அத்துடன், பெருந்தோட்ட மற்றும் சமூக உட்கட்டமைப்பு அமைச்சுக்காக இந்த ஆண்டு ஒதுக்கப்பட்ட நிதி ஒதுக்கீடுகளை விட அதிகமான நிதித் தொகையை 2027 ஆம் ஆண்டு வரவு செலவுத் திட்டத்தில் ஒதுக்க நடவடிக்கை எடுக்கப்படும் என்றும் குறிப்பிட்டேன். யுத்தத்தின் காரணமாக வீடுகளை இழந்த மக்களின் நீண்டகாலப் பிரச்சினைக்குத் தீர்வு காணும் வகையில், அந்த மக்களுக்காக இரண்டு கட்டங்களின் கீழ் 13,000 வீடுகளை நிர்மாணிப்பதற்கு 2027 மற்றும் 2028 ஆம் ஆண்டு வரவு செலவுத் திட்டங்களில் நிதி ஒதுக்கீடு செய்யப்படும் என்றும் குறிப்பிட்டேன். இவ்வாறானதொரு கலந்துரையாடலில் இணைந்துகொள்ளக் கிடைத்ததையிட்டு மகிழ்ச்சியடைவதுடன், நாட்டின் பொதுவான பிரச்சினைகளின்போதும் இதேபோன்று செயற்படுமாறு அனைவரையும் இங்கு கேட்டுக்கொண்டேன். Met with representatives of an alliance formed by six Tamil and Muslim political parties at the Presidential Secretariat this morning (3). During the meeting, the representatives presented their views on several key issues, including the introduction of a comprehensive constitutional amendment, challenges relating to the holding of Provincial Council elections and land-related concerns faced by communities in the Northern and Eastern Provinces as well as the Malayagam community. I reiterated that it is the Government’s position that the Constitution should be amended and that the Executive Presidency should also be abolished. However, I emphasised that, rather than introducing a rushed constitutional amendment at this juncture, the priority should be to establish a new national consensus. I also highlighted the importance of initiating a broad dialogue towards achieving this objective. Also noted that the foundation for building a country where all communities work together as Sri Lankans, rather than separately pursuing the interests of individual groups, has already been established under the present Government. I further pointed out that no ethnic conflicts have occurred in the country during this period and emphasised the Government’s commitment to establishing a system of governance that is clearly accountable to Parliament. I also stated that a Parliamentary Select Committee has been appointed to examine matters relating to the conduct of Provincial Council elections and that discussions will be held with the Committee regarding the issues that have arisen. Further emphasised that the Government’s objective is to provide land ownership to the Malayagam community and resolve the challenges they face. I noted that, when entering into future agreements with plantation companies, the Government expects to include provisions to grant the Malayagam people legal ownership of land. I further stressed that solutions to these issues must be pursued while ensuring the sustainable preservation of the Central Highlands. I also stated that the 2027 Budget will allocate increased funding for the Ministry of Plantation and Community Infrastructure compared to the allocation provided this year. I also announced that provisions will be allocated through the 2027 and 2028 Budgets to construct 13,000 houses in two phases, addressing the long-standing housing needs of people who lost their homes due to the conflict. While expressing my appreciation for the opportunity to engage in such a discussion, I also invited all representatives to work together in a similar manner when addressing broader issues affecting the country as a whole.
