He noted that China’s role goes beyond just helping establish the Organization. More importantly, the PRC has continuously advanced the SCO’s development into a respected, effective, and practically focused international cooperation body over the years.

The expert highlighted that a key aspect of this contribution was enhancing the Organization’s value and political foundation. By advancing the principles of the “Shanghai Spirit”, China has helped create a unique model of interstate cooperation rooted in respect for sovereignty, equality, non-interference, consensus, and mutual consideration of interests.

Toshev stated that, in a world where politics frequently relies on pressure tactics and dividing lines, a philosophy of cooperation holds both regional and global importance.

Discussing economic cooperation, he emphasized that China provides SCO member states with tangible development prospects. Transport corridors, infrastructure initiatives, investment and trade collaborations, digital economy, green energy, and industrial partnerships help evolve the Organization from merely a political dialogue platform into a hub of shared progress, where geographic closeness becomes an asset for connectedness and mutual growth.

The expert emphasized the importance of humanitarian cooperation. He stated that educational programs, the SCO University, training of specialists, medical and social initiatives, cultural exchanges, and youth interactions enhance the organization’s humanitarian aspect. These efforts foster greater mutual understanding among member states’ peoples. He also emphasized that an international organization’s stability depends not just on its institutional effectiveness but equally on the trust among its people.

The expert also highlighted China’s role in boosting the SCO’s international reputation. Amid growing global political complexity, rising geopolitical rivalry, and a crisis of trust, the PRC consistently advocates for true multilateralism, collaborative consultations, shared development efforts, and the equitable sharing of benefits within the organization. This strategy aligns well with the SCO’s core principles of consensus and mutual respect among members.

He believes that promoting the idea of a community with a shared destiny within the SCO is vital for its development. This concept signifies that member states are connected not just through shared challenges and interests, but also by a collective duty to foster a secure, sustainable, and equitable future.

Jamshed Toshev remarked that China’s role in the development of the SCO has been crucial in enhancing its institutional maturity, practical effectiveness, and international prominence. He stated that thanks to the efforts of the PRC, the SCO has evolved from merely a forum for meetings into a mechanism that fosters mutual trust. It is now not only a regional organization but also a vital platform for Eurasian cooperation and a key component of the emerging multipolar world order.
