In this sense, this is an agenda that, as we have pointed out, has around 30 legislative initiatives, some of which are currently being processed, and which the government is interested in resuming and advancing, such as the rules on the use of force, as well as other initiatives that have recently been introduced to Congress such as the salary conditions for the Carabineros (police force), and also tools that will be incorporated into new legislative initiatives such as increasing the time limit for flagrant offenses, privileged self-defense for off-duty officers when it comes to police officers who are not on duty while in uniform, and also incorporating the aggravation of crimes for those who commit these offenses while wearing hoods. In addition, two constitutional reforms have been announced that will allow us to specify, update in our fundamental charter and make it a consensus of our institutional bases that public security is a primary duty for the State. I would also like to report on the situation that is occurring or is arising in the Libertadores Pass as a result of the frontal system. The Libertadores Pass has been closed since July 15. And let's remember that this week the Minister of the Interior went to the National Congress to approve a reform that modifies the State of Exception Law to give more powers to the armed forces collaborating with the tasks of order. However, we believe that the challenge proposed by the president must go a step further, and the government is taking a bold step by proposing to the country the study, within our constitutional framework, of a permanent mechanism to assist the police when, through a new and limited constitutional state of exception, support is required—not the replacement of tasks, but the institutional support of the armed forces. in order to combat crime, organized crime and terrorism. We believe that what the executive branch and the president are proposing, without prejudice to the wording, which will be made public in a few days, allows us to project a discussion that is necessary in Chile. Today, the firepower of organized crime and terrorism often forces us to reflect on the capabilities we currently have to combat this scourge. And we believe that proposing collaboration between the armed forces and the police today is something that is entirely relevant to analyze, and we believe it is a positive sign for improving criminal prosecution. First of all, the executive is completely respectful of the power that parliamentarians have to propose initiatives to the country within the scope of their powers, as long as they do not encroach upon the exclusive powers of the President of the Republic. In the case of holidays, it is a discussion that happens repeatedly in our country due to various circumstances. The executive branch believes it is not advisable to innovate in this area because there is already a law that regulates what happens with national holidays, both when there is an interruption at the beginning or end of the national holiday week. That is currently legislated and therefore, in the government's opinion, there is no need to innovate. Regarding the Karim law, the executive branch, and the President of the Republic also stated this, is not in favor of suspending the laws, but rather of making the adjustments that the Ministry of Labor has been working on to make that law work better. In this initiative, as with other laws such as the 40-hour workweek, the Ministry of Labor has been seeking the most appropriate implementation mechanisms, but suspending a regulation does not seem reasonable; rather, institutions must function and adapt to the context of the current regulations. Minister, good afternoon. who already spoke about security reform, but with respect to this COT agenda, the constitutional reform in particular is the most important thing and the priority for the government; it is the umbrella that enables everything else and gives it legal support. And we believe that these three constitutional, legislative, and operational elements form a coherent package of perspective that will allow us to make progress in combating organized crime. And of course, we believe it is appropriate for the constitutional dimension to be present. Minister, without that constitutional reform, is the legislative agenda viable or could it be implemented now? Absolutely viable. The proposed constitutional reform allows for strengthening, not enabling, in the case of public safety, because in the case of the special and limited constitutional state of exception, that does require its creation in the Constitution in order to make it operational. So, these are two constitutional reforms with different entities, but undoubtedly both will contribute to streamlining this legislative package. Minister, how are you? As you mentioned at the beginning, you have a positive assessment of this week in terms of public policy. However, it was not the best week for coexistence within the ruling party. There has been a push for projects outside the Executive's agenda and there was even an impassioned Esquella and you. What is still needed to improve this coordination and avoid these public disagreements? I had no public disagreements with Senator Esqueella. This has been completely clarified by both the Minister of the Interior and Senator Esquella himself, and through a conversation that took place in this palace, the personal and institutional relationship between the senator and this undersecretary are completely on the best of terms. And regarding the ruling party, what's important? To gain support in Congress for the Initiatives, and that was part of the mega-reform, it was present when the president made his national address and was accompanied by parliamentarians from all the parties of the government, and it will continue to be present to realize this agenda.
