El Salvador traza ruta hacia el futuro con IA
Vice President Félix Ulloa, representing President Nayib Bukele, participated in the Global Dialogue on the Governance of Artificial Intelligence, held in Geneva, Switzerland, a high-level space convened by the United Nations, to promote a global conversation on the future of Artificial Intelligence and its impact on the development of people.
In his speech, Vice President Ulloa highlighted that this dialogue represents a historic opportunity to address one of the most relevant transformations of our time, pointing out that artificial intelligence has the capacity to impact key sectors such as health, education, agriculture, industry, security, justice and public administration.
He highlighted that El Salvador aspires to actively participate in the knowledge economy, develop national capacities and contribute to the construction of solutions that respond to its own realities. Under this vision, he pointed out that the country has decided to position itself as an active builder of its own AI governance model, supported by a regulatory ecosystem that includes the Law for the Promotion of Artificial Intelligence and Technologies, one of the first in Latin America in this matter.
In this context, he highlighted the creation of the National Artificial Intelligence Agency (ANIA), as the governing institution in charge of strategically guiding the development of this technology in the country. In this regard, he stated that El Salvador seeks to ensure that AI does not advance in a dispersed manner, but rather with direction, clear rules and a pro-innovation vision, turning governance into a practical capacity to innovate, attract opportunities and apply technologies at the service of people.
Likewise, he stressed that technological innovation must be at the service of the common good and the development of people, which is why any disruptive transformation requires responsible governance. In this regard, he expressed that the challenge is not to slow down technological progress, but to build frameworks of trust that allow artificial intelligence to develop with transparency, security, respect for human rights and a deep sense of ethics.
Finally, the Vice President reiterated the importance of strengthening international cooperation to reduce the digital divide, share good practices and develop technical capabilities. In that sense, he reaffirmed El Salvador's commitment to continue actively contributing to global governance of AI based on innovation, trust and international cooperation, placing this technology at the service of sustainable development, prosperity and well-being of nations.

En ese contexto, resaltó la creación de la Agencia Nacional de Inteligencia Artificial (ANIA), como institución rectora encargada de orientar estratégicamente el desarrollo de esta tecnología en el país. Al respecto, afirmó que El Salvador busca que la IA no avance de manera dispersa, sino con dirección, reglas claras y una visión pro innovación, convirtiendo la gobernanza en una capacidad práctica para innovar, atraer oportunidades y aplicar las tecnologías al servicio de las personas. Asimismo, subrayó que la innovación tecnológica debe estar al servicio del bien común y del desarrollo de los pueblos, por lo que toda transformación disruptiva requiere una gobernanza responsable. Al respecto, expresó que el desafío no consiste en ralentizar el progreso tecnológico, sino en construir marcos de confianza que permitan que la inteligencia artificial se desarrolle con transparencia, seguridad, respeto a los derechos humanos y un profundo sentido ético. Finalmente, el Vicemandatario reiteró la importancia de fortalecer la cooperación internacional para reducir la brecha digital, compartir buenas prácticas y desarrollar capacidades técnicas. En ese sentido, reafirmó el compromiso de El Salvador de seguir contribuyendo activamente a una gobernanza global de la IA basada en la innovación, la confianza y la cooperación internacional, colocando esta tecnología al servicio del desarrollo sustentable, la prosperidad y el bienestar de las naciones.
