HE The President of the Republic, José Antonio Kast, this Thursday deepened the scope of the Agenda against Organized Crime and Terrorism (ACOT), a set of legal and constitutional initiatives aimed at strengthening the public security system, toughening sanctions against criminal organizations and terrorism, and providing the State with new tools to confront crime. During the activity, held at the Carabineros Training School, President Kast was accompanied by the Ministers of Public Security, Martín Arrau, of the Interior and General Secretariat of Government (SEGEGOB), Claudio Alvarado, from the General Secretariat of the Presidency (SEGPRES), José García Ruminot, from Justice and Human Rights (DD. HH.), Fernando Rabat, in addition to parliamentarians and personnel from the institutions in charge of public security. In the instance, he explained the main measures that make up the agenda, among them the constitutional reform that enshrines public security as a duty of the State. In this context, he maintained that "the constitutional reform that we will send to Congress will be for you to debate, so that those areas that correspond can be perfected. Nobody is the owner of the truth, but we all know the suffering that exists today in Chile. We all know that we have to commit ourselves to recover peace and security."Likewise, during the presentation, the results of the Public Security Operational Plan were announced, which showed a decrease in homicides, kidnappings, violent robberies, irregular entries and acts of violence in the southern macrozone, in addition to an increase in the amount of drugs seized. The Agenda against Organized Crime and Terrorism contemplates, among other initiatives, modifications to the Anti-Barricade Law; strengthening police powers in border areas; the destruction of assets illegally entered into the country; new tools to combat illegal gambling machines; greater powers for Carabineros and the PDI in matters of genetic identification and destruction of drugs; a new Constitutional Organic Law of Gendarmerie; the creation of an Agency for Confiscation, Disposal and Destruction of Illicit Assets; the modernization of the PDI; the creation of a National List of Criminal Organizations; and the creation of a new State of Constitutional Exception for Public Security. At the end of his speech, President Kast reaffirmed the purpose of the agenda and pointed out: "For Chile to maintain this path, we can never lose sight of this north that we have set. A country where families regain public spaces. A country with controlled borders, where you enter through the door and not through the window. A country where prisons are run by the State and not by criminal organizations. A country where whoever commits a crime knows that "He is going to be sanctioned. A country where those who comply with the rules, with the law, know that they will be able to work and undertake in peace."

S.E. el Presidente de la República, José Antonio Kast, profundizó este jueves los alcances de la Agenda contra el Crimen Organizado y el Terrorismo (ACOT), conjunto de iniciativas legales y constitucionales orientadas a fortalecer el sistema de seguridad pública, endurecer las sanciones contra las organizaciones criminales y el terrorismo, y dotar al Estado de nuevas herramientas para enfrentar la delincuencia.Durante la actividad, realizada en la Escuela de Formación de Carabineros, el Presidente Kast estuvo acompañado por los ministros de Seguridad Pública, Martín Arrau, de Interior y Secretaría General de Gobierno (SEGEGOB), Claudio Alvarado, de la Secretaría General de la Presidencia (SEGPRES), José García Ruminot, de Justicia y Derechos Humanos (DD. HH.), Fernando Rabat, además de parlamentarios y de personal las instituciones encargadas de la seguridad pública. En la instancia, explicó las principales medidas que conforman la agenda, entre ellas la reforma constitucional que consagra la seguridad pública como un deber del Estado. En ese contexto, sostuvo que “la reforma constitucional que enviaremos al Congreso será para que ustedes la debatan, para que se perfeccionen aquellas áreas que correspondan. Nadie es dueño de la verdad, pero todos sabemos el sufrimiento que hoy día existe en Chile. Todos sabemos que nos tenemos que comprometer para recuperar la paz y la seguridad”.Asimismo, durante la presentación se dieron a conocer los resultados del Plan Operativo de Seguridad Pública, que evidenciaron una disminución de los homicidios, secuestros, robos violentos, ingresos irregulares y hechos de violencia en la macrozona sur, además de un incremento en la cantidad de droga incautada.La Agenda contra el Crimen Organizado y el Terrorismo contempla, entre otras iniciativas, modificaciones a la Ley Antibarricadas; el fortalecimiento de las atribuciones policiales en las zonas fronterizas; la destrucción de bienes ingresados ilegalmente al país; nuevas herramientas para combatir las máquinas de azar ilegales; mayores facultades para Carabineros y la PDI en materia de identificación genética y destrucción de drogas; una nueva Ley Orgánica Constitucional de Gendarmería; la creación de una Agencia de Decomiso, Enajenación y Destrucción de Bienes Ilícitos; la modernización de la PDI; la creación de una Nómina Nacional de Organizaciones Criminales; y la creación de un nuevo Estado de Excepción Constitucional de Seguridad Pública.Al finalizar su intervención, el Presidente Kast reafirmó el propósito de la agenda y señaló: “Para que Chile mantenga este camino, no podemos perder nunca de vista este norte que hemos fijado.
