Ministerio de Salud fortalece entornos laborales que garanticen el derecho a la lactancia materna
Santo Domingo.-The Ministry of Health reaffirmed the need to strengthen work environments that allow mothers to exercise their right to breastfeeding, considering that guaranteeing adequate spaces to breastfeed or express and preserve breast milk constitutes an essential measure to protect the health of newborns and the well-being of families.
During the opening of World Breastfeeding Week 2026 under the motto “Breastfeeding: a sustainable start in any circumstance.” Let's strengthen the actions that work!", the Minister of Health, Víctor Atallah, stated that breastfeeding represents one of the public health interventions with the greatest impact on the reduction of diseases and the comprehensive development of children, while calling for the consolidation of the commitment of the State, the private sector and society to facilitate this practice.
"The best vaccine begins with breastfeeding, with that amount of immune reinforcement that you send to your baby. The reduction of depression in the mother and children and the effect has even been associated with a reduction in disorders in children, in addition, the reduction in the budgetary and economic aspect is also enormous," he expressed.
The official stated that guaranteeing safe and dignified spaces so that mothers can breastfeed or express milk during their work day is a shared responsibility between the State, employers and society, while highlighting the progress achieved through the implementation of the Breastfeeding Family Friendly Rooms in the Work Environment.
Likewise, he pointed out that the strengthening of these spaces facilitates the continuity of breastfeeding, contributes to the well-being of mothers and their children, favors the reconciliation between work and family life and strengthens a culture of protection of early childhood.
During the activity, the interim representative of the Pan American Health Organization/World Health Organization (PAHO/WHO), Bernardino Vitoy, urged to continue expanding actions that promote favorable environments for breastfeeding and called to eliminate the barriers that many women still face in exercising this right.
“Building spaces that facilitate, that promote environments favorable to breastfeeding, has to be a commitment of all of us, of the health sector, of work, of social assistance, of industries, of companies, of an entire society. I would be very happy for the day that we could find women breastfeeding anywhere and that it was not necessary to cover up, to hide so that people would not look at them differently and there would not be people to bother them,” she expressed.
In the activity, the most recent national data was presented, which shows that exclusive breastfeeding reached 19.2% in children under six months, according to the Enhogar-MICS 2025, which represents an increase of 14.5 percentage points compared to 2014. However, the country still maintains a gap of 27.8 points compared to the current world indicator of 47%, which shows the need to strengthen support for mothers from pregnancy, birth, health services, work and the community.
Likewise, it was highlighted that the World Alliance for Breastfeeding (WABA) recognizes the Dominican Republic as a reference for the results achieved in families linked to Inaipi's early childhood services, where exclusive breastfeeding went from 7% to 34% thanks to the articulation of Friendly Rooms, training and support for mothers. In addition, a survey administered in 2026 to users of these rooms revealed that 128 of 148 eligible mothers (86.5%) reported having maintained exclusive breastfeeding, results that correspond to specific populations and do not replace the national estimate.
Within the framework of the activity, the renewal of certifications was delivered to public and private institutions that comply with the guidelines of the Friendly Rooms for Breastfeeding Families in the Work Environment, in addition to recognizing entities that have demonstrated a sustained commitment to the promotion and protection of breastfeeding.
Among the entities that received certification renewal are the Ministry of Health, Labor, Finance and Culture, as well as the Ministry of Industry, Commerce and MSMEs; Banco Popular, Banreservas, BHD, Central Bank, Central Electoral Board, National Police, Senate of the Republic, Chamber of Deputies, Grupo Ramos, Aerodom, Inapa, Caasd, Opret, Digesett, Customs, Internal Revenue, Inaipi, Propeep, Unibe, O&M, Mercasid and other public and private entities.
The Minister of Labor, Eddy Olivares, was present at the event; the representative of Unicef, Carlos Carrera, and the vice minister of Collective Health of the Ministry of Health, Eladio Pérez.

