Accordingly, it was decided to discuss with District Secretaries the establishment of a mechanism to provide funds through District Secretaries to registered small and medium-scale rice millers for the purchase of paddy. It was further decided that paddy should be purchased from farmers at a minimum price of Rs. 120 per kilogram, with the maximum quantity that may be purchased from an individual farmer set at 4,000 kilograms per hectare. Rice millers will be required to maintain accurate records of the quantities of paddy purchased and the farmers from whom it is purchased, with these records subject to regular inspection. The possibility of extending similar assistance to rice millers who successfully implement the program in future cultivation seasons was also discussed. I invited all small and medium-scale businesses to contribute to the success of this program, recognizing it as a responsible national effort to strengthen the country's food security.
