SNS proyecta 150 hospitales operen con mayor autonomía en los próximos dos años
Santo Domingo.- The executive director of the National Health Service (SNS), Dr. Julio Landrón, projects that, at the end of next year or within a maximum period of two years, 150 hospitals of the Public Health Network will have advanced towards a model of greater administrative and financial autonomy, as part of the strategy of modernization and strengthening of hospital management.
To achieve this objective, the SNS, in coordination with the General Directorate of Government Accounting (Digecog), launched a pilot plan for administrative and financial deconcentration that will allow hospitals with managerial and financial capacity to manage their processes with greater autonomy, under the supervision and technical support of the institution.
During a meeting with hospital directors, administrators and accountants, the executive director of the SNS presented the scope of the project and explained that the implementation of the Public Accounting System will guarantee standardized financial processes, greater transparency and reliable financial statements, in accordance with Government Accounting Law 126-01 and its Implementing Regulation No. 526-09.
"There are health centers that cannot wait and need to advance in this process. We are identifying, together with the sector authorities and the technical teams, those hospitals that have the necessary financial and administrative maturity to deconcentrate," stated Landrón.
The head of the SNS highlighted that deconcentration will allow the administrative and financial processes of hospitals to be streamlined, strengthen the response capacity of health centers and optimize the administration of public resources, always under the leadership and supervision of the SNS.
Likewise, Wandy Hierro Núñez, director of Accounting Procedures and Financial Statements at Digecog, valued the decision to resume this process and assured that its success will depend on the institutional commitment and the rigorous application of accounting and transparency standards.
Likewise, Zuniel de la Cruz, in charge of the Department of Consolidation of Financial Statements at Digecog, explained that the pilot plan includes four phases: collection of information in hospitals, institutional diagnosis, training of administrative and financial personnel, and implementation of a harmonized accounting system that allows generating uniform and reliable financial information for decision making.
The pilot plan will be executed during the 2026-2027 period and will include 22 hospitals and the Ozama Regional Health Service, marking the beginning of a transformation aimed at strengthening autonomy, efficiency and transparency in the Public Health Network.

"Existen centros de salud que no pueden esperar y requieren avanzar en este proceso. Estamos identificando, junto a las autoridades del sector y los equipos técnicos, aquellos hospitales que cuentan con la madurez financiera y administrativa necesaria para desconcentrarse",afirmó Landrón. El titular del SNS destacó quela desconcentración permitirá agilizar los procesos administrativos y financierosde los hospitales, fortalecer la capacidad de respuesta de los centros de salud y optimizar la administración de los recursos públicos, siempre bajo la rectoría y supervisión del SNS. Asimismo,Wandy Hierro Núñez, director de Procedimientos Contables y Estados Financieros de la Digecog, valoró la decisión de retomar este proceso y aseguró quesu éxito dependerá del compromiso institucionaly de la aplicación rigurosa de las normas contables y de transparencia. De igual forma,Zuniel de la Cruz,encargada del Departamento de Consolidación de Estados Financieros de la Digecog, explicó que el plan piloto contemplacuatro fases: levantamiento deinformaciónen los hospitales,diagnósticoinstitucional,capacitacióndel personal administrativo y financiero, e implementación de unsistema contable armonizadoque permita generar información financiera uniforme y confiable para la toma de decisiones. El plan piloto se ejecutará durante elperíodo 2026-2027e incluirá22 hospitales y el Servicio Regional de Salud Ozama,con lo cual marca el inicio de una transformación orientada a fortalecer la autonomía, la eficiencia y la transparencia en la Red Pública de Salud.
