Speech by President Javier Milei at the University of San Martín de Porres in Peru, after receiving the Honoris Causa Doctorate

Good afternoon everyone. It is a pleasure for me to be in Peru, particularly on the day of the inauguration of the new President Keiko Fujimori, to whom I wish a prosperous mandate. His victory is undoubtedly another indication of the inexorable advance of the ideas of freedom in the region.

I want to thank the rector José Antonio Chang Escobedo and the rest of the authorities of the University of San Martín de Porres for this honorary doctorate. It is an honor to be part of the distinguished list of personalities who have been decorated by this prestigious institution. He took this noble recognition as a reward for everything we have achieved in just over two years of government, but also as a responsibility to continue living up to what this historical moment demands.

From our government action, I believe that we are basically making three contributions, one of which we apply every day in our decisions, which is the criterion of morality as a state policy. The other contribution that we are making is our way of understanding the problem of economic growth, basically, days ago together with Dr. Reidel we were disseminating the preliminary of the working paper that has to do with the issues of economic growth where there are basically three contributions. The first contribution is that we show that there can be optimal growth under increasing returns and that this is a solution in an interior solution. Specifically, it was an idea that I had been maturing for many years and that I had expressed it with different applications in one of my recent works called “Capitalism, socialism and the neoclassical trap” and that some parts of the solution of the work required very sophisticated mathematics.

In fact, one of the three contributions is actually an absolutely novel application of Bellman's barriers, for the first time in an economic growth article, to be able to solve this model of increasing returns. The idea of ​​increasing returns is what is behind economic growth. Basically, if you take the series put together by Angus Maddison from the beginning of the Christian era, and you look at the GDP per capita it was practically constant for 1800 years. Specifically, it only rose 40% after the discovery of America. And if you put that into a compound annual growth rate, the world was expanding at a rate of 0.02% annually. That is to say, it took 3,500 years to double GDP per capita.

However, after the industrial revolution we lived in a period where the population had multiplied by 10, the GDP per capita did so by 15 times. That is, the GDP grew 150 times. That in economics, in economic theory, is characterized by what are called increasing returns and the growth rate went from 0.02 to levels of 0.66 in the 9th century, in the 20th century it accelerated again, in the first part it did so at one, in the second part it did so above two and if one looks at what is going on in the 21st century, despite all the atrocities that are occurring, it does so at around three. On the other hand, when you look at the number of years it has taken to double the GDP per capita, as history progresses, the first to achieve it was England and it took almost a century.

However, as time goes by, this is achieved faster and faster. The most emblematic case is China, which basically doubled its GDP per capita in 10 years, because it was growing at rates of 7%. And then it also did it in 7 years, because it managed to accelerate to 10. In other words, what one sees is that the pace of growth, despite the pessimists, is accelerating, and the only thing that could stop this is the State: that is the reality. But what is important is the question of increasing returns; because the counterpart to increasing returns in neoclassical theory is concentrated market structures. And from the point of view of neoclassical theory, neoclassical market structures are not Pareto optimal and therefore bad. And consequently the question that one should ask is how can something be bad, something that caused the population to multiply more than 10 times and the per capita product more than 15 times in almost 250 years; and that extreme poverty would go from levels of 95% to less than 10%. It is a reasonable question: how can we say that something that generated so much well-being and lifted so many people out of poverty is bad?

We set out to answer that question and try to internalize what was failing in the traditional models of economic growth and what we proposed to get out of those traps. Sorry I'm going to get a little neoclassical, today I'm not going to be so Austrian, but it seemed to me that, given the magnitude of the distinction and the mentions of my academic work as an economist, it was worth entering from this side. And then the Austrian will appear, rest assured, you will notice it quickly. But the interesting thing here is that neoclassical models usually have... You have seen the Robinson Crusoe model. The Robinson Crusoe model, Robinson on the one hand decides what to consume, changes his hat, becomes a producer and decides what to produce. So the model has some interesting things, like a first glimpse of a very simple general equilibrium model. But, this extended to more complex models has a series of important difficulties. Specifically, the problem is that when you work with the idea of ​​the invisible hand, but put in Pareto format, that is, in the neoclassical format, where each of the agents guided by their own interest leads to general well-being, in the neoclassical format it requires that each individual is maximizing and if you put it in the mathematical format of maximization, a convex function does not have a maximum. Basically, in that…unless they have a corner solution. In that corner solution, everything would then be in the hands of a single company and we have already tried the solution in the hands of a single individual, it was called communism. It was the State, it couldn't calculate prices, it failed.

So, how is the way to compute this problem? What it seems to us is that this separation, this bipolarity that Mr. Robinson Crusoe shows, has to be resolved within Robinson Crusoe himself. That is, at the moment when Robinson Crusoe decides what to consume, he is also at the same moment deciding how many times to climb the tree to take down coconuts and eat. In that context, what happens? As you consume more, the utility you derive from that consumption is increasing, but proportionally it is smaller. You are having utility, your utility increases, but it increases decreasingly. But, at the same time, to get that additional unit of consumption, you have to deliver more work. That is, they have to provide leisure. And that disutility of leisure as they work more hours, that disutility is increasing. So each unit of consumption that you increase has more utility, but it grows decreasingly. But at the same time that you work more, your utility grows decreasingly, then there comes a time when what you gain for one more unit of consumption is balanced with what you lose for delivering one more unit of leisure. And that moment is the moment where you find the production limit. You are going to be maximizing your utility, even though the format of the production function is increasing, because the problem is what you are providing in terms of leisure. Because to produce they need to work and, therefore, they need to provide leisure. And that allows them to achieve a maximum.

That solves the first problem of having an internal solution, where you can achieve a maximum, but despite having a production function with increasing returns. Because? Because we integrate it into the consumer's decision, and it enters into the utility function, via the utility effect that causes more and more leisure. And that is a static solution. The problem is when they go to a dynamic solution; What the dynamic solution will imply is that it appears in multiple equilibria. And the problem is that you are going to have three equilibria: you are going to have two that are stable and one that is unstable. They are going to have one with a poverty trap, where the population becomes poor; and they are going to have one where the population achieves wealth. Those two equilibria are stable, and there is an intermediate equilibrium that is unstable. So the question is what leads us towards an equilibrium or another equilibrium. So the interesting thing here is what determines the minimum scale: there is a level of capital that determines the minimum scale below which we sink inexorably into poverty. This minimum scale level has an associated level of capital; and that level of capital has two elements associated with it: it has my willingness to work associated with it; If I am lazy - I don't know what word, is lazy used here too? -, Okay, if I'm lazy, in terms of domestic slang I would be lazy, that is, if I don't like working I sink. Friedman said this: we have a society that increasingly punishes those who work and favors those who are lazy. Well that doesn't end well: it's called social justice. Social justice is unfair, because it implies unequal treatment before the law and it also means stealing from one to give to another. Well, that doesn't end well, people in that situation prefer to value leisure. If I'm going to consume anyway, the solution that has more leisure dominates. Well, that in dynamic terms is a disaster.

That is, now you too could be working, but saving little. That is, a society that saves little either because it likes to waste, or because it weighs current consumption, or because its rate of intertemporal preference is too high, such that it looks shortsighted. If you do not transfer consumption to the future, that is, you do not save, you do not accumulate capital, consequently you also sink.

