Specialized training strengthens the quality of legislation in Suriname
PARAMARIBO - Twenty-two legislative lawyers successfully completed the Postmaster Course in Legislation on Tuesday, August 4, 2026. The graduation ceremony took place in the historic Ballroom of the National Assembly at Henck Arronstraat 3.
The Postmaster Course in Legislation is a joint initiative of the Ministry of Justice and Police (JusPol) and the Anton de Kom University of Suriname (AdeKUS). Of the 29 students who started the course, 22 crossed the finish line and received their degree during the ceremony.
Strengthening the quality of legislation
The Postmaster's Course in Legislation falls under the Faculty of Legal Sciences of the Anton de Kom University of Suriname. The aim of the course is to train government lawyers to become expert legislative lawyers and thus further strengthen the quality and development of national legislation.
During the training, participants delve into drafting legislation and regulations, analyzing and assessing legislation, writing legal texts, translating policy into laws and state decisions and investigating the consequences of new legislation. This prepares the participants for an important role in the legislative process and public administration.
Minister Monorath: “Knowledge is priceless”
Minister Harish Monorath expressed his appreciation for the efforts of the graduates and the contribution of the teachers and scientists who shared their knowledge.
“Today we have come to the classic final part of this training, namely the presentation of the diploma, which establishes that you are entitled to use the title Master in Legislation (LL.M. Leg.).”
The minister emphasized that legislative lawyers often work outside the spotlight, but make an indispensable contribution to society.
"Legislative lawyers may not be visible in the foreground, but they are visible in the letters of our laws, in the actions of the government, in the application of regulations and in their enforcement for all citizens. That is the great merit of this profession."
According to the minister, the profession requires accuracy, legal insight and continuous development.
"It is a profession in which you work with words, formulations, sentence structures and evolving insight. You continue to learn and develop. Knowledge is priceless. The ministry is grateful to the scientists who have shared their knowledge with society in the past period through this new generation of legislative lawyers."
The graduation ceremony was attended by a member of the National Assembly, representatives of the Anton de Kom University of Suriname and representatives of the Ministry of Finance.
With the completion of this first group of specialized legislative lawyers, the Ministry of Justice and Police and the Anton de Kom University of Suriname are taking an important step in the further professionalization of legislative practice and the strengthening of the rule of law in Suriname.

De graduation ceremony vond plaats in de historische Ballroom van De Nationale Assemblée aan de Henck Arronstraat 3. De Postmasteropleiding Wetgeving is een gezamenlijk initiatief van het ministerie van Justitie en Politie (JusPol) en de Anton de Kom Universiteit van Suriname (AdeKUS). Van de 29 studenten die aan de opleiding begonnen, hebben 22 de eindstreep gehaald en tijdens de ceremonie hun bul in ontvangst genomen. Versterking van de kwaliteit van wetgeving De Postmasteropleiding Wetgeving valt onder de Faculteit der Juridische Wetenschappen van de Anton de Kom Universiteit van Suriname. De opleiding heeft als doel overheidsjuristen op te leiden tot deskundige wetgevingsjuristen en daarmee de kwaliteit en ontwikkeling van de nationale wetgeving verder te versterken. Tijdens de opleiding verdiepen de deelnemers zich in het opstellen van wet- en regelgeving, het analyseren en beoordelen van wetgeving, het schrijven van juridische teksten, het vertalen van beleid naar wetten en staatsbesluiten en het onderzoeken van de gevolgen van nieuwe wetgeving. Hiermee worden de deelnemers voorbereid op een belangrijke rol binnen het wetgevingsproces en het openbaar bestuur. Minister Monorath: “Kennis is onbetaalbaar” Minister Harish Monorath sprak zijn waardering uit voor de inzet van de afgestudeerden en de bijdrage van de docenten en wetenschappers die hun kennis hebben gedeeld. “Wij zijn vandaag gekomen tot het klassiek sluitstuk van deze opleiding, namelijk het overhandigen van de bul, waarmee wordt vastgesteld dat u gerechtigd bent de titel Master in Legislation (LL.M. Leg.) te voeren.” De minister benadrukte dat wetgevingsjuristen vaak buiten de schijnwerpers werken, maar een onmisbare bijdrage leveren aan de samenleving. “Wetgevingsjuristen zijn misschien niet zichtbaar op de voorgrond, maar zij zijn zichtbaar in de letters van onze wetten, in het handelen van de overheid, in de toepassing van regelgeving en in de handhaving daarvan voor alle burgers. Dat is de grote verdienste van deze beroepsgroep.” Volgens de minister vraagt het vak om nauwkeurigheid, juridisch inzicht en voortdurende ontwikkeling. “Het is een vak waarin u werkt met woorden, formuleringen, zinsconstructies en voortschrijdend inzicht. U blijft leren en ontwikkelen. Kennis is onbetaalbaar. Het ministerie is de wetenschappers dankbaar die hun kennis in de afgelopen periode hebben gedeeld met de samenleving via deze nieuwe generatie wetgevingsjuristen.” De graduation ceremony werd bijgewoond door een lid van De Nationale Assemblée, vertegenwoordigers van de Anton de Kom Universiteit van Suriname en vertegenwoordigers van het ministerie van Financiën.
