Ministerio de Salud presenta resultados de evaluación para fortalecer las Redes Integradas de Servicios de Salud en Cibao Sur
La Vega.-The Ministry of Health presented the results of the measurement of the level of maturity of the Integrated Health Services Networks (RISS) of the Cibao Sur region, as part of the actions aimed at strengthening the Care Model based on Primary Health Care (PHC) and improving the integration of the services received by the population.
The event was headed by the Minister of Health, Víctor Atallah; the interim representative of the Pan American Health Organization and the World Health Organization (PAHO/WHO), Bernardino Vitoy; the provincial governor of La Vega, Luisa Jiménez; the Vice Minister of Strengthening and Development of the Health Sector, Yudelka Batista, and the Vice Minister of Collective Health, Eladio Pérez.
During his speech, the Minister of Health highlighted the institution's commitment to strengthening the coordination between the different actors in the health system, in order to consolidate a more integrated, efficient network of services focused on the needs of the population.
“From the Ministry of Health, we are going to continue calling, we are going to continue articulating, we are going to continue generating the work, the works, the sweat and the call so that the network becomes a system and so that the health system is guaranteed,” Atallah stated.
For his part, the interim representative of PAHO/WHO highlighted that measurement constitutes a fundamental tool to identify strengths and opportunities for improvement that allow progress towards a more integrated and decisive health system.
“This is an opportunity to look at ourselves as a system, to learn about our progress and identify our gaps and, above all, strengthen our capabilities to respond effectively to the needs of the population,” said Vitoy.
The evaluation, developed with the technical and financial support of the Pan American Health Organization (PAHO), determined that the Cibao Sur region reached a global level of development of 49% in the integration of its health service networks. The results reflect progress in the organization of care with a territorial approach (56%), while the challenges identified focus on integrated resource management, governance and sustainable financing, aspects that will serve as a basis for planning improvement actions.
During the activity, the methodology used to assess the maturity of the RISS was also presented, a tool developed by PAHO that allows evaluating the degree of development of the networks through an analysis of their main strategic components, with the aim of guiding decision-making and strengthening the quality, efficiency and integration of health services.
As part of the evaluation process, in addition to the technical analysis carried out by the different levels of management of the health system, a survey was applied to users of health facilities in the region to learn about their perception of the integration of the service network, through 61 surveys carried out in hospitals, diagnostic centers and first level care centers.
78 representatives of institutions linked to the National Health System participated in the workshop, including the Ministry of Public Health, the National Health Service (SNS), Promese/CAL, Sisalril, the National Social Security Council (CNSS), Idoppril, the Ministry of Finance, the Ministry of the Presidency and the Pan American Health Organization.

De su lado, el representante interino de la OPS/OMS resaltó que la medición constituye unaherramienta fundamental para identificar fortalezas y oportunidades de mejoraque permitan avanzar hacia unsistema de salud más integrado y resolutivo. “Se trata de una oportunidad para mirarnos como sistema, de conocer nuestros avances e identificar nuestras brechas y, sobre todo, fortalecer nuestras capacidades para responder de manera efectiva a las necesidades de la población”,dijo Vitoy. La evaluación, desarrollada con elacompañamiento técnico y financiero de laOrganización Panamericana de la Salud (OPS), determinó que la regiónCibao Suralcanzó un nivel global de desarrollo del49 %en la integración de sus redes de servicios de salud. Los resultados reflejanavancesen la organización de laatención con enfoque territorial (56 %), mientras que losdesafíosidentificados se concentran en lagestión integrada de recursos, la gobernanza y el financiamiento sostenible, aspectos que servirán de base para la planificación de acciones de mejora. Durante la actividad también se presentó la metodología utilizada para la valoración de la madurez de las RISS, una herramienta desarrollada por la OPS que permite evaluar el grado de desarrollo de las redes mediante unanálisis de sus principales componentes estratégicos, con el objetivo de orientar la toma de decisiones y fortalecer lacalidad, eficiencia e integraciónde los servicios de salud. Como parte del proceso de evaluación, además del análisis técnico realizado por los distintos niveles de gestión del sistema sanitario, se aplicó unsondeo a usuarios de establecimientos de salud de la regiónpara conocer supercepciónsobre la integración de la red de servicios, mediante61 encuestasrealizadas en hospitales, centros diagnósticos y centros de primer nivel de atención. En el taller participaron78 representantesde instituciones vinculadas al Sistema Nacional de Salud, entre ellas elMinisterio de Salud Pública, el Servicio Nacional de Salud(SNS),Promese/CAL, Sisalril, el Consejo Nacional de Seguridad Social(CNSS),Idoppril, elMinisterio de Hacienda, elMinisterio de la Presidenciay laOrganización Panamericana de la Salud.