That is to say, the work culture is important and the culture of savings is important. That is, societies that think in the long term and those elements become fundamental. Now, that's one of the parts. So, if I have societies that save little, or societies that basically do not like to work, or populist societies, which is going to bring me down and I give you an example, Argentina, was a developed country at the beginning of the 20th century. When we arrived it was in the middle of the table and we were on our way to becoming Cuba with a stopover in Venezuela. That is what the legacy of populism left us. Populism destroyed the culture of work, it destroyed the culture of savings. So, that has to do with this bad balance. How does one get into good balance? from the cultural battle, promoting the culture of work, the culture of savings, of thinking in the long term, but respect for property rights is also important. We have sent... we have something called the May Pact and the first point of the May Pact is respect for the right of property and you can attack the right of property in two ways, there is one that is very violent and that is very clear, which is the case of taxes. When you collect taxes, I don't like, for example, calling the taxpayer the taxpayer, no, I call the tax payer. Nobody pays taxes voluntarily, they are paid at gunpoint, it is pure coercion. That is, if you don't pay taxes you go to prison. Consequently, that is why they are called taxes. They are not paid voluntarily. There is no such thing as a social contract, that's a lie. They pay them because if not, they go to prison, it's that simple.

That is a way of attacking property rights. The other way to attack property rights is with regulation. For example, suppose that you have a building where you rent apartments, for example, offices. What happens if a politician comes and puts rent control on them, rent control? What is going to happen is what happened in Argentina. An idiot came, imposed a rent control law and cut the amount of rent in half and violently raised the price. In short, that idiot who wanted to defend the most vulnerable left the most vulnerable on the street. Because, since the demand curve slopes downward, only those who were willing to pay more for it got apartments. Consequently, it threw millions of people onto the streets, precisely, with fewer resources, which was what those properties that were at cheaper prices could afford. Or the way to also degrade the price is by letting the quality of the rental housing deteriorate.

Consequently, one of the things we did rather assume was to erase the rental law. Well, the supply doubled and the price fell 30% in real terms, it is one of the measures that worked very, very quickly. Aside from that, why am I quoting this? Because if you have the economy overregulated to the maximum level you can access and reach in terms of GDP per capita, the more you regulate the lower it is. That is to say, the model has a closed solution, but the more they regulate and the more they punish property rights, the lower they can go. So what you are going to see is that those economies that are most overregulated are the ones that grow the least. If you want a very concrete example of that, it is basically the European Union, where every regulation they impose on a daily basis is a trigger for economic growth.

Therefore, this model allows us to find a poverty trap, it allows us to find growth with increasing returns, but without being accused of believing that trees can reach the sky. That is, the model has a closed solution and in order to achieve and determine that closed solution, we innovate. That in reality this, the truth of strict rigor, is the merit of Demian Reidel, my co-author who is a physicist, who found that Bellmann barriers allowed us to solve this problem. So, while all endogenous growth models with increasing yields use patches so that the trees do not grow to the sky, in this model the trees do not grow to the sky because basically what ends up acting as a limiting factor is the loss of leisure. It's as if I were to tell you, which of you is willing to accept a job in which I am going to pay you 120 million dollars per year. Who is willing to take that job? all? Well, I'm going to pay that on December 31st. That is, when the calendar year ends. In other words, we start on January 1st, I pay them on December 31st and it also requires them to work 24 hours a day. How many accept the job now?

They cannot fulfill it factually, it is impossible. Because the level of disutility that they are going to have by giving away all that leisure is that they will die. So the model couldn't give anything. You just had to find the mathematics that would solve it: it is called Bellman barriers.

Therefore, it is interesting because, if you notice, we base our growth strategy on three pillars: on the one hand, on deregulation; secondly, in human capital and, thirdly, in the opening of the economy. But, clearly, the economy had to be stabilized first, the price system had to work first. So, for example, see how important, when we arrive now comes the practical application of the model. When we arrived at the function we found that we had a consolidated fiscal deficit of 15 points of GDP, five in the Treasury and 10 in the Central Bank.

I had campaigned with a chainsaw and promised to close the fiscal deficit in one year. Everyone said it was impossible; Well, not only did we achieve it in one year, thanks to Minister Luis Toto Caputo, the President of the Central Bank Santiago Bausili and who is here today as Chancellor, who at that time was the Secretary of Finance, we closed the fiscal imbalance in one month. We closed the Treasury imbalance in one month; we lower public spending 30%; we reduced ministries by half. So, not only that, but also as the economy began to expand, we lowered taxes and did what no government had ever done in Argentine history, which was to return three points of GDP to the Argentines in lower taxes. And in 6 months we closed the fiscal imbalance of the Central Bank. Therefore, in six months we had made a fiscal adjustment of 15 points of GDP and in what followed it reached 18 points of GDP. That is to say, we made an adjustment that returned 100 billion dollars to the private sector. So, it is not magic that poverty has fallen. Poverty when we arrived, let's be honest, was 57% on a monthly basis; today it is 29%. That is, we lifted 14 million Argentines out of poverty. Indigence was 20%, today it is 6% and, basically, we had 70% of poor children and today it is 42.

Clearly there is a long way to go, but we have moved in the right direction. Not only because of what we achieved in terms of the drop in poverty and indigence and child poverty, but also the inflation that when we arrived was running at one and a half a day. I wish the less than lucid predecessor I had knew how to calculate the compound interest of how much one and a half a day is. Does anyone have a calculator so that person can realize when they say that 17 thousand percent per year was impossible? I mean, because he was running right next to him. In fact, wholesale inflation was 54% monthly, that is 17 thousand annualized.

I don't know the 54, but clearly... we had four monetary bases maturing in one day; We had the equivalent of debt in pesos for 10 monetary bases maturing in less than 30 days; We had a monetary imbalance that was double the Rodrigazo, which implied multiplying inflation by six from one moment to the next, and that would have implied multiplying it by 12; We had a Central Bank bankruptcy worse than the one we had before Alfonsín's hyperinflation in '89; and we had worse social indicators than in 2001. Next to that, hell seemed like a comfortable place.

But what is important about this? That we returned 18 points of GDP to the private sector. And that is equivalent to having increased savings. And this is also important, because when we had to make the adjustment, if you do it expecting future growth to come and you do it by taking on debt, it means charging taxes to future generations, you would be passing the bill for today's party to your children, your grandchildren, and people who perhaps have not yet been born, which is deeply immoral. Raising taxes curtails freedom, it is also deeply immoral. Therefore, what we did is lower public spending and gave freedom back to the people.

And it works. Because today the inflation rate in Argentina is around 30%, and we will continue to maintain our tough fiscal policy. Yesterday the Managing Director of the International Monetary Fund, Kristalina Georgieva, came and before meeting with part of the team, she was with her staff and we were with a large part of the government team, and beforehand she was in my office. Do you know what's in my office, on the table where I work? A chainsaw. Look if I have a commitment to fiscal balance.

