Regarding the regulation of privately owned generators, the meeting approved requiring the Ministry of Oil to refrain from granting approvals for fuel allocations to private generators without consulting Baghdad Governorate and obtaining its position. It also approved coordination between the Ministry of Oil and the relevant authority in Baghdad Governorate to implement approvals duly issued by the governorates for capacity adjustments or the issuance of new licenses. The Baghdad Mayoralty and municipal departments were also directed not to grant approvals for the installation of new private generators without the approval of the competent authority in Baghdad Governorate. As part of efforts to complete the transfer of the Ministry of Youth and Sports’ subdirectorates, the meeting approved designating directorates, forums, departments, divisions, halls, and guesthouses in Baghdad and the governorates as local entities under the administration of the governorates, provided that this does not conflict with the provisions of the amended Law of Provinces Not Organized in a Region No. 21 of 2008. These facilities are to be used exclusively for sports purposes, with coordination between the governorates and the Ministry regarding their use when hosting tournaments. It was also decided that sports talent departments would remain under the administration of the Ministry of Youth and Sports, while the administration of sports cities would fall under the joint jurisdiction of the Ministry and the governorates. The Ministry of Youth and Sports was also directed to review measures to facilitate the implementation of Ministry Law No. 1 of 2022 in a manner consistent with the Law of Provinces Not Organized in a Region, and to implement the decision concerning the allocation of Ministry-owned buildings and facilities to the directorates occupying them or to the governorates, provided that they are used exclusively for youth and sports purposes. The meeting further decided to recommend that the Council of Ministers amend Resolution No. 24591 of 2024 to provide that committees responsible for supervising and monitoring stadiums be formed by the governorates, with the exception of sports cities, and that the Ministry of Youth and Sports establish the general policy for the youth and sports sector in accordance with the provisions of the Law of Provinces Not Organized in a Region. In the same context, the Ministry of Youth and Sports was directed to complete the issuance of ministerial orders for transferring the directorates, forums, and departments to the governorates, together with their allocations in the federal budget and their employees and personnel. Regarding coordination and cooperation between the Prime Minister’s National Security Advisory and the Higher Commission for Coordination among Provinces, the meeting approved cooperation between the Higher Commission for Coordination among Provinces and the Prime Minister’s National Security Advisory to provide training and capacity-building opportunities for governorates and their provincial councils and to ensure their representation on relevant working groups. Regarding the administration of education and the academic year, the meeting approved prior coordination with federal ministries, through the Higher Commission for Coordination among Provinces, before local holidays are declared in the governorates. The meeting also approved directing the Ministry of Finance to take the necessary measures to establish the subdistricts of Shwan, Qara Hanjir, and Baiji in Kirkuk Governorate. Regarding implementation of the study on population growth challenges, the meeting approved the formation, by Diwani Order, of a committee chaired by a representative of the Ministry of Youth and Sports and comprising representatives of Baghdad, Muthanna, and Nineveh governorates.
