The presidential working group on Decentralization and Land Rights has had a follow-up discussion with the Association of Indigenous Village Heads in Suriname (VIDS). This meeting on Wednesday, August 5, 2026, at the Office of the President, related to the Residential Areas Protection Act, which President Jennifer Simons wants to promulgate. The working group previously met with the Traditional Authority on July 9 about the law, which involves protection of the habitats of the groups involved. According to Edgar Dikan, chairman of the working group, the government can no longer grant mining, sand, gold or timber concessions in the protected areas.
And although - referring to the powers for the state - he believes that the government limits itself in this way, Chairman Dikan emphasizes to the Communication Service Suriname (CDS) that the law is advantageous because it removes a number of uncertainties and prevents conflicts. Dikan, who is also presidential advisor on decentralization and land rights, emphasizes that the meeting is indirectly related to the process surrounding the land rights issue. He states that the Residential Areas Protection Act should be an initiative to solve this issue.
According to the working group chairman, the purpose, content and scope of the law are starting to become somewhat clear to the groups involved. However, VIDS has indicated that there is still a need for further discussions. It will hold a mini-conference with the community involved, during which the government may also be invited to answer questions. In addition to the indigenous communities, the intention is also to hold follow-up discussions with the tribals. “We are also on speaking terms with the tribals,” says Dikan.
Collective decision VIDS chairman Muriel Fernandes emphasizes that the indigenous village heads want to be involved in the process regarding the law. “That is why we wanted to have a conversation with the chairman of the presidential working group to find out more about what that law entails.” The group had the opportunity on Wednesday to ask deeper questions. This opportunity was not available at the previous meeting, which also involved the village heads. “Today we delved deeper into the matter and of course we took the information with us,” said VIDS chairman Fernandes. The delegation will now convey the information to the group it represents.
The intention is to organize the mini-congress at the end of this month with the presence of all captains and granmans. The village heads will then receive a detailed explanation of what the law entails. According to Fernandes, the groups insist that everything is properly explained and what will happen if the law is promulgated. They also want to know when their land rights will be settled. According to Fernandes, the intended protected area extends beyond just a certain radius. “Because we are going to hunt, fish and collect medicinal plants. In fact, the entire area where we live.” VIDS wants to make the decision collectively, as is normal with traditional groups.

Deze ontmoeting op woensdag 5 augustus 2026 op het Kabinet van de President, had betrekking op de Wet Bescherming Woon- en Leefgebieden, die president Jennifer Simons wil afkondigen. Eerder heeft de werkgroep op 9 juli een ontmoeting gehad met het Traditioneel Gezag over de wet, die bescherming van de woon- en leefgebieden van betrokken groepen behelst. Volgens Edgar Dikan, voorzitter van de werkgroep, kan de overheid hiermee geen mijnbouw-, zand-, goud- of houtconcessies meer in de beschermde gebieden verlenen. En hoewel hij – doelende op de bevoegdheden voor de staat – meent dat overheid zich op die manier beperkt, benadrukt voorzitter Dikan tegenover de Communicatie Dienst Suriname (CDS) dat de wet voordelig is, omdat het een aantal onzekerheden wegneemt en conflicten voorkomt. Dikan, tevens presidentieel adviseur decentralisatie en grondenrechten, onderstreept dat de meeting indirect met het proces rondom het grondenrechtenvraagstuk te maken heeft. Hij stelt dat de Wet Bescherming Woon- en Leefgebieden een aanzet moet zijn om dit vraagstuk op te lossen. Volgens de werkgroepvoorzitter beginnen het doel, de inhoud en de reikwijdte van de wet een beetje duidelijk te worden voor de betrokken groeperingen. Echter, de VIDS heeft aangegeven dat er nog behoefte bestaat aan verdere gesprekken. Zij zal een minicongres houden met de betrokken gemeenschap, waarbij mogelijk ook de regering zal worden uitgenodigd voor het beantwoorden van vragen. Behalve de inheemse gemeenschappen is het ook de bedoeling vervolggesprekken met de tribalen te voeren. “Wij zijn ook met de tribalen on speaking terms”, aldus Dikan. Collectief besluitVIDS-voorzitter Muriel Fernandes benadrukt dat de inheemse dorpshoofden betrokken willen zijn bij het proces aangaande de wet. “Daarom wilden wij met de voorzitter van de presidentiële werkgroep een gesprek hebben om meer te weten wat die wet inhoudt.” De groep kreeg woensdag de gelegenheid om dieperliggende vragen te stellen. Bij de voorgaande ontmoeting, waarbij ook de dorpshoofden betrokken waren, was deze gelegenheid er niet. “Vandaag zijn wij dieper in de materie gegaan en hebben natuurlijk de informatie meegehad”, aldus VIDS-voorzitter Fernandes. De delegatie zal de informatie nu overbrengen aan de groep die zij vertegenwoordigt. Het ligt in de bedoeling om het minicongres eind deze maand te organiseren met aanwezigheid van alle kapiteins en granmans. De dorpshoofden zullen dan gedetailleerd uitleg krijgen over wat de wet inhoudt. Volgens Fernandes staan de groepen erop dat alles goed wordt uitgelegd en wat er gaat gebeuren indien de wet wordt afgekondigd. Ook willen zij weten wanneer hun grondenrechten zullen worden geregeld. Volgens Fernandes reikt het beoogd beschermd gebied verder dan alleen een bepaalde straal. “Want wij gaan jagen, vissen en medicinale planten halen.