Not only that, tomorrow when I return to Buenos Aires I will start writing the speech that I am going to give on Cadena Nacional on Thursday, where I explain the reform of the Central Bank, where basically the Central Bank will once again have as its fundamental mission, preserving the value of the currency. This past Sunday I published an article in a newspaper called Clarín and the title was 12 trillion, well, a 20-figure number. That is, about 13 trillion. Well, that is the inflation that Argentina had from 1935 until today. What's more, when Argentina left convertibility and said that this time it was going to be different and that they were going to manage the Central Bank with criteria of prudence, efficiency and I don't know what else, we accumulated 168 thousand percent of inflation. Well, we are going to end 91 years of scam and not only that, because it will once again be the function of the Central Bank to preserve the value of the currency, it will be prohibited to directly or indirectly finance the treasury, it is considered a scam and since it is considered a scam it will be an illicit association, for which the president of the Central Bank and the board of directors, the Executive branch and deputies and senators who approve budgets that imply fiscal deficits financed with monetary emission will go to prison. Because it's a fake. Counterfeiting money is a criminal offense and cannot be released from prison. Therefore, those who decide to violate the fiscal balance will end up in prison.

Naturally we are also going to take care of the independence of the Central Bank, shielding the Central Bank authorities. Today it requires two-thirds of the Senate to remove an official. You will need two thirds of the Senate and two thirds of the Chamber of Deputies. Therefore, when a politician comes and wants to oust the president of the Central Bank at will, he will not be able to. Therefore, the Central Bank is going to be armed with enough power to resist any political attack, we are going to annihilate inflation once and for all, we are going to put an end to that sinister theft that is the issuance of money without backing.

In addition, this law also has some characteristics about prohibiting non-transferable bills and that only genuine profits can be distributed, only to pay debt. That is to say, the Central Bank that scams is over. And at the same time we are returning the savings: that favors the accumulation of capital.

The other has to do with the work culture: we have never stopped fighting the cultural battle but the most interesting thing is the experience from Capital Humano: from Capital Humano our intention was always that social policy had to stop being about giving fish to people and teaching them how to fish. In fact, Milton Friedman's famous Chicago phrase, “there is no such thing as a free lunch,” is a reflection or reference taken from the Torah. Free fish was Egypt, free fish was slavery: we do not want slave citizens, we want free citizens. And that is why we changed the format of social policy. That's why it stopped being a ministry... what was the Ministry called before, what was it called? but no, before it was, one era was of well-being, another… social security, no, it is called Human Capital. That alone worships Gary Becker. But not only that, we, recently the Minister of Human Capital took a piece of property and reached an agreement with companies to revalue that property and training on trades is carried out on that property. What is interesting? When Minister Pettovello arrived at the function, basically people asked her for social plans, today people ask her for jobs. That is to say, we are getting out of the filthy equilibrium in which we were sinking into poverty. People want to work, people want to live with dignity, people stopped being slaves, people want to be free and that will lead us to a good balance.

Not only that, the other part is deregulation. Minister Sturzenegger has already deregulated 16,500 reforms, 16,500 deregulations, he removes 17 regulations per day. That is to say, it is the machine of freedom, it is the machine of increasing returns: that is what will generate growth. Ultimately, increasing returns were what Adam Smith called the pin factory, given the division of labor. And that division of labor was limited by the size of the market.

This is very interesting, because if you set increasing returns the limit they would have today, what is it? The size of the market. And the way to implement more increasing returns, that is, more growth, is to enlarge the market. And what are we doing? We are opening the Argentine economy. Today the Argentine economy, given its income level, is the most closed in the world, it has an openness coefficient of less than 30% and should have one of 90%. And that is why, after 25 years, a liberal President had to arrive for Mercosur to move and obtain the agreement with the European Union. Not only that, we have an agreement with the United States, we have an agreement with EFTA, we are signing the Trans-Pacific Partnership, we are opening the Argentine economy, we are promoting increasing returns. So savings, hard work and capitalism. And that generates prosperity.

And the question is, are we still not talking about growth? Well, Argentina has not grown since the year, it has not grown since 2011. If you take the 100 years before we came to power, the average growth rate was 1%. Argentina has been growing for 26 consecutive months. Argentina, if we take the monthly estimator of economic activity, which is an approximation of the monthly GDP in seasonally adjusted terms, Argentina grew 10% in the first two years. In reality, almost 11. That is to say, we are quintupling the growth rate of what we had 100 years ago.

That is, the model is working. But not only that: there is something very interesting too. Well, but what do this year's numbers say so we can start thinking ahead? Because someone could say: "well, you are at historical maximum GDP levels, historical maximum consumption, historical maximum exports. But the GDP of the first quarter grew 2.3%." Last year we had a very strong political attack, where Congress sent 40 laws aimed at breaking the macroeconomic balance; attempted a coup d'état with seven impeachment attempts; They also spread terror in the streets; And not only that, but also in complicity, businessmen, that is, prebendary businessmen, media outlets, corrupt journalists, professionals who are hitmen of evil, worked to make everything blow up. It didn't go well for them because we won the election 41 to 24, that is, we beat Kirchnerism 41 to 24. That, if it had been a presidential one, would imply winning in the first round. That thanks to the work of my sister who created a party. Look: in Argentina creating a party can take more or less 7, 8 years; my sister created 24 parties in 6 months, one for each district; and of the 24 districts we won in 16. Wow, the pastry chef really knows how to do things. I say that because it is a derogatory nickname that a political leader gave her, but it seems that he could not have the success that she is having with painting the country purple.

But aside from that, the seasonally adjusted GDP rate was 07, that annualized gives three now. If you notice, this occurred with a sharp drop in investment as a result of the political attack we had last year. If investment had remained constant instead of falling, the GDP would be expanding at 4%, if it had done so as it did throughout the 21st century it would be at 5%, and if it had done as it is doing during our government the economy would expand at 7%. Furthermore, this number is consistent with the fact that Argentina with a country risk of 500 basis points could grow to 7%. Today the Country Risk in Argentina is around 400. If we achieve re-election, because the Country Risk of this administration is around 50 basis points, Argentina will be able to grow very strongly, it will, without a doubt, double its GDP in 10 years and quadruple it in 20. Argentina will stop being a story of failure and Argentina will be great again.

But, basically, someone can be worried about the situation and I tell them “look, the situation is also going to improve.” First because exports grow five times faster than GDP. I mean, in case you want to look at it from the demand side, no. On the other hand, real wages grew again, which will boost consumption. As inflation falls, retirements and pensions in real terms increase, therefore, this also drives consumption. Furthermore, in terms of investment, we have the large investment regime that has approved 45 billion dollars, but there are already announcements for 150 billion dollars. Therefore, we are going to have a large amount of investments.

Not only that, but we are also putting out to tender all the road infrastructure, with which we will also have a strong boost in all infrastructure works, but done by the private sector. And also the drop in the interest rate and the reduction in taxes, that will also generate a large amount of value. Consequently, all the conditions are in place for Argentina to have a great performance. And that derives from the way in which decisions are made. Which is the other contribution we have, which is morality as a state policy.

We make decisions based on ethical and moral criteria and that is the decision-making matrix. And that is above economic efficiency and economic efficiency is above political utility. When you make policies that are fair, those policies are also efficient. It is false that something that is unfair can be efficient: if something is fair, it is also efficient and if it is efficient it must be inexorably fair. There is a beautiful work by Professor Jesús Huerta de Soto called “The Theory of Dynamic Efficiency”.

