MIDE entrega RD 600 millones por concepto de Sueldo por Año a 327 militares en condición de retiro
Santo Domingo.– The Ministry of Defense (MIDE), through the Social Security Institute of the Armed Forces (ISSFFAA), delivered RD 600 million to 327 members of the Armed Forces who were granted honorable retirement status during the year 2027, corresponding to the benefit of the Annual Salary Plan.
The event was headed by the Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre (ERD), who highlighted that this delivery constitutes a concrete example of the commitment of the Armed Forces to the well-being and social security of those who have dedicated a large part of their lives to the service of the Dominican Republic.
The head of the MIDE especially highlighted that the beneficiaries received their resources just five months after being placed on retirement status, a period considerably shorter than the maximum period of one year established within the measures adopted in 2024 by the General Staff of the Armed Forces to preserve the financial sustainability of the Annual Salary Plan.
Fernández Onofre explained that this program is supported exclusively by the contributions made by members of the Armed Forces while they remain in active service, which is why he considered it essential to maintain a responsible administration that guarantees its permanence and response capacity over time.
During his speech, the minister reported that from September 2024 to date, RD 2,768,663,837.79 have been disbursed as Salary per Year, to benefit 3,188 military personnel who have reached honorable retirement status.
He indicated that these results reflect the positive effects of the decisions adopted in recent years to financially strengthen the institutions responsible for military social security, even though some of these provisions required adjustments and precautionary measures to guarantee the sustainability of the system.
"I am a defender and standard-bearer of the social security of the military. We must preserve it and continue taking whatever measures and decisions are necessary to guarantee its transparency, strengthening and sustainability," said Fernández Onofre.
In that sense, he highlighted the strategic role played by the ISSFFAA and the Retirement Board and Pension Fund of the Armed Forces as fundamental pillars of the social protection system for members of military institutions and their families.
The minister assured that the measures implemented have allowed both institutions to present greater financial and institutional strength today. In the case of the ISSFFAA, he highlighted that it keeps its different plans up to date and has a healthy financial situation, which creates better conditions to respond in a timely manner to the commitments made with its members.
Likewise, Fernández Onofre recognized the management of the general director of the ISSFFAA, Rear Admiral Henry Guzmán Taveras (ARD) and his work team, highlighting their ability to interpret and execute the guidelines aimed at sanitation, administrative efficiency and strengthening of the institution.
The minister reiterated that, together with the General Staff of the Armed Forces, he will continue to promote the necessary decisions to preserve and strengthen the military social security system, under criteria of responsibility, transparency and sustainability.
Finally, he addressed a special message to the benefited military personnel to point out that the transition to retirement status represents the beginning of a new stage in their lives, but without deviating from the values and principles that accompany a military career.
“Moving to the honorable status of retirement marks the beginning of a new stage of life, but it never means the withdrawal of honor, dignity or pride in having served the Dominican Republic,” he expressed.
The activity was attended by the vice ministers of Defense, the inspector general of the Armed Forces, general and superior officers, active and retired members of the Armed Forces, as well as authorities and officials of the ISSFFAA.

Fernández Onofre explicó que este programa sesustenta exclusivamente con los aportes realizados por los miembros de las Fuerzas Armadasmientras permanecen en servicio activo, razón por la cual consideró indispensable mantener una administración responsable que permita garantizar su permanencia y capacidad de respuesta en el tiempo. Durante su intervención, el ministro informó que desde septiembre de 2024 hasta la fecha se han desembolsadoRD 2,768,663,837.79por concepto de Sueldo por Año, para beneficiar a3,188 militarespasados a la honrosa condición de retiro. Indicó que estos resultados reflejan los efectos positivos de las decisiones adoptadas durante los últimos años para fortalecer financieramente las instituciones responsables de laseguridad social militar,aun cuando algunas de esas disposiciones requirieron ajustes y medidas cautelares para garantizar lasostenibilidad del sistema. “Soy un defensor y abanderado de la seguridad social de los militares. Hay que preservarla y seguir tomando cuantas medidas y decisiones sean necesarias para garantizar su transparencia, fortalecimiento y sostenibilidad”,afirmó Fernández Onofre. En ese sentido, resaltó elpapel estratégico que desempeñan el ISSFFAA y la Junta de Retiro y Fondo de Pensiones de las Fuerzas Armadascomo pilares fundamentales del sistema de protección social de los miembros de las instituciones militares y sus familias. El ministro aseguró que las medidas implementadas han permitido que ambas instituciones presenten hoy unamayor fortaleza financiera e institucional. En el caso del ISSFFAA, destacó que mantiene sus diferentes planes al día y una situación financiera saneada, lo cual crea mejores condiciones para responder oportunamente a los compromisos asumidos con sus afiliados. Asimismo, Fernández Onofre reconoció la gestión del director general del ISSFFAA, contralmiranteHenry Guzmán Taveras(ARD) y de su equipo de trabajo, del cual destacó su capacidad para interpretar y ejecutar las directrices orientadas alsaneamiento, eficiencia administrativa y fortalecimientode la institución. El ministro reiteró que, junto con elEstado Mayor General de las Fuerzas Armadas,continuará impulsando las decisiones necesarias para preservar y fortalecer el sistema de seguridad social militar, bajo criterios deresponsabilidad, transparencia y sostenibilidad. Finalmente, dirigió un mensaje especial a los militares beneficiados para señalar que el paso a la condición de retiro representa el inicio de unanueva etapa de sus vidas, pero sin apartarse de los valores y principios que acompañan la carrera militar. “Pasar a la honrosa condición de retiro marca el comienzo de una nueva etapa de la vida, pero nunca significa el retiro del honor, de la dignidad ni del orgullo de haber servido a la República Dominicana”,expresó. La actividad contó con la participación de los viceministros de Defensa, el inspector general de las Fuerzas Armadas, oficiales generales y superiores, miembros activos y retirados de las Fuerzas Armadas, así como autoridades y funcionarios del ISSFFAA.
