DECRET Nº100/ 094 DU 23 JUILLET 2026 PORTANT NOMINATION D’UN ASSISTANT DU MINISTRE AU MINISTERE DES AFFAIRES ETRANGERES, DE L’INTEGRATION REGIONALE ET DE LA COOPERATION AU DEVELOPPEMENT
The President of the Republic of Burundi and Supreme Commander of the defense and security forces, His Excellency Évariste Ndayishimiye, enhanced with his presence, this Thursday, the ceremonies organized at the Higher Police Institute (ISP) of Mitakataka, in Bubanza commune, province of Bujumbura, marked by the definitive incorporation of the officer and chaplain candidates of the 10th promotion, the swearing-in of the officers of the 5th promotion and chaplains of the 8th promotion, the presentation of diplomas to the officers of the 5th promotion as well as the official opening of the 2025-2026 academic year.
In his speech, the Head of State recalled that the creation of the Higher Police Institute responds to the government's desire to provide Burundi with a modern, professional, disciplined police force respectful of human rights as well as the laws of the Republic.
The President of the Republic first expressed his deep gratitude to parents for the efforts made in the education and supervision of their children, now called to serve the Fatherland, before congratulating the new graduates, the teaching staff, those in charge of the Institute as well as all the partners who contributed to their training.
Addressing the winners, President Ndayishimiye urged them to demonstrate exemplary patriotism, integrity and discipline in carrying out their missions. He invited them to reject any form of egocentrism and to place in all circumstances the superior interest of the nation above personal interests in order to embody the values of a police force at the service of the population, capable of effectively supporting the implementation of Vision 2040-2060.
Taking advantage of this same opportunity, the Burundian Number One made the new officers aware of the various offenses they will face in the exercise of their duties, while warning against behavior incompatible with their noble mission. He urged them to enforce the laws of the Republic, protect the rights of citizens and exercise their responsibilities with impartiality and professionalism.
As the electoral deadlines approach, the Head of State insisted on the decisive role of the Police in preserving a climate of peace, security and serenity. He called on them to scrupulously ensure respect for the rights of all citizens and the legal provisions in force, in order to guarantee a peaceful, transparent electoral process in accordance with the principles of the rule of law.

Dans son allocution, le Chef de l’État a rappelé que la création de l’Institut Supérieur de Police répond à la volonté du gouvernement de doter le Burundi d’une police moderne, professionnelle, disciplinée et respectueuse des droits humains ainsi que des lois de la République. Le Président de la République a d’abord exprimé sa profonde reconnaissance aux parents pour les efforts consentis dans l’éducation et l’encadrement de leurs enfants, désormais appelés à servir la Patrie, avant de féliciter les nouveaux diplômés, le corps enseignant, les responsables de l’Institut ainsi que tous les partenaires ayant contribué à leur formation. S’adressant aux lauréats, le Président Ndayishimiye les a exhortés à faire preuve d’un patriotisme exemplaire, d’intégrité et de discipline dans l’accomplissement de leurs missions. Il les a invités à rejeter toute forme d’égocentrisme et à placer en toute circonstance l’intérêt supérieur de la nation au-dessus des intérêts personnels afin d’incarner les valeurs d’une police au service de la population, capable d’accompagner efficacement la mise en œuvre de la Vision 2040-2060. Profitant de cette même occasion, le Numéro Un burundais a sensibilisé les nouveaux officiers sur les différentes infractions auxquelles ils seront confrontés dans l’exercice de leurs fonctions, tout en mettant en garde contre les comportements incompatibles avec leur noble mission. Il les a exhortés à faire respecter les lois de la République, à protéger les droits des citoyens et à exercer leurs responsabilités avec impartialité et professionnalisme. À l’approche des échéances électorales, le Chef de l’État a insisté sur le rôle déterminant de la Police, dans la préservation d’un climat de paix, de sécurité et de sérénité. Il les a appelés à veiller scrupuleusement au respect des droits de tous les citoyens et des dispositions légales en vigueur, afin de garantir un processus électoral apaisé, transparent et conforme aux principes de l’État de droit.
