Exécution du PTA 2026 : Le Ministère de l'Intérieur et de la Sécurité publique évalue ses performances à mi-parcours
Actors in the expenditure chain, program managers as well as the main managers of the structures of the Ministry of the Interior and Public Security met this Tuesday, August 4, 2026 in Cotonou for the exercise of the review as of June 30, 2026 of the Annual Work Plan of the Ministry for the 2026 budget year. Chaired by Mr. Djibril MAMA CISSÉ, Minister responsible for the Interior and Public Security, the inaugural session this review made it possible, in addition to the speeches, to make the presentation of the summary report of the financial execution of the ministry as of June 30, 2026, as well as the presentation followed by debates of the execution report of the public procurement plan of the ministry. The work of the participants in this review, scheduled to last from August 4 to 6, 2026, will focus in particular on: the examination of the level of execution of the interventions included in the 2026 Annual Work Plan; assessment of the results obtained with regard to the objectives and indicators retained for the first half of the year; the identification and analysis of the gaps observed; examining the difficulties encountered in the implementation of activities; and the definition of corrective measures and perspectives to improve the impact of our actions during the second half of the year. In an environment marked by growing expectations of citizens and ever-stronger demands in terms of public governance and security, Mr. Djibril MAMA CISSÉ recalled that it is imperative that the administration remains resolutely oriented towards performance, efficiency and results. This is why, he will say in his speech, the mid-term review constitutes an important management tool. It not only makes it possible to assess the progress made during the first half of the year, but also to identify the constraints that hinder the achievement of objectives and to agree on the corrective measures necessary to improve performance. Also called upon to comment on the occasion of the launch of the review, Mr. Abdel Nasser SAMARY, Director of Planning, Administration and Finance of the ministry, placed the organization of the review within the framework of updating the medium-term expenditure framework of the ministry. The work is will continue over the next two days and will focus in particular on communications and presentations relating to: management in program mode; the presentation of execution points; to the presentation of the new decree relating to the responsibilities, organization and functioning of the ministry, as well as those of the new structures created.

Les acteurs de la chaîne de dépenses, les responsables de programmes ainsi que les principaux responsables des structures du Ministère de l’Intérieur et de la Sécurité Publique sont réunis ce mardi 4 août 2026 à Cotonou pour l’exercice de la revue au 30 juin 2026 du Plan de Travail Annuel du Ministère au titre de l’exercice budgétaire 2026.Présidée par Monsieur Djibril MAMA CISSÉ, Ministre chargé de l’Intérieur et de la Sécurité publique, la séance inaugurale de cette revue a permis, outre les allocutions, de faire la présentation du rapport de synthèse de l’exécution financière du ministère au 30 juin 2026, ainsi que la présentation suivie de débats du rapport d’exécution du plan de passation des marchés publics du ministère.Les travaux des participants à cette revue, prévue pour durer du 4 au 6 août 2026, porteront notamment sur : l’examen du niveau d’exécution des interventions inscrites au Plan de Travail Annuel 2026 ; l’appréciation des résultats obtenus au regard des objectifs et indicateurs retenus pour le premier semestre ; l’identification et l’analyse des écarts constatés ; l’examen des difficultés rencontrées dans la mise en œuvre des activités ; et la définition des mesures correctives et des perspectives permettant d’améliorer l’impact de nos actions au cours du second semestre.Dans un environnement marqué par des attentes croissantes des citoyens et des exigences toujours plus fortes en matière de gouvernance publique et de sécurité, Monsieur Djibril MAMA CISSÉ a rappelé qu’il est impératif que l’administration demeure résolument orientée vers la performance, l’efficacité et les résultats. C’est pourquoi, dira-t-il dans son allocution, la revue à mi-parcours constitue un important outil de pilotage. Elle permet non seulement d’évaluer les progrès accomplis au cours du premier semestre, mais également d’identifier les contraintes qui entravent l’atteinte des objectifs et de convenir des mesures correctives nécessaires pour améliorer les performances.Également appelé à se prononcer à l’occasion du lancement de la revue, Monsieur Abdel Nasser SAMARY, Directeur de la Planification, de l’Administration et des Finances du ministère, a situé l’organisation de la revue dans le cadre de la mise à jour du cadre de dépenses à moyen terme du ministère.Les travaux se poursuivront sur les deux prochains jours et porteront notamment sur des communications et présentations relatives : à la gestion en mode programme ; à la présentation des points d’exécution ; à la présentation du nouveau décret portant attributions, organisation et fonctionnement du ministère, ainsi que ceux des nouvelles structures créées.
