Haut-Katanga : l’IRDH demande l'implication de Tshisekedi face aux pollutions présumées de SOMIKA, CDM et Chemaf
In a press release made public on Thursday August 6, 2026 and received by 7SUR7.CD this Friday, the IRDH cites in particular the cases of Société minière du Katanga (SOMIKA), Congo Dongfang International Mining SAS (CDM) and Chemaf SA, while calling on the Head of State to ensure compliance with laws regarding the protection of the environment and the rights of populations.
According to Maître Hubert Tshiswaka who signed this document, these three files illustrate an “institutionalization of impunity” in the mining sector. He considers that this situation is worrying in a context where the Democratic Republic of Congo aims to increase its production of strategic minerals.
In its memorandum, IRDH states that two major environmental incidents occurred on April 26 and 29, 2026 on the site of the Société Minière du Katanga (SOMIKA), in the Kipushi territory. Large quantities of acids are said to have spilled onto the road leading to Kwampisha village before being redirected towards the Kasonta River, a tributary of the Kibunduka which feeds the artificial lake of the National Institute for Research and Agronomic Studies (INERA).
The IRDH also returns to the case involving Congo Dongfang International Mining SAS (CDM). He recalls that on November 4, 2025, the company dumped more than 2.5 million cubic meters of wastewater with a high content of heavy metals in the Kasapa, Kamatete and Kamisepe neighborhoods in Lubumbashi.
The Minister of Mines, Louis Watum Kabamba, had, in a correspondence dated January 17, 2026, recognized the seriousness of the incident and ordered the company to pay 6 million US dollars in collective reparation as well as 682,067 dollars for individual compensation.
“More than seven months later, the CDM company continues to not carry out reparation measures for the benefit of the three communities concerned,” deplores the IRDH.
The correspondence finally mentions the Chemaf SA file. The IRDH recalls that on March 11, 2025, the student Bulafia Mwana Christian died by drowning in one of the leachate discharge basins abandoned on the Usoke site, in the commune of Kampemba in Lubumbashi. The victim's parents are still awaiting compensation and the site has not been rehabilitated in order to eliminate the risks for local populations.
With regard to these three files, the IRDH considers that the judicial and administrative authorities must ensure effective application of the Mining Code and texts relating to environmental protection and requests the personal involvement of President Félix Tshisekedi so that responsibilities are established, that victims obtain compensation and that the companies concerned respect their legal obligations in matters of security, public health and environmental protection.

Selon maître Hubert Tshiswaka qui a signé ce document, ces trois dossiers illustrent une « institutionnalisation de l'impunité » dans le secteur minier. Il estime que cette situation est préoccupante dans un contexte où la République démocratique du Congo ambitionne d'accroître sa production de minerais stratégiques. Dans son mémorandum, l'IRDH affirme que deux incidents environnementaux majeurs se sont produits les 26 et 29 avril 2026 sur le site de la Société minière du Katanga (SOMIKA), dans le territoire de Kipushi. D'importantes quantités d'acides se seraient déversées sur la route menant au village Kwampisha avant d'être redirigées vers la rivière Kasonta, un affluent de la Kibunduka qui alimente le lac artificiel de l'Institut national pour la recherche et les études agronomiques (INERA). L'IRDH revient également sur l'affaire impliquant Congo Dongfang International Mining SAS (CDM). Il rappelle que le 4 novembre 2025, l'entreprise aurait déversé plus de 2,5 millions de mètres cubes d'eaux usées à forte teneur en métaux lourds dans les quartiers Kasapa, Kamatete et Kamisepe, à Lubumbashi. Le ministre des Mines, Louis Watum Kabamba, avait, dans une correspondance datée du 17 janvier 2026, reconnu la gravité de l'incident et condamné l'entreprise au paiement de 6 millions de dollars américains au titre de réparation collective ainsi que de 682 067 dollars pour les indemnisations individuelles. « Plus de sept mois après, l'entreprise CDM persiste à ne pas exécuter les mesures de réparation au profit des trois communautés concernées », déplore l'IRDH. La correspondance évoque enfin le dossier de Chemaf SA. L'IRDH rappelle que le 11 mars 2025, l'élève Bulafia Mwana Christian est décédé par noyade dans l'un des bassins de rejets de lixiviats abandonnés sur le site d'Usoke, dans la commune de Kampemba à Lubumbashi. Les parents de la victime attendent toujours une indemnisation et le site n'aurait pas été réhabilité afin d'éliminer les risques pour les populations riveraines.