And when you take fair measures, which are also efficient, that will later lead to votes. What are the four pillars on which we are based? first, about Greek philosophy. That is, the conception of man in Greek philosophy. We base ourselves on Roman law. We are great promoters of natural rights. What's more, when we talk about efficiency, instead of using the Paretian criterion, we propose it with the Hans-Hermann-Hoppe criterion, where if you respect natural rights, you respect the right to life, liberty, and property, that is, you have Locke's principle of appropriation and the principle of non-aggression, with these elements you derive optimality without having to resort to topological structures to make the mathematical demonstration.

And, furthermore, we have a position aligned with the Stoics. My favorite example is always King Solomon: King Solomon was a Stoic. Because when the kingdom arrives, it asks the Creator, basically it asks for wisdom to be able to distinguish good from evil; He asks for courage to be able to choose the good; He asks for temperance to stay on the path of good. And when you reach a position of power, the criterion of justice, of acting fairly, is important. When you do that, the economic policies are fair, therefore, they are efficient and that will sooner or later bring the votes. Now, when you start from the politician's efficiency in capturing votes, that leads to economic inefficiency and therefore injustice and ends badly.

And the last point is, we did not invent anything either, it was already in the tables of the law. It was in the commandments that the Creator gave to Moses on Mount Sinai, when he came down from the mountain and there were the ten commandments. In fact, in the first commandment, I am quoting the Exodus, when the Creator gives you the 10 commandments, what the first commandment does is a declaration of freedom. He tells him: “I am your God, the one who brought you out of the house of slavery, the one who brought you out of Egypt.” That is, the first commandment declared freedom.

The commandments also include you shall not kill, that is, respect for life. You will not steal, respect for property. Do not bear false testimony. It would be good for journalists to take that reflection, but they like to defend those on the left more, who give them money.

Therefore, if you embrace Jewish Christian values, you will derive policies that are fair and those fair policies are efficient and will lead to maximization of economic growth and, therefore, will bring prosperity and that prosperity will also bring you electoral support.

However, when you take the anti-values, which are envy, hatred, resentment, that is, everything about what goes to the left, the natural thing to embrace that sinister ideology, created by a declared Satanist, what it will generate is what it always generated: misery, hatred, hunger, war.

Therefore, it is clear what the choice should be: it is Greek philosophy, Roman law, natural law, Stoics and Judeo-Christian values. If you make decisions based on those elements, you will bring prosperity and let's go... We were expelled from paradise, we cannot return to paradise, but we can make paradise return to earth. There is that not only in Judaism, but in Christianity. In fact, the Lord's Prayer himself says "Your will be done, on earth as it is in heaven. Your kingdom come." We cannot return to paradise because we were expelled, but we can do things that replicate paradise. If we respect the table of the law, paradise will come to us, prosperity will come to us, therefore, we will live better and in peace. Thanks a lot.

