Medio Ambiente refuerza la estrategia nacional para prevenir incendios forestales
Santo Domingo.– Given the increase in forest fires recorded in recent weeks, the Ministry of Environment and Natural Resources reinforced the national prevention strategy, expanded inter-institutional coordination and intensified surveillance, prevention and response actions to protect the country's forest resources, as part of the Forest Fire Prevention Season, initiated by the institution in February of this year.
As part of this strategy, this Thursday the Ministry led two inter-institutional coordination meetings. The first, held in the morning at the headquarters of the Ministry of Defense, brought together representatives of said entity, the Dominican Republic Air Force, the Dominican Republic Army, the Dominican Republic Navy, the National Environmental Protection Service (SENPA), the General Directorate of Migration and the Ministry of Environment and Natural Resources, with the purpose of strengthening operational coordination and intelligence efforts for the prevention and combat of forest fires.
Later, at noon, the Ministry convened a second meeting at its headquarters with representatives of the Ministry of Defense (MIDE), the National Environmental Protection Service (SENPA), the Ministry of Agriculture, the Ministry of Public Works and Communications (MOPC), the Dominican Agrarian Institute (IAD), the Agricultural Bank, RD Vial, representatives of the private sector linked to the forestry field and other institutions related to environmental management and emergency response.
During both meetings, it was agreed to strengthen surveillance in the highest risk areas, increase preventive patrols, reinforce intelligence work to identify those responsible for causing forest fires, strengthen the application of the administrative measures provided for in the General Law on the Environment and Natural Resources No. 64-00, refer to the Specialized Prosecutor's Office for the Defense of the Environment and Natural Resources cases in which there are signs of environmental crimes and consolidate a permanent plan for the prevention and combat of forest fires.
"The operational experience and reports of our teams indicate that more than 90% of the forest fires we deal with have their origin in human action. We cannot normalize that reality. Whoever causes a forest fire not only destroys our forests; they put at risk water sources, biodiversity, the safety of our forest firefighters and the well-being of the entire country. As a State we will respond with all the firmness allowed by law: we will apply the administrative sanctions established in the General Law on the Environment and Natural Resources No. 64-00 and the other environmental laws in force, and we will refer to the Specialized Prosecutor's Office for the Defense of the Environment and Natural Resources the cases in which there are indications of environmental crimes, so that responsibilities are established and the consequences provided for by law are applied," said the Minister of the Environment, Paíno Henríquez.
The Ministry reported that the forest fires recorded in recent days in Gajo Escondido, near the El Tetero valley, in the Armando Bermúdez National Park; Sabana de San Juan, in San José de Ocoa; Corocito and Arroyo Jánico Arriba, in San José de las Matas; Limoncito, in the Valle Nuevo National Park; and El Portillo, Las Terrenas municipality, Samaná province, are controlled.
In this last case, the rapid intervention of the staff of the Provincial Environment Office in Las Terrenas, in coordination with the Las Terrenas Fire Department, allowed the fire to be controlled and prevent its spread to other areas. In other cases, forest fire brigades continue to carry out liquidation, surveillance and monitoring tasks to prevent any reactivation.
Likewise, the Ministry reported that Resolution no. 0030/2026 came into force on Thursday, July 30 and will remain in force until August 31. The provision, of a preventive and temporary nature, establishes that all burning of agricultural or waste areas will require prior authorization from the Ministry of Environment and Natural Resources.
The measure seeks to reduce the risk of forest fires during the period of greatest vulnerability, without limiting the activities that have the corresponding authorization, including those contemplated in forest management plans, industrial activities and other operations previously authorized by the institution.
In this sense, the Ministry urged agricultural producers, land owners and all citizens to comply with the provisions of the resolution, refraining from burning without the corresponding authorization and immediately reporting any column of smoke or signs of fire to the competent authorities.

Durante ambos encuentros se acordó fortalecer lavigilanciaen las zonas de mayor riesgo, incrementar lospatrullajes preventivos, reforzar las labores deinteligenciapara identificar a losresponsables de provocar incendios forestales,fortalecer la aplicación de las medidas administrativas previstas en laLey General sobre Medio Ambiente y Recursos Naturales núm. 64-00, remitir a laProcuraduría Especializada para la Defensa del Medio Ambiente y los Recursos Naturaleslos casos en los que existanindicios de delitosambientales y consolidar unplan permanentede prevención y combate de incendios forestales. "La experiencia operativa y los reportes de nuestros equipos indican que más del 90 % de los incendios forestales que atendemos tienen origen en la acción humana. No podemos normalizar esa realidad. Quien provoca un incendio forestal no solo destruye nuestros bosques; pone en riesgo las fuentes de agua, la biodiversidad, la seguridad de nuestros bomberos forestales y el bienestar de todo el país. Como Estado responderemos con toda la firmeza que permite la ley: aplicaremos las sanciones administrativas establecidas en la Ley General sobre Medio Ambiente y Recursos Naturales núm. 64-00 y en las demás leyes ambientales vigentes, y remitiremos a la Procuraduría Especializada para la Defensa del Medio Ambiente y los Recursos Naturales los casos en los que existan indicios de delitos ambientales, para que se establezcan las responsabilidades y se apliquen las consecuencias previstas por la ley", afirmó el ministro de Medio Ambiente,Paíno Henríquez. El Ministerio informó que losincendios forestales registrados durante los últimos díasen Gajo Escondido, próximo al valle de El Tetero, en el Parque Nacional Armando Bermúdez; Sabana de San Juan, en San José de Ocoa; Corocito y Arroyo Jánico Arriba, en San José de las Matas; Limoncito, en el Parque Nacional Valle Nuevo; y El Portillo, municipio Las Terrenas, provincia Samaná,se encuentran controlados. En este último caso, larápida intervencióndel personal de laOficina Provincial de Medio Ambiente en Las Terrenas, en coordinación con el Cuerpo de Bomberos de Las Terrenas, permitió controlar el incendio y evitar su propagación hacia otras áreas. En los demás casos, las brigadas de bomberos forestales continúan realizandolabores de liquidación, vigilancia y monitoreo para prevenir cualquier reactivación. Asimismo, el Ministerio informó que laResolución núm. 0030/2026entró en vigencia el jueves 30 de julio y permanecerá vigente hasta el 31 de agosto. La disposición, de carácter preventivo y temporal, establece quetoda quema de áreas agrícolas o de residuos requerirá autorización previadel Ministerio de Medio Ambiente y Recursos Naturales. La medida busca reducir el riesgo de incendios forestales durante elperíodo de mayor vulnerabilidad, sin limitar las actividades que cuenten con la autorización correspondiente, incluyendo las contempladas en planes de manejo forestal, actividades industriales y otras operaciones previamente autorizadas por la institución. En ese sentido, el Ministerio exhortó a productores agropecuarios, propietarios de terrenos y a toda la ciudadanía acumplir las disposiciones de la resolución, absteniéndose de realizar quemas sin la autorización correspondiente y reportando de inmediato cualquier columna de humo o indicio de incendio a las autoridades competentes.