Durante la apertura de laSemana Mundial de la Lactancia Materna 2026bajo el lema“Lactancia materna: un inicio sostenible en cualquier circunstancia”. ¡Fortalezcamos las acciones que funcionan!”, el ministro de Salud,Víctor Atallah, afirmó que la lactancia materna representa una de las intervenciones de salud pública con mayor impacto en lareducción de enfermedadesy en eldesarrollo integralde la niñez, al tiempo que llamó a consolidar elcompromiso del Estado, el sector privado y la sociedadpara facilitar esta práctica. "La mejor vacuna empieza con lactancia materna, con esa cantidad de reforzamiento inmunológico que le mandan a su bebé. La reducción de la depresión de la mamá y de los hijos y el efecto inclusive se ha asociado a reducción de trastornos en afección en los niños, además, la reducción del aspecto presupuestario y económico es enorme también”, expresó. El funcionario afirmó que garantizarespacios seguros y dignospara que las madres puedanamamantar o extraer leche durante su jornada laborales una responsabilidad compartida entre el Estado, los empleadores y la sociedad, al tiempo que resaltó los avances alcanzados mediante la implementación de lasSalas Amigas de las Familias Lactantes en el Entorno Laboral. Asimismo, señaló que el fortalecimiento de estos espacios facilitala continuidad de la lactancia materna, contribuye al bienestar de las madres y sus hijos, favorece la conciliación entre la vida laboral y familiar y fortalece unacultura de protección a la primera infancia. Durante la actividad, el representante interino de la Organización Panamericana de la Salud/Organización Mundial de la Salud(OPS/OMS), Bernardino Vitoy,exhortó a continuar ampliando las acciones que promuevan entornos favorables para la lactancia materna yllamó a eliminar las barreras que aún enfrentan muchas mujeres para ejercer este derecho. “Construir espacios que faciliten, que promuevan entornos favorables a la lactancia materna tiene que ser un compromiso de todos nosotros, del sector de salud, del trabajo, de las asistencias sociales, de las industrias, de las empresas, de toda una sociedad. Me alegraría mucho el día que pudiésemos encontrar mujeres amamantando en cualquier sitio y que no fuera necesario cubrirse, esconderse para que las personas no las mirasen de manera distinta y no hubiese personas para molestarlas”,expresó. En la actividad se presentaron los másrecientes datos nacionales, que muestran que la lactancia materna exclusiva alcanzó el19.2 % en menores de seis meses, de acuerdo con laEnhogar-MICS 2025, lo que representa unincremento de 14.5 puntos porcentuales respecto a 2014. No obstante, el país aún mantiene una brecha de 27.8 puntos frente alindicador mundial actual del 47 %, lo que evidencia la necesidad de fortalecer el apoyo a las madres desde el embarazo, el nacimiento, los servicios de salud, el trabajo y la comunidad. Asimismo, se destacó que laAlianza Mundial pro Lactancia Materna (WABA)reconoce a la República Dominicana comoreferencia por los resultados alcanzadosen familias vinculadas a los servicios de primera infancia delInaipi,donde la lactancia materna exclusiva pasó de 7 % a 34 %gracias a la articulación de Salas Amigas, la capacitación y el acompañamiento a las madres. Además, una encuesta aplicada en 2026 a usuarias de estas salas reveló que128 de 148 madres elegibles (86.5 %)reportaron haber mantenido lalactancia materna exclusiva, resultados que corresponden a poblaciones específicas y no sustituyen la estimación nacional. En el marco de la actividad, se entregó larenovación de certificaciones a instituciones públicas y privadasque cumplen con loslineamientosde las Salas Amigas de las Familias Lactantes en el Entorno Laboral, además de reconocer a entidades que han demostrado uncompromiso sostenido con la promoción y protección de la lactancia materna. Entre las entidades que recibieron renovación de la certificación estan el Ministerio de Salud, de Trabajo, de Hacienda y de Cultura, así como el de Industria, Comercio y Mipymes; el Banco Popular, Banreservas, BHD, Banco Central, Junta Central Electoral, Policía Nacional, Senado de la República, Cámara de Diputados, Grupo Ramos, Aerodom, Inapa, Caasd, Opret, Digesett, Aduanas, Impuestos Internos, Inaipi, Propeep, Unibe, O&M, Mercasid y otras entidades públicas y privadas. En el evento estuvieron presentes el ministro de Trabajo,Eddy Olivares; el representante de Unicef,Carlos Carrera, y el viceministro de Salud Colectiva del Ministerio de Salud,Eladio Pérez.