Tomó este noble reconocimiento como una recompensa por todo lo que hemos logrado en poco más de dos años de gobierno, pero también como una responsabilidad de seguir estando a la altura de lo que este momento histórico demanda. Nosotros desde nuestra acción de gobierno, creo que estamos haciendo básicamente tres aportes, uno lo aplicamos todos los días en nuestras decisiones, que es el criterio de la moral como política de estado. La otra contribución que estamos haciendo es nuestra forma de entender la problemática del crecimiento económico, básicamente, días atrás junto al doctor Reidel estuvimos difundiendo el preliminar del working paper que tiene que ver con las cuestiones de crecimiento económico donde básicamente hay tres contribuciones. La primer contribución es que demostramos que puede haber crecimiento óptimo bajo rendimientos crecientes y que eso es una solución en una solución interior. Concretamente, era una idea que yo venía madurando hace muchos años que la había plasmado con distintas aplicaciones en uno de mis recientes trabajos que se llama “Capitalismo socialismo y la trampa neoclásica” y que algunas partes de la solución del trabajo requería de una matemática muy sofisticada. De hecho, una de las tres contribuciones es propiamente una aplicación absolutamente novedosa de las barreras de Bellman, por primera vez en un artículo de crecimiento económico, para poder resolver este modelo de rendimientos crecientes. La idea de los rendimientos crecientes es lo que está detrás del crecimiento económico. Básicamente, si ustedes toman las series armadas por Angus Maddison desde el inicio de la era cristiana, y ustedes miran el PBI per cápita estuvo prácticamente constante durante 1800 años. Concretamente, solamente subió 40% después del descubrimiento de América. Y si ustedes eso lo pusieran en tasa de crecimiento anual compuesto, el mundo se expandía una tasa del 0,02% anual. Es decir que para lograr duplicar el PBI per cápita se necesitaban 3500 años. Sin embargo, luego de la revolución industrial vivimos un periodo donde la población habiéndose multiplicado por 10, el PBI per cápita lo hizo por 15 veces. Es decir, el PBI creció 150 veces. Eso en economía, en la teoría económica, se caracteriza por lo que se llaman rendimientos crecientes y la tasa de crecimiento pasó de 0,02 a niveles del 0,66 en el siglo IXX, en el siglo XX volvió a acelerar, en la primera parte lo hizo al uno, en la segunda parte lo hizo arriba del dos y si uno mira lo que va del Siglo XXI, a pesar de todas las atrocidades que van ocurriendo, lo hace en torno al tres. Por otra parte, cuando ustedes miran la cantidad de años que se han necesitado para duplicar el PBI per cápita, conforme avanza la historia, el primero que lo logró fue Inglaterra y le mando prácticamente un siglo. Sin embargo, conforme va pasando el tiempo, eso se logra cada vez más rápido. El caso más emblemático es China que básicamente duplicó su PBI per cápita en 10 años, porque crecía a tasas del 7%. Y después también lo hizo en 7 años, porque logró acelerar al 10. Es decir que lo que uno ve es que el ritmo de crecimiento, pese a los pesimistas, se está acelerando, y lo único que podría frenar esto es el Estado: esa es la realidad. Pero lo importante es la cuestión de los rendimientos crecientes; porque la contraparte de los rendimientos crecientes en la teoría neoclásica son las estructuras de mercado concentradas. Y desde el punto de vista de la teoría neoclásica las estructuras de mercado neoclásicas no son óptimas de Pareto y por ende son malas. Y consecuentemente la pregunta que uno debería hacerse es cómo puede ser algo malo, algo que hizo que en casi 250 años se multiplicará más de 10 veces la población y más de 15 veces el producto per cápita; y que la pobreza extrema pasara de niveles del 95% a menos del 10%. Es una pregunta razonable: ¿cómo podemos decir que es malo algo que generó tanto bienestar y sacó a tantas personas de la pobreza? Nosotros nos propusimos responder esa cuestión y tratar de internalizar qué era lo que estaba fallando en los modelos tradicionales de crecimiento económico y que era lo que nosotros proponíamos para salir de esas trampas. Perdón que me voy a poner un poco neoclásico, hoy no voy a estar tan austríaco, pero me pareció que, dado la magnitud de la distinción y las menciones a mi trabajo académico como economista, valía la pena entrar por este lado. Y, después va a aparecer el austriaco quédense tranquilos, lo van a percibir rápidamente. Pero lo interesante aquí, es que los modelos neoclásicos suelen tener… Ustedes han visto el modelo de Robinson Crusoe. El modelo de Robinson Crusoe, Robinson por un lado decide que consumir se cambia el bonete, se ponen de productor y decide qué producir. Entonces, el modelo tiene algunas cosas interesantes, como una primera visión de un modelo de equilibrio general muy simple. Pero, eso extendido a modelos más complejos tiene una serie de dificultades importantes. Concretamente, el problema radica es que cuando ustedes trabajan con la idea de la mano invisible, pero puesta en formato Pareto, es decir en el formato neoclásico, donde cada uno de los agentes guiados por su propio interés conduce al bienestar general, en el formato neoclásico requiere que cada individuo esté maximizando y si ustedes lo ponen en el formato matemático de la maximización, una función convexa no tiene un máximo. Básicamente, en ese… salvo que tengan una solución de esquina. En esa solución de esquina tendrían que entonces todo quedaría en mano de una sola empresa y ya probamos también la solución en las manos de un solo individuo, se llamó comunismo. Era el Estado, no podía calcular precios, fracasó. Por lo tanto, ¿cómo es la forma de computar este problema? Lo que a nosotros nos parece es que esa separación, esa bipolaridad que muestra el señor Robinson Crusoe, se tiene que resolver dentro del propio Robinson Crusoe. Es decir, en el momento en que Robinson Crusoe decide qué consumir, también al mismo momento está decidiendo cuántas veces se sube al árbol para bajar cocos y comer. En ese contexto ¿qué es lo que sucede? En la medida que ustedes van consumiendo más, la utilidad que derivan de ese consumo es cada vez mayor, pero proporcionalmente es menor. Ustedes van teniendo utilidad, su utilidad sube, pero sube decrecientemente. Pero, al mismo tiempo, para conseguir esa unidad adicional de consumo, ustedes tienen que entregar más trabajo. Es decir, tienen que entregar ocio. Y esa desutilidad del ocio conforme van trabajando más horas, esa desutilidad es cada vez mayor. Entonces ustedes cada unidad de consumo que suben tienen más utilidad, pero crece decrecientemente. Pero al mismo tiempo que van trabajando más la de su utilidad crece decrecientemente, entonces llega un momento que lo que ustedes ganan por una unidad más de consumo queda equilibrado con lo que pierden por entregar una unidad más de ocio. Y ese momento es el momento donde ustedes se encuentran el límite de producción. Ustedes van a estar maximizando su utilidad, a pesar que el formato de la función de producción sea creciente, porque el problema es lo que ustedes están entregando en materia de ocio. Porque para producir necesitan trabajar y, por ende, necesitan entregar ocio. Y eso les permite conseguir un máximo. Eso resuelve el primer problema de tener una solución interior, donde ustedes pueden conseguir un máximo, pero a pesar de tener una función de producción con rendimientos crecientes. ¿Por qué? Porque lo integramos adentro de la decisión del consumidor, e ingresa dentro de la función de utilidad, vía el efecto de la utilidad que causa poner cada vez más ocio. Y eso es una solución estática. El problema es cuando van a una solución dinámica; la solución dinámica lo que va a implicar es que aparece en equilibrios múltiples. Y el problema es que ustedes van a tener tres equilibrios: van a tener dos que son estables y uno que es inestable. Van a tener uno con trampa de pobreza, donde la población se vuelve pobre; y van a tener uno donde la población alcanza la riqueza. Esos dos equilibrios son estables, y hay un equilibrio intermedio que es inestable. Entonces la pregunta es qué nos lleva hacia un equilibrio o hacia otro equilibrio. Entonces acá lo interesante es qué es lo que determina la escala mínima: hay un nivel