At the meeting, chaired by Tanzila Narbayeva, Chairperson of the Senate of the Oliy Majlis and the Chairperson of the Republican Council for Working with International Rankings and Indices, it was noted that Uzbekistan’s positions in several international rankings and indices continue to improve as a result of the reforms being implemented in the country.

In particular, Fitch Ratings and S&P revised the outlook on Uzbekistan’s sovereign credit rating from “Stable” to “Positive”, while Moody’s upgraded the country’s credit rating by one notch, from “Ba3” with a “Positive” outlook to “Ba2” with a “Stable” outlook.

In the Index of Economic Freedom, Uzbekistan rose 14 positions to rank 86th among 184 countries and, with a score of 60.3, entered the “moderately free” group for the first time, having previously been classified as “mostly unfree”.

In the Women, Business and the Law Index, the country climbed 43 positions to rank 48th among 190 countries. Uzbekistan was recognized as one of the countries that have implemented significant legal reforms and achieved the greatest progress in gender equality. The country entered the TOP 5 for supporting women’s economic activity, ranking first in Central Asia and third in Europe.

Since Uzbekistan was first included in the Government AI Readiness Index compiled by Oxford Insights in 2020, its ranking has improved by 33 places, rising from 95th in 2020 to 62nd in 2025. Uzbekistan achieved the highest ranking among CIS countries.

It was recommended that these indices be included in the priority international rankings and that systematic work be carried out in this area.

The participants also reviewed the implementation of the 2026 action plan to improve the country’s standing in priority international rankings across the socio-economic, political, and legal spheres. The task was set to develop additional measures, and a corresponding decision of the Republican Council was adopted.
