Insalubrité à Kinshasa : Félix Tshisekedi mobilise tous les acteurs pour l'assainissement
This instruction was given during the 95th meeting of the Council of Ministers, held this Friday, July 31, 2026 in Kaniama-Kasese, in the Haut-Lomami province.
In his communication, read on Radiotélévision nationale congolaise (RTNC) by the Minister of Communication and Media, Patrick Muyaya, the Head of State indicated that he had noted that the task force, placed under his direct authority to conduct sanitation operations in a coordinated and permanent manner in Kinshasa, is now operational. He said he personally verified this during his field visit on July 17, 2026 in the Tshangu district, where the first interventions were carried out.
The President of the Republic also announced the upcoming holding of the first meeting of the institutional steering committee. This meeting will make it possible to evaluate the first actions carried out and to define the necessary adjustments to improve the efficiency of operations.
Believing that the fight against unsanitary conditions cannot rest solely on the task force, Félix Tshisekedi invited the mayors as well as all Kinshasa residents to take ownership of this initiative. He recalled that the cleanliness of the capital is a collective responsibility and that it must allow Kinshasa to gradually regain its image of “Kinshasa the beautiful”.
To this end, the Head of State asked members of the government, the public services concerned as well as the provincial and local authorities to fully assume their responsibilities in order to ensure the success of this operation. He also instructed the coordination of the task force and the relevant services of the Town Hall to guarantee rigorous management of the entire waste treatment chain, from their collection to their final treatment, in order to avoid any further accumulation of waste and to sustainably preserve the already cleaned up spaces.
Furthermore, the President of the Republic urged citizens to adopt responsible behavior, recalling that health begins within each household. He asked residents, businesses and establishments to refrain from any act of incivility likely to compromise the efforts of the teams deployed on the ground.
He also called on street leaders, neighborhood leaders, mayors, local authorities, religious denominations, associations and community structures to strengthen awareness-raising and mobilization actions in favor of lasting behavioral change.
Finally, Félix Tshisekedi encouraged the builders of the National Service involved in this operation to act with professionalism, with respect for human dignity, discipline, public order and the law, while prioritizing awareness and legal channels.
He also asked the coordination of the task force to send him, every two weeks, an implementation report presenting the progress made, the difficulties encountered as well as proposals aimed at improving operations.

Dans sa communication, lue à la Radiotélévision nationale congolaise (RTNC) par le ministre de la Communication et Médias, Patrick Muyaya, le chef de l'État a indiqué avoir constaté que la task-force, placée sous son autorité directe pour conduire de manière coordonnée et permanente les opérations d'assainissement à Kinshasa, est désormais opérationnelle. Il a précisé s'en être personnellement assuré lors de sa visite de terrain effectuée le 17 juillet 2026 dans le district de la Tshangu, où les premières interventions ont été menées. Le président de la République a également annoncé la tenue prochaine de la première réunion du comité de pilotage institutionnel. Cette rencontre permettra d'évaluer les premières actions menées et de définir les ajustements nécessaires pour améliorer l'efficacité des opérations. Estimant que la lutte contre l'insalubrité ne peut reposer uniquement sur la task-force, Félix Tshisekedi a invité les bourgmestres ainsi que l'ensemble des Kinoises et Kinois à s'approprier cette initiative. Il a rappelé que la propreté de la capitale est une responsabilité collective et qu'elle doit permettre à Kinshasa de retrouver progressivement son image de « Kinshasa la belle ». À cet effet, le chef de l'État a demandé aux membres du gouvernement, aux services publics concernés ainsi qu'aux autorités provinciales et locales d'assumer pleinement leurs responsabilités afin d'assurer la réussite de cette opération. Il a également instruit la coordination de la task-force et les services compétents de l'Hôtel de Ville de garantir une gestion rigoureuse de toute la chaîne de traitement des déchets, de leur collecte jusqu'à leur traitement final, afin d'éviter tout nouvel entassement des immondices et de préserver durablement les espaces déjà assainis. Par ailleurs, le président de la République a exhorté les citoyens à adopter des comportements responsables, rappelant que la salubrité commence au sein de chaque ménage. Il a demandé aux habitants, aux commerces et aux établissements de s'abstenir de tout acte d'incivisme susceptible de compromettre les efforts des équipes déployées sur le terrain. Il a également appelé les chefs de rue, les chefs de quartier, les bourgmestres, les autorités de proximité, les confessions religieuses, les associations ainsi que les structures communautaires à renforcer les actions de sensibilisation et de mobilisation en faveur d'un changement durable des comportements. Enfin, Félix Tshisekedi a encouragé les bâtisseurs du Service national engagés dans cette opération à agir avec professionnalisme, dans le respect de la dignité humaine, de la discipline, de l'ordre public et de la loi, tout en privilégiant la sensibilisation et les voies légales.