de capital que determina la escala mínima debajo del cual nos hundimos en la pobreza inexorablemente. Ese nivel de escala mínima tiene asociado un nivel de capital; y ese nivel de capital tiene asociados dos elementos: tiene asociado mi voluntad de trabajar; si yo soy un vago - no sé qué palabra, ¿se usa vago acá también? -, Okay, si soy un perezoso, en términos de slang domésticos sería vago, es decir si no me gusta trabajar me hundo. Esto lo decía Friedman: tenemos una sociedad que cada vez castiga más el que trabaja y favorece al vago. Bueno eso no termina bien: se llama justicia social. La justicia social es injusta, porque implica un trato desigual frente a la ley y además es robarle a uno para dar a otro. Bueno, eso no termina bien, la gente frente a esa situación prefiere valorar el ocio. Si voy a consumir de todas maneras, la solución que tiene más ocio domina. Bueno, eso en términos dinámicos es un desastre. Es decir, ahora también ustedes podrían estar trabajando, pero ahorrar poco. Es decir, una sociedad que ahorra poco o porque le gusta despilfarrar, o porque pondera el consumo presente, o porque su tasa de preferencia intertemporal es demasiada alto, tal que luce como un miope. Si ustedes no trasladan consumo al futuro, es decir no ahorran, no acumulan capital, consecuentemente también se hunden. Es decir, que es importante la cultura del trabajo y es importante la cultura del ahorro. Es decir, sociedades que piensen en el largo plazo y esos elementos se vuelven fundamentales. Ahora, eso es una de las partes. Entonces, si yo tengo sociedades que ahorran poco, o sociedades que básicamente no les gusta trabajar, o sociedades populistas, lo que va a hacer hundirme y les doy un ejemplo, Argentina, era un país desarrollado a inicios del siglo XX. Cuando nosotros llegamos estaba de la mitad de la tabla para abajo e íbamos camino a convertirnos Cuba con escala en Venezuela. Eso es lo que nos dejó el legado del populismo. El populismo destruyó la cultura del trabajo, destruyó la cultura del ahorro. Entonces, eso tiene que ver con este equilibrio malo. ¿Cómo uno entra al equilibrio bueno? desde la batalla cultural, promoviendo la cultura del trabajo, la cultura del ahorro, de pensar en el largo plazo, pero también es importante el respeto del derecho propiedad. Nosotros hemos enviado… tenemos algo que se llama el Pacto de Mayo y el primer punto del Pacto de Mayo es el respeto al derecho de propiedad y el derecho de propiedad ustedes lo pueden atacar de dos maneras, hay una que es bien violenta y que es muy clara, que es el caso de los impuestos. Cuando ustedes cobran impuestos, a mí no me gusta por ejemplo decirle contribuyente al pagador de impuestos, no, yo le digo pagador de impuestos. Nadie paga los impuestos voluntariamente, se pagan a punta de pistola, es coacción pura. Es decir, si ustedes no pagan los impuestos van presos. Consecuentemente, por eso se llaman impuestos. No se pagan voluntariamente. No hay tal cosa como un contrato social, es mentira. Los pagan porque si no, van presos, es así de simple. Esa es una forma de atacar al derecho de propiedad. La otra forma de atacar al derecho propiedad es con una regulación. Por ejemplo, supongan que ustedes tienen un edificio donde se dedican a arrendar departamentos, por ejemplo, oficinas. ¿Qué pasa si viene un político y les pone un control de alquileres, un control de rentas? Lo que va a pasar, es lo que pasó en Argentina. Vino un imbécil, puso una ley de control de alquileres y se retrajo a la mitad la cantidad de alquileres y subió violentamente el precio. En definitiva, ese imbécil que quería defender a los más vulnerables dejó en la calle a los más vulnerables. Porque, dado que la curva de demanda tiene pendiente negativa, solamente consiguieron departamentos aquellos que estaban dispuestos a pagar más por eso. Consecuentemente, tiró a la calle a millones de personas, justamente, con menos recursos, que era lo que podían pagar aquellas propiedades que estaban a precios más baratos. O la forma de degradar también el precio es dejando que se deteriore la calidad de la vivienda en alquiler. Consecuentemente, una de las cosas que nosotros hicimos más bien asumimos fue borrar la ley de alquileres. Bueno, se duplicó la oferta y cayó 30% el precio en términos reales, es una de las medidas que funcionaron mucho, muy rápido. Al margen de eso, ¿por qué cito esto? Porque si ustedes tienen la economía sobre regulada al nivel máximo al que pueden acceder y llegar de PBI per cápita, cuanto más regulan es más bajo. Es decir, el modelo tiene una solución cerrada, pero cuanto más regulan y más castigan el derecho de propiedad, a lo que pueden llegar es más bajo. Entonces ustedes lo que van a ver que aquellas economías que están más sobre reguladas son las que menos crecen. Si quieren un ejemplo muy concreto de eso es básicamente la Unión Europea, donde cada regulación que imponen a diario es un disparo el crecimiento económico. Por lo tanto, este modelo permite encontrar trampa de pobreza, permite encontrar crecimiento con rendimientos crecientes, pero sin que nos acusen de creer que los árboles pueden llegar hasta el cielo. Es decir, el modelo tiene una solución cerrada y para poder conseguir y determinar esa solución cerrada, innovamos. Que en realidad esto, la verdad de estricto rigor, es mérito de Demian Reidel, mi coautor que es físico, que encontró que las barreras de Bellmann permitían resolver ese problema. Entonces, mientras que todos los modelos de crecimiento endógeno con rendimientos crecientes utilizan parches para que los árboles no crezcan hasta el cielo, en este modelo los árboles no crecen hasta el cielo porque básicamente lo que termina actuando como factor limitante es la pérdida de ocio. Es como si yo les dijera, quién de ustedes está dispuesto a aceptar un trabajo en el cual le voy a pagar 120 millones de dólares por año. ¿Quién está dispuesto a tomar ese trabajo? ¿todos? Bueno, eso yo se lo voy a pagar el 31 de diciembre. Es decir, cuando termina el año calendario. O sea, arrancamos el primero de enero, se los pago el 31 de diciembre y además requiere que trabajen 24 horas por día. ¿Cuántos aceptan ahora el trabajo? No lo pueden cumplir fácticamente, es imposible. Porque el nivel de desutilidad que van a tener entregando todo ese ocio es que se mueren. Entonces el modelo no podía dar cualquier cosa. Solamente había que encontrar la matemática que lo resolviera: se llama barreras de Bellman. Por lo tanto, es interesante porque, si ustedes se fijan, nosotros basamos nuestra estrategia de crecimiento en tres pilares: por un lado, en la desregulación; en segundo lugar, en el capital humano y, tercero, en la apertura de la economía. Pero, claramente, antes había que estabilizar la economía, antes tenía que funcionar el sistema de precios. Entonces, por ejemplo, vean qué importante, nosotros cuando llegamos ahora viene la aplicación en la práctica del modelo. Cuando nosotros llegamos a la función nos encontramos que teníamos un déficit fiscal consolidado de 15 puntos del PBI, cinco en el Tesoro y 10 en el Banco Central. Yo había hecho campaña con una motosierra y prometía cerrar el déficit fiscal en un año. Todo el mundo decía que era imposible; bueno, nosotros no solo que lo logramos en un año, gracias al Ministro Luis Toto Caputo, el Presidente del Banco Central Santiago Bausili y quien está hoy aquí como Canciller, que en aquel momento era el secretario de Finanzas, cerramos el desequilibrio fiscal en un mes. Cerramos el desequilibrio del Tesoro en un mes; bajamos el gasto público 30%; redujimos los ministerios a la mitad. Entonces, no solo eso, sino que además en la medida que la economía se empezó a expandir, bajamos los impuestos e hicimos lo que nunca hizo ningún gobierno en la historia argentina que fue devolverle a los argentinos tres puntos del PBI en baja de impuestos. Y en 6 meses cerramos el desequilibrio fiscal del Banco Central. Por lo tanto, en seis meses habíamos hecho un ajuste fiscal de 15 puntos del PBI y en lo que subsiguió llegó a 18 puntos del PBI. Es decir que nosotros hicimos un ajuste que le devolvimos al sector privado 100.000 millones de dólares. Entonces, no es magia que haya caído la pobreza. La pobreza cuando llegamos, que la sinceramos, era del 57% en la frecuencia mensual; hoy es del 29%. Es