opposed to that of the armed forces. " They fulfill institutionally different roles," he said, "and failing to consider these aspects carries a very high risk." How would you respond to those criticisms? Well, first of all, I want to point out that on the issue of critical zones, what we have consistently stated is that public order is the responsibility of the police forces, and today we have a Ministry of Security that includes the command of the Carabineros of Chile, Investigations, the Investigations Police of Chile, and today also the transfer of the Gendarmerie. Therefore, from that point of view, I agree that security should be entrusted by the Ministry of Security to those three institutions. However, in the macro-zones, as we have seen so far, in the southern macro-zone, in the northern macro-zone, the active collaboration of the armed forces has been requested, which has been very useful and we appreciate it. The rates of violent attacks and terrorism in Araucanía have decreased, and we have been able to combat some of the smuggling and illegal entry of people in the north. What we have pointed out is that in some places one could identify very critical situations where one could ask for collaboration, but on this I have been very clear. We understand the different roles of the armed forces and the police. And in order to make progress on issues of critical neighborhoods or emergency situations, we have to send certain signals. Today, the law on the rules of use of force is being discussed in Parliament. That regulation is about to be released. That will send a clear signal. But also what you point out, uh, the teaching, the way of dealing with the citizenry requires a different kind of preparation. And in that I have always been in favor of the police forces focusing on that, without denying that at some point it may be necessary to request the collaboration of the army. In fact, they gave us great collaboration for the eradication of people at risk of losing their lives due to river flooding. But we will proceed step by step as certain legal norms are approved, as we see certain signs of certainty regarding the possibility of the armed forces involving young people who perform voluntary military service. We do n't want something like what happened in La Serena to happen again, where a young man is serving sentences for having been a volunteer in the army. and in a critical situation he uses the firearm provided by the state. This causes the death of an Ecuadorian citizen. So, who ended up in prison? The young Chilean soldier. We do n't want that, and every measure we take regarding security will be based on what the legal regulations say , some modifications that we are requesting, and always within the framework of respect for people. He did not respond to me regarding the extension of deadlines for the expulsion of migrants if they are going to install new detention centers. Yes. Um, we have a difficulty that you can see is that when an irregular migrant is stopped, detained, or found with an expulsion order, the State Investigation Police only have 5 days to carry out the expulsion. And in those 5 days some legal appeals are even filed. Well, it must be said that many of these resources are concentrated in certain courts. Well, we need to understand why, because if I arrest someone in Santiago, in Antofagasta, the logical thing would be for that appeal to be filed in that jurisdiction. That has changed and we have to analyze why it is changing, but many times in 5 days it is not possible to coordinate the entire expulsion process, whether by land, by air or perhaps in the future by sea. That could also be it. Therefore, we need to extend the retention period for people, and that will be in the appropriate places. Here today, this is done in police units. We will have to see if those sectors are expanded, if other places are established with all the necessary safeguards and with full respect for people's rights, but that retention will depend on the deadlines set by Parliament. How are you, Mr. President? Good morning. Various sectors within his own coalition, Republicans, Libertarians, and even members of Chile Vamos, are demanding that he move forward on the issue of pardons for uniformed personnel convicted of human rights violations during the social uprising. They are appealing to what was one of their campaign promises. My question is, have you made a decision regarding this issue, the issue of pardons? This, also considering that a measure of this type could also strain the security agenda that he presented this week? I think both things are on separate tracks, and that's what we've seen in the same structural reform and reconstruction reform. Well, when it comes to combining different issues, I think the public raises the issue of urgency, and the urgency in security matters is cross-cutting. What all Chileans want is to regain security, and that's why these agendas against organized crime and terrorism should move forward quickly, and we will achieve great consensus in Parliament. That's what I expect, and that's what I was able to see in what we did yesterday at the Carabineros school. Regarding pardons, the Minister of Justice has been very clear on this: the pardon requests submitted by different people will be analyzed on their merits and the decisions will be communicated when appropriate. Parliamentarians propose halting it for 5 years, and Undersecretary Roselde said it is terribly implemented, to get his opinion. In labor law we can also analyze different regulations and look for ways to improve certain situations. But in this regard, it should also be noted that a request has been made to the Higher Labor Council, which is tripartite, with members from the government, the private sector, employers, and workers, to analyze different legal regulations and see how we can promote better quality work. It should also be noted that some regulations, including the Karim Law, have presented situations that may be debatable. Well, as with all legislation, sometimes it is misused by a small group of people for a purpose other than that for which the law was created, and we have seen different legislations where a specific law is created. Let's talk, for example, in the field of fishing, about the Lilac Fenche. The Lila Fkenche was created with very good intentions and it resulted in abuse by some people in Chile. In these labor laws, one also has to analyze how to improve them. Well, parliamentary proposals are always welcome. The debate in the various committees or the proposals made through the Chamber of Deputies and the Senate will be analyzed, and I believe they must always be debated with a broad perspective, keeping in mind the purpose of the law that was enacted.
