The Minister for Children, Disability and Equality, Norma Foley and the Minister of State with Special Responsibility for Disability, Emer Higgins, welcome the submission of Ireland’s written reply to the United Nations Committee on the Rights of Persons with Disabilities.

The UN Committee on the Rights of Persons with Disabilities (CRPD Committee) is the body of independent experts that monitors implementation of the Convention. All States Parties to the Convention are obliged to submit regular reports to the CRPD Committee on how it is being implemented. Ireland submitted an Initial State Report in 2021

Based on that report the CRPD Committee issued questions they have about the report, which is known as its ‘List of Issues.’. Ireland’s written response to these questions and a chance to update the CRPD Committee on the progress Ireland is making in protecting and enhancing the rights of people with disabilities. This is an important part of Ireland’s next examination by the CRPD Committee which will take place in 2027.

Minister for Children, Disability and Equality, Norma Foley said:

“The reporting procedure for the UN Convention on the Rights of Persons with Disabilities requires Ireland to show our commitment, and the actions we have taken, to improve the lives of persons with disabilities.

Since we submitted our Initial State Report in 2021, Government has made record investment in disability services to make a step-change in how we support people with disabilities in our communities. The National Human Rights Strategy for Disabled People has been launched and the Optional Protocol to the UN Convention on the Rights of Persons with Disabilities has been ratified. We will continue the work to ensure that people with disabilities can live full lives with opportunities for education, employment, housing, participation and self-determination.”

Minister of State with Special Responsibility for Disability, Emer Higgins said:

“Ireland is demonstrating its commitment to progressing the rights of disabled people across all areas of Government. The implementation of the UNCRPD is a whole-of-government endeavour, and this report outlines significant work underway across a range of policy areas which support advancing disability rights in the State. This includes measures to address demand for disability services through the Action Plan for Disability Services 2024-2026 and the reform of the Assessment of Need (AON) process.”

Following this examination, the Committee will make observations and recommendations to Ireland on the implementation of the Convention in the State.