decir, sacamos a 14 millones de argentinos de la pobreza. La indigencia que era del 20%, hoy es del 6% y, básicamente, teníamos 70% de los niños pobres y hoy es 42. Claramente falta mucho, pero hemos avanzado en la dirección correcta. No solo porque lo que logramos en términos de caída de pobreza e indigencia y pobreza infantil, sino que, además, la inflación que cuando nosotros llegábamos corría al uno y medio diario. Ojalá, el poco lúcido antecesor que tuve, supiera calcular el interés compuesto de cuánto es uno y medio diario. ¿Alguien tiene una calculadora para que esa persona se dé cuenta cuando dice que 17 mil por ciento anual era imposible? Digo, porque le venía corriendo ahí al lado. De hecho, la inflación mayorista dio 54% mensual, eso anualizado la 17 mil. No sé el 54, pero sí claramente… nosotros teníamos cuatro bases monetarias venciendo en un día; teníamos el equivalente en deuda en pesos por 10 bases monetarias venciendo a menos de 30 días; teníamos un desequilibrio monetario que era el doble del Rodrigazo, que implicó multiplicar por seis la inflación de un momento para el otro, y eso hubiera implicado multiplicarlo por 12; teníamos una quiebra del Banco Central peor que la que teníamos en la previa a la hiperinflación de Alfonsín en el 89; y teníamos indicadores sociales peores que lo del 2001. Al lado de eso el infierno parecía un lugar confortable. Pero ¿qué es lo importante de esto? Que le devolvimos al sector privado 18 puntos del PBI. Y eso es equivalente a haber aumentado el ahorro. Y esto también es importante, porque cuando tuvimos que hacer el ajuste, si ustedes lo hacen esperando que que venga el crecimiento futuro y lo hacen tomando deuda, es cobrar impuestos a las generaciones futuras, usted le estaría pasando la cuenta de la fiesta de hoy a sus hijos, a sus nietos, y gente que quizás todavía no nació, lo cual es profundamente inmoral. Subir los impuestos cercena la libertad, también es profundamente inmoral. Por lo tanto, lo que nosotros hicimos es bajar el gasto público le devolvimos libertad a la gente. Y funciona. Porque hoy la tasa de inflación en Argentina está en torno al 30%, y vamos a seguir manteniendo nuestra política fiscal dura. Ayer vino la Directora Gerente del Fondo Monetario Internacional, Kristalina Georgieva, y antes de reunirse con parte del equipo, ella estaba con su staff y nosotros gran parte del equipo de gobierno, y previo estuvo en mi despacho. ¿Saben qué hay en mi despacho, en la mesa donde yo trabajo? Una motosierra. Miren si tengo compromiso con el equilibrio fiscal. No solo eso, mañana que vuelvo a Buenos Aires me pongo a escribir el discurso que voy a dar en Cadena Nacional el jueves, donde explico la reforma del Banco Central, donde básicamente el Banco Central va a volver a tener como misión fundamental, preservar el valor de la moneda. Este domingo que pasó publiqué un artículo en un diario que se llama Clarín y el título era 12 trillones, Bueno, un número de 20 cifras. O sea, cerca de 13 trillones. Bueno, esa es la inflación que tuvo Argentina desde 1935 hasta hoy. Es más, cuando Argentina dejó la convertibilidad y dijo que esta vez iba a ser diferente y que iban a manejar el Banco Central con criterios de prudencia, eficiencia y no sé qué más, acumulamos 168 mil por ciento de inflación. Bueno, vamos a terminar con 91 años de estafa y no solo eso, porque va a volver a ser la función del Banco Central preservar el valor de la moneda, va a estar prohibido financiar de manera directa o indirectamente al fisco, se lo considera una estafa y al ser considerado una estafa va a ser una asociación ilícita, por lo cual van a ir presos el presidente del Banco Central y el directorio, el poder Ejecutivo y diputados y senadores que aprueben presupuestos que implique déficit fiscal financiados con emisión monetaria. Porque es una falsificación. La falsificación de dinero es un delito penal y además no excarcelable. Por lo tanto, aquellos que decidan violar el equilibrio fiscal van a terminar presos. Naturalmente también vamos a cuidar la independencia del Banco Central, blindando a las autoridades del Banco Central. Hoy requiere dos tercios del Senado para remover a un funcionario. Va a necesitar dos tercios del Senado y dos tercios de la Cámara de Diputados. Por lo tanto, cuando venga un político y quiera a su antojo echar al presidente del Banco Central, no va a poder. Por lo tanto, el Banco Central va a estar armado con el poder suficiente como para resistir cualquier embate político, vamos a aniquilar de una vez por todas la inflación, vamos a terminar con ese robo siniestro que es la emisión de dinero sin respaldo. Además, esta ley también tiene algunas características sobre prohibir letras intransferibles y que solamente se puedan distribuir utilidades genuinas, solo para pagar deuda. Es decir, se terminó el Banco Central que estafa. Y al mismo tiempo estamos devolviendo el ahorro: eso favorece la acumulación de capital. Lo otro tiene que ver con la cultura del trabajo: nosotros no hemos dejado de dar nunca la batalla cultural pero lo más interesante es la experiencia desde Capital Humano: desde Capital Humano siempre nuestra intención fue que la política social tenía que dejar de ser de regalarle el pescado a la gente y enseñarle a pescar. De hecho, la frase tan famosa en Chicago de Milton Friedman, “no hay tal cosa como un almuerzo gratis”, es una reflexión o una referencia tomada en torno a la Torá. El pescado gratis era Egipto, el pescado es gratis era la esclavitud: nosotros no queremos ciudadanos esclavos, nosotros queremos ciudadanos libres. Y por eso cambiamos el formato de la política social. Por eso dejó de ser ministerio… ¿cómo se llamaba antes el Ministerio, como era que se llamaba? pero no, antes era, una época fue de bienestar, otra… seguridad social, no, se llama de Capital Humano. Ya solamente eso rinde culto a Gary Becker. Pero no solo eso, nosotros, recientemente la Ministra de Capital Humano tomó un predio y se puso de acuerdo con empresas para revalorizar ese predio y en ese predio se hacen capacitaciones sobre oficios. ¿Qué es lo interesante? Cuando la Ministra Pettovello llegó a la función, básicamente la gente le pedía planes sociales, hoy la gente le pide trabajo. Es decir, estamos saliendo del equilibrio inmundo en el cual nos hundíamos en la pobreza. La gente quiere trabajar, la gente quiere vivir dignamente, la gente dejó de ser esclava, la gente quiere ser libre y eso nos va a llevar al equilibrio bueno. No solo eso, la otra parte es la desregulación. El Ministro Sturzenegger ya lleva desregulada 16.500 reformas, 16.500 desregulaciones, quita 17 regulaciones por día. Es decir, es la máquina de la libertad, es la máquina de los rendimientos crecientes: eso es lo que va a generar el crecimiento. En el fondo los rendimientos crecientes eran lo que Adam Smith llamaba la fábrica alfileres, dada la división del trabajo. Y esa división del trabajo estaba limitada por el tamaño del mercado. Esto es muy interesante, porque si ponen los rendimientos crecientes el límite que tendrían hoy, ¿cuál es? El tamaño del mercado. Y la forma de implementar más rendimientos crecientes, es decir más crecimiento, es agrandando el mercado. Y ¿qué es lo que estamos haciendo? Estamos abriendo la economía argentina. Hoy la economía argentina, dado su nivel de ingreso, es la más cerrada del mundo, tiene un coeficiente de apertura de menos del 30% y debería tener uno del 90%. Y por eso, después de 25 años, tuvo que llegar un Presidente liberal para que el Mercosur se moviera y obtuviera el acuerdo con la Unión Europea. No solo eso, tenemos un acuerdo con Estados Unidos, tenemos un acuerdo con EFTA, estamos firmando el Acuerdo del Transpacífico, estamos abriendo la economía argentina, estamos potenciando los rendimientos crecientes. Entonces ahorro, trabajo duro y capitalismo. Y eso genera prosperidad. Y la pregunta es, ¿pero todavía no hablamos de crecimiento? bueno, Argentina no crece desde el año, no crecía desde el año 2011. Si ustedes toman los 100 años previos a que nosotros llegáramos al poder, la tasa de crecimiento promedio fue del 1%. Argentina lleva 26 meses seguidos creciendo. Argentina, si tomamos el estimador mensual de la actividad económica, que es un aproxy del PBI mensual en términos desestacionalizados, Argentina en los dos