On Tuesday, August 11, 2026, the Minister of Justice and Security, Harish S. Monorath, held consultations about the process towards the privatization of the Office for Family Law Affairs (BuFaZ). The meeting took place in the small meeting room of the Ministry of Justice and Security.
Discussion with involved partners
Representatives of UNICEF, the Ministry of Justice and Security and the Anton de Kom University of Suriname participated in the consultation. Child Protection Officer Sandhya Soekhoe and Program Assistant Mahabier Sharesh were present on behalf of UNICEF.
Participating from the ministry were, among others, the director of Operational Services, Bieswadath Somai, the deputy director of Legal Affairs, Bron Romana, the acting deputy head of BuFaZ, Winter Charron, section chief of Guardianship Patrick Magalie and focal point and staff member at DOD, Moektiemisier Ragini.
The dean of the Faculty of Legal Sciences and lecturer in Criminal Law and Sociology of Law at the Anton de Kom University of Suriname, Rinette Djokarto, is also involved in the process.
UNICEF, the United Nations Children's Fund, is working with the ministry on the process of making BuFaZ independent. The first phase of the process has now been completed. The parties involved are now focusing on the further recovery and implementation process.
The meeting discussed, among other things, the next steps and the need to further update the operational plan and monitor the set deadlines.
Attention to legal position and capacity strengthening
Minister Monorath highlighted various points of interest. This concerned, among other things, the legal position of BuFaZ employees, salaries and capacity strengthening.
The training that employees must follow was also discussed. In addition, the recovery process and the further implementation of the operational plan and the transition process were discussed.
The minister emphasized the importance of clear agreements, realistic planning and meeting the set deadlines to continue the transformation process successfully.
UNICEF proposals and recommendations
UNICEF Child Protection Officer Sandhya Soekhoe made several proposals and recommendations during the meeting. She emphasized, among other things, the importance of setting deadlines more concretely and appointing an additional focal point within the ministry.
It was also proposed that the results of the process be presented by the consultant to the minister and management. After this presentation, there will be room for the parties involved to ask questions and provide further input.
Continuation of the transformation process
Minister Monorath acknowledged that there are still several points of interest within the process. At the same time, he noted that the parties involved are making progress.
“There are still many areas of concern, but we are on the right track,” said Minister Monorath.
The meeting is an important first step after completing the first phase of the process. Several consultation moments will take place in the coming period, including the presentation to the minister and management and further discussions with other stakeholders.
The partners involved will further refine the operational plan and focus on achieving the agreed deadlines. This means further work on the transformation and eventual independence of BuFaZ.

Monorath, heeft op dinsdag 11 augustus 2026 overleg gevoerd over het traject naar de verzelfstandiging van het Bureau voor Familierechtelijke Zaken (BuFaZ). De bijeenkomst vond plaats in de kleine vergaderzaal van het ministerie van Justitie en Veiligheid. Bespreking met betrokken partners Aan het overleg namen vertegenwoordigers van UNICEF, het ministerie van Justitie en Veiligheid en de Anton de Kom Universiteit van Suriname deel. Namens UNICEF waren Child Protection Officer Sandhya Soekhoe en Program Assistant Mahabier Sharesh aanwezig. Vanuit het ministerie namen onder anderen deel, de directeur Operationele Diensten, Bieswadath Somai, de onderdirecteur Rechtsaangelegenheden, Bron Romana, het waarnemend onderhoofd van BuFaZ, Winter Charron, sectiechef Voogdij Patrick Magalie en focal point en stafmedewerker bij DOD, Moektiemisier Ragini. Ook de decaan van de Faculteit der Juridische Wetenschappen en docent Strafrecht en Rechtssociologie aan de Anton de Kom Universiteit van Suriname, Rinette Djokarto, is betrokken bij het traject. UNICEF, het Kinderfonds van de Verenigde Naties, werkt samen met het ministerie aan het traject voor de verzelfstandiging van BuFaZ. De eerste fase van het traject is inmiddels afgerond. De betrokken partijen richten zich nu op het verdere herstel- en uitvoeringstraject. Tijdens de bijeenkomst werd onder meer gesproken over de vervolgstappen en de noodzaak om het operationeel plan verder te actualiseren en de vastgestelde deadlines te bewaken. Aandacht voor rechtspositie en capaciteitsversterking Minister Monorath bracht verschillende aandachtspunten onder de aandacht. Daarbij ging het onder meer om de rechtspositie van de medewerkers van BuFaZ, de salariëring en capaciteitsversterking. Ook de trainingen die medewerkers moeten volgen kwamen aan de orde. Daarnaast werd gesproken over het hersteltraject en de verdere uitvoering van het operationeel plan en het transitieproces. De minister benadrukte het belang van duidelijke afspraken, een realistische planning en het behalen van de vastgestelde deadlines om het transformatietraject voortvarend voort te zetten. Voorstellen en aanbevelingen UNICEF UNICEF Child Protection Officer Sandhya Soekhoe deed tijdens de bijeenkomst verschillende voorstellen en aanbevelingen. Zij benadrukte onder meer het belang van het concreter vastleggen van deadlines en het aanwijzen van een extra focal point binnen het ministerie. Ook werd voorgesteld om de resultaten van het traject door de consultant te laten presenteren aan de minister en de directie. Na deze presentatie zal ruimte worden geboden voor het stellen van vragen en het geven van verdere input door de betrokken partijen. Vervolg van het transformatietraject Minister Monorath erkende dat binnen het traject nog verschillende aandachtspunten liggen. Tegelijkertijd stelde hij vast dat de betrokken partijen vooruitgang boeken. “Er zijn nog heel wat zorgpunten, maar we zijn op de goede weg,” aldus minister Monorath. De bijeenkomst vormt een eerste belangrijke vervolgstap na de afronding van de eerste fase van het traject. De komende periode zullen meerdere overlegmomenten plaatsvinden, waaronder de presentatie aan de minister en de directie en verdere gesprekken met andere belanghebbenden. De betrokken partners zullen het operationeel plan verder aanscherpen en zich richten op het behalen van de afgesproken deadlines.
