Las Normas sobre Tecnologías de la Información y Comunicación consolidan la transformación digital del Estado

Santo Domingo.-The Standards on Information and Communication Technologies (Nortic) have been implemented for decades with results that demonstrate their contribution to the modernization of the Dominican State. Currently, 266 public institutions apply this normative framework, to date 774 certifications have been granted and the country has of 14 current regulations, consolidating a common model for the development of digital services in the Public Administration.

The general director of the Government Office of Information and Communication Technologies (Ogtic), Edgar Batista, stated that these advances reflect the sustained strengthening of the Digital Government and the maturity achieved by the institutions in the adoption of technological standards. He maintained that the Nortic have allowed the construction of a more efficient, interoperable Public Administration and focused on offering better services to the population.

“This evolution represents a continuity of the State and its constant transformation to serve citizens,” said Batista, highlighting that the permanent updating of regulations responds to new technological challenges and guarantees that public institutions have modern tools to improve their management.

Nortic were created in 2006 with the purpose of establishing standards for the use and implementation of information technologies in public organizations. Its development responded to the need to unify criteria at a time when institutions managed their platforms independently, with little interoperability and without common guidelines in aspects such as security, accessibility and development of digital services.

In these 20 years, the regulatory framework has continually evolved. In a first stage, it promoted the standardization of web portals and the organization of ICT in the public sector. Subsequently, it incorporated standards on open data, interoperability, software development, accessibility and information security. In recent years it has integrated standards linked to digital governance, technological risk management, digital signature, cybersecurity and artificial intelligence.

The head of Ogtic, Edgar Batista, explained that this evolution has strengthened the capacity of institutions to develop digital services with homogeneous criteria of quality, security and efficiency, also favoring the exchange of information between public organizations and the simplification of procedures for citizens.

The Nortic Regulations are mandatory for Executive Branch institutions and constitute a reference of good practices for the rest of the public bodies. Its application has contributed to strengthening interoperability, improving transparency through open data standards, reinforcing information security, promoting digital accessibility and consolidating permanent certification and continuous improvement processes.

Batista assured that Ogtic will continue updating this regulatory framework to respond to technological evolution and accompany the digital transformation of the State, with the objective of offering public services that are increasingly agile, secure, interoperable and focused on the needs of citizens.
