ETED y la Armada articulan esfuerzos para el resguardo del Sistema de Transmisión Eléctrica Nacional
SantoDomingo.-The Dominican Electric Transmission Company (ETED) and the Dominican Republic Navy (ARD) signed today a Cooperation Framework Agreement aimed at implementing actions in areas of common interest, within the competencies and legal nature of both institutions.
The document was signed by the executive vice president of the ETED, engineer Alfonso Rodríguez Tejada, and by the general commander of the Navy, vice admiral Bienvenido Crisóstomo Martínez.
"The transmission network is critical infrastructure of the Dominican State, and sustaining and expanding it requires that public institutions work together. This agreement allows us to access technical assistance in naval, port, logistics and specialized personnel aspects that strengthen our operation in the national territory, and in which the Navy has a special impact. It is an alliance that translates into a safer and more reliable transmission service for Dominicans," said Rodríguez Tejada.
The agreement establishes the general bases for technical and institutional cooperation, the provision of technical and specialized services, the exchange of key information, training, security and the exchange of knowledge.
In accordance with the agreement, the Navy may make available to the ETED, according to its operational availability, its capabilities and specialized personnel to support activities linked to national electrical transmission and the security of the digital infrastructure. For its part, the ETED will designate technical and administrative liaisons, and will have technical support for the purposes of the agreement.
"The mission of the Navy is to defend the maritime interests of the nation and accompany the institutions of the State in the exercise of their powers. Putting our means and our personnel at the service of the protection and support of the national electrical network is to contribute directly to the security, the continuity of an essential service and the development of the country. This cooperation honors the principle of institutional loyalty that governs the Dominican Public Administration," said Vice Admiral Crisóstomo Martínez.
For its execution, the parties will form a monitoring committee with two coordinators, one responsible per organization to coordinate the implementation plan of this important agreement.
The agreement, valid for two years from its signature, will be executed under the principles of legality, public ethics, transparency and administrative efficiency enshrined in the Organic Law of Public Administration, no. 247-12.
With this signature, the ETED reinforces the inter-institutional coordination mechanisms that support the operation, maintenance and expansion of the National Electric Transmission System and fiber optic infrastructure, consolidating its role as an enabler of the energy and digital transition that the country needs.

El acuerdo establece las bases generales para lacooperación técnica e institucional, la prestación de serviciostécnicos y especializados, el intercambio de información clave, la capacitación, laseguridady el intercambio de conocimientos. Conforme a lo pactado, la Armada podrá poner a disposición de la ETED, según su disponibilidad operativa, sus capacidades y personal especializado para elapoyo a las actividadesvinculadas a la transmisión eléctrica nacional y laseguridad de la infraestructura digital. Por su parte, la ETED designará enlacestécnicos y administrativos,y dispondrá de apoyo técnico para los fines del acuerdo. “La misión de la Armada es defender los intereses marítimos de la nación y acompañar a las instituciones del Estado en el ejercicio de sus competencias. Poner nuestros medios y nuestro personal al servicio del resguardo y apoyo de la red eléctrica nacional es contribuir de manera directa a la seguridad, a la continuidad de un servicio esencial y al desarrollo del país. Esta cooperación honra el principio de lealtad institucional que rige la Administración pública dominicana”, afirmó el vicealmirante Crisóstomo Martínez. Para su ejecución, las partes conformarán uncomité de seguimientocon dos coordinadores, un responsable por organización para coordinar el plan de implementación de este importante acuerdo. El acuerdo, con una vigencia dedos añosa partir de su firma, se ejecutará bajo los principios delegalidad, ética pública, transparencia y eficiencia administrativaconsagrados en laLey Orgánica de la Administración Pública, núm. 247-12. Con esta firma, laETEDrefuerza los mecanismos dearticulación interinstitucionalque sustentan la operación, el mantenimiento y la expansión delSistema de Transmisión Eléctrica Nacionaly de infraestructura de fibra óptica, consolidando su rol como habilitador de latransición energética y digitalque el país necesita.