primeros años creció 10%. En realidad, casi 11. Es decir, que estamos quintuplicando la tasa de crecimiento de la que traíamos hace 100 años. Es decir, el modelo está funcionando. Pero no solo eso: hay algo muy interesante también. Bueno, pero ¿qué dicen los números de este año para poder empezar a pensar hacia adelante? Porque alguien podría decir: “bueno estás en niveles de PBI máximo histórico, máximo histórico de consumo, máximo histórico de exportaciones. Pero el PBI del primer trimestre creció 2,3%”. Nosotros el año pasado tuvimos un embate político muy fuerte, donde el Congreso envió 40 leyes destinadas a romper el equilibrio macroeconómico; intentó un golpe de estado con siete intentos de juicio político; además sembraban el terror en las calles; y no sólo eso, sino que además en complicidad empresaurios, o sea empresarios prebendarios, medios de comunicación, periodistas corruptos, profesionales que son sicarios del mal, trabajaban para que todo volara por los aires. No les fue bien porque la elección ganamos 41 a 24, o sea le ganamos al kirchnerismo 41 a 24. Eso, si hubiera sido una presidencial, implicaba ganar en primera vuelta. Eso gracias al trabajo de mi hermana que creó un partido. Miren: en Argentina crear un partido puede demandar más o menos 7, 8 años; mi hermana creó 24 partidos en 6 meses, uno por cada distrito; y de los 24 distritos ganamos en 16. Vaya que sí sabe hacer cosas la pastelera. Digo eso porque es un apodo despectivo que le puso un dirigente político, pero parece que no pudo tener el éxito que está teniendo ella con pintar de violeta el país. Pero al margen de eso, la tasa desestacionalizada del PBI fue 07, eso anualizado da tres ahora. Si ustedes se fijan, eso se dio con una caída fuerte la inversión como consecuencia del ataque político que tuvimos el año pasado. Si la inversión en lugar de caer hubiera permanecido constante, el PBI se estaría expandiendo al 4, si lo hubiera hecho como lo hizo a lo largo del siglo XXI estaría el 5, y si lo hubiera hecho como lo está haciendo durante nuestro gobierno la economía se expandiría el 7%. Además, ese número es consistente con el hecho de que Argentina con un riesgo país de 500 puntos básicos podría crecer a 7%. Hoy el Riesgo País en Argentina está en torno a los 400. Si nosotros logramos la reelección, porque el Riesgo País de esta administración está en torno a los 50 puntos básicos, Argentina va a poder crecer muy fuertemente, va, sin lugar a dudas, a duplicar su PBI en 10 años y lo va a cuadruplicar en 20. Argentina va a dejar de ser una historia de fracaso y Argentina va a ser grande nuevamente. Pero, básicamente, alguien puede estar preocupado por la coyuntura y le digo “mire, la coyuntura también va a mejorar”. Primero porque las exportaciones crecen cinco veces más rápido que el PBI. Digo, por si lo quieren mirar del lado de la demanda, no. Por otra parte, volvió a crecer el salario real, con lo cual eso va a potenciar el consumo. En la medida que la inflación cae, las jubilaciones, las pensiones en términos reales aumenta, por lo tanto, eso también motoriza el consumo. Además, tenemos en la materia de la inversión, el régimen de grandes inversiones que lleva 45 mil millones de dólares aprobados, pero ya hay anuncios por 150 mil millones de dólares. Por lo tanto, vamos a tener una gran cantidad de inversiones. No solo eso, sino que además estamos licitando toda la infraestructura vial, con lo cual vamos a tener también un fuerte impulso de todas las obras de infraestructura, pero hechas por el sector privado. Y además la caída de la tasa de interés y la baja de impuestos, eso también va a generar gran cantidad de valor. Consecuentemente, están dadas todas las condiciones para que Argentina tenga un gran desempeño. Y eso deriva de la forma en la cual se toman decisiones. Que es la otra de las contribuciones que tenemos, que es esto de la moral como política de estado. Nosotros tomamos decisiones en base a criterios éticos y morales y esa es la matriz decisoria. Y eso está por encima de la eficiencia económica y la eficiencia económica está por encima de la utilidad política. Cuando ustedes toman políticas que son justas, esas políticas también son eficientes. Es falso que algo que sea injusto pueda ser eficiente: si algo es justo, también es eficiente y si es eficiente tiene que ser inexorablemente justo. Eso hay un trabajo hermoso del profesor Jesús Huerta de Soto que se llama “La teoría de la eficiencia dinámica”. Y cuando ustedes toman medidas justas, que además son eficientes, eso después va a derivar en votos. ¿Cuáles son los cuatro pilares sobre los que nosotros nos basamos? primero, sobre la filosofía griega. Es decir, la concepción del hombre en la filosofía griega. Nos basamos en el derecho romano. Nosotros somos grandes propulsores de los derechos naturales. Es más, nosotros cuando hablamos de eficiencia en lugar de usar el criterio paretiano, lo planteamos con el criterio Hans-Hermann-Hoppe, donde si ustedes respetan los derechos naturales, respetan el derecho a la vida, la libertad, a la propiedad, es decir, tienen el principio de apropiación de Locke y el principio de no agresión, con esos elementos ustedes derivan la optimalidad sin tener que recurrir a estructuras topológicas para hacer la demostración matemática. Y, además, nosotros tenemos una posición alineada con los estoicos. Siempre mi ejemplo favorito es el rey Salomón: el rey Salomón era un estoico. Porque cuando llega el reino, le pide al Creador, básicamente le pide sabiduría para poder distinguir el bien del mal; le pide coraje para poder elegir el bien; le pide templanza para mantenerse en el camino del bien. Y cuando llega a una posición de poder es importante el criterio de justicia, de actuar de manera justa. Cuando ustedes hacen eso, las políticas económicas son justas, por ende, son eficientes y eso va a traer tarde o temprano los votos. Ahora, cuando ustedes parten de la eficiencia del político de capturar votos, eso deriva en ineficiencia económica y por ende en injusticia y termina mal. Y el último punto es, tampoco inventamos nada, ya estaba en las tablas de la ley. Estaba en los mandamientos que le entregó el Creador a Moisés en el monte Sinaí, cuando bajó de la montaña y estaban los diez mandamientos. De hecho, en el primer mandamiento, estoy citando el Éxodo, cuando el Creador le entrega los 10 mandamientos, el primer mandamiento lo que hace es una declaración de libertad. Le dice: “yo soy tu Dios, el que te sacó de la casa de la esclavitud, el que te sacó de Egipto”. Es decir, el primer mandamiento declaraba la libertad. En los mandamientos también está no matarás, o sea el respeto a la vida. No robarás, el respeto a la propiedad. No levantar falso testimonio. Le vendría bien eso a los periodistas tomar esa reflexión, pero les gusta más defender a los de izquierdas, que les ponen plata. Por lo tanto, si ustedes abrazan los valores judeos cristianos, ustedes van a derivar políticas que son justas y esas políticas justas son eficientes y van a derivar en maximización del crecimiento económico y, por ende, va a traer prosperidad y esa prosperidad también les va a traer acompañamiento electoral. Sin embargo, cuando ustedes toman los antivalores, que son la envidia, el odio, el resentimiento, es decir todo sobre lo que se va hacia la izquierda, lo natural de abrazar esa ideología siniestra, creada por un satanista declarado, lo que va a generar es lo que generó siempre: miseria, odio, hambre, guerra. Por lo tanto, está clara cuál debe ser la elección: es la filosofía griega, el derecho romano, el derecho natural, los estoicos y los valores judeocristianos. Si uno toma decisiones en base a esos elementos, ustedes traerán prosperidad y vamos… Nosotros fuimos expulsados del paraíso, no podemos volver al paraíso, pero sí podemos hacer que el paraíso vuelva a la tierra. Está eso no solo en el judaísmo, sino en el cristianismo. De hecho, el propio padre nuestro dice “hágase tu voluntad, así en la tierra como en el cielo. Venga nosotros tu reino”. Nosotros no podemos volver al paraíso porque fuimos expulsados, pero podemos hacer cosas que repliquen el paraíso. Si nosotros respetamos la tabla de la ley el paraíso va a venir a nosotros, la prosperidad vendrá a nosotros, por lo tanto, viviremos mejor y en paz. Muchísimas gracias.
