Proyecto de Presupuesto contempla más de B/.12 mil millones para obras e inversión social
The General State Budget project presented this Wednesday by the National Government before the National Assembly, for B/.35,111.7 million, contemplates a figure of B/.12,564 million in investments for the benefit of the population in the areas of water, housing, roads, transportation, health, education, culture and sports, explained the Secretary of Presidential Goals, José Ramón Icaza.
The budget allocations for the start and continuation of works obey the vision of the President of the Republic, José Raúl Mulino, embodied in the Government's Strategic Plan, in order to generate jobs and well-being for all Panamanians, Icaza detailed.
The budget project includes the completion plan for the Howard water treatment plant and continuing with the construction of module 1 of the Sabanitas plant.
Likewise, it includes allocations for the aqueduct rehabilitation program nationwide, and the rehabilitation of several water treatment plants throughout the national territory.
Funds are also allocated for the advancement and completion of the sanitation system in the city of David, in the province of Chiriquí.
To benefit our students, the budget includes allocation for the Technology Massification plan for schools. It also continues the construction of educational centers such as those in Puerto del Mar, Santa Cecilia, El Arado, Las Mendozas, Río Chico, Juan Abel Castillo, the Tocumen Bilingual Educational Center, the Puertas de Galicia Educational Center and other facilities.
In this line, the budget will give impetus to the work of Metro Line 3 that will connect the capital city with thousands of residents of Panama West, once it is completed at the end of 2028.
The necessary resources have also been secured to advance with the bidding and construction process of the San Miguelito cable car, highly anticipated by the population of this district.
The budget has foreseen the restoration of historic fortifications in Portobelo, as well as the San Felipe church and the San Juan de Dios chapel, which was a promise made by President Mulino during the campaign.
Additionally, funds are allocated for the restoration of State buildings in the Old Town, the restorations of the Reina Torres de Araúz Anthropological Museum, the Palace of Justice and the Anita Villalaz theater, which was put out to tender a few weeks ago and is already in the award process. Progress is being made in the same way with the rehabilitation of Plaza de Francia.
The construction of the Penonomé Art and Culture Center is also included in the budget, to be completed and delivered at the end of this year.
The budget project allocates funds to continue with the new Children's Hospital, currently advanced in its construction. Likewise, it includes the work of the Aquilino Tejeira de Penonomé Hospital, planned for delivery in July 2027.
There are also funds to continue with the improvement works at the Anita Moreno Hospital and the Bugaba Cancer Center, the latter projected to be ready by October 2026. Other works contemplated are the Metetí Hospital, in Darién, and the expansion of the Guararé Health Center.
In road materials, the Mulino administration's budget has allocations for very important projects, such as the fourth bridge over the Panama Canal and the Tapahuecos rehabilitation program.
Other works are the expansion of the Beach Corridor (El Espino-Sajalices), the expansion of the Santiago-Soná highway, the Macaracas-Tonosí highway, the continuation of the road to Pinogana, the rehabilitation of production roads, the maintenance of the David-Santiago highway, the rehabilitation of the Panamericana David-Frontera highway and the David interchange.
Also included are the rehabilitation of the Portobelo-El Cuango highway, the Penonomé, Caimitillo, Toabré and La Pintada bypass, and the Transístmica multimodal interchange.
The construction of the Coclesito-Kankintú highway, the bridge over the Coquira River in Chepo, the maintenance of roads in Aguadulce (Playa El Salao), the rehabilitation of the Gualaca-Chiriquí Grande highway, the expansion of the Spain, Cincuentenario and Brazil roads continue.
The erection of more than 100 wattle-type bridges for rural communities with difficult access is also budgeted.
A whole series of high-level sports facilities are included in the draft budget. There are assignments to complete the Miraflores sports complex, in Penonomé; for the construction of the El Chorrillo sports center, the rehabilitation of the Maracaná stadium, and to renovate the Panama Al Brown gym.
Also contemplated is the rehabilitation of the Rod Carew Stadium, the second phase of the Bocas del Toro Sports City and the completion of the Volcán soccer stadium.
In terms of housing, funds are allocated for the construction of the Colón Urban Renewal project, El Bambú Urbanization and the 19 de Octubre project in Coclé.
The expansion project of the Isla Colón International Airport is also considered, as well as continuing with the Customs Logistics Integration Program (PILA), through the border crossings of Paso Canoas, Guabito and Río Sereno.
Fulfilling President Mulino's campaign promises, funds are included in the budget for the construction of student dormitories nationwide, as well as the long-awaited Pet Hospital, currently under construction.

El proyecto de Presupuesto General del Estado presentado este miércoles por el Gobierno Nacional ante la Asamblea Nacional, por B/.35,111.7 millones, contempla una cifra de B/.12,564 millones en inversiones para beneficio de la población en los renglones de agua, vivienda, carreteras, transporte, salud, educación, cultura y deportes, explicó el secretario de Metas Presidenciales, José Ramón Icaza. Las asignaciones presupuestarias para el inicio y continuación de obras obedecen a la visión del presidente de la República, José Raúl Mulino, plasmada en el Plan Estratégico de Gobierno, con el fin de generar empleos y bienestar para todos los panameños, detalló Icaza. El proyecto de presupuesto incluye el plan de culminación de la planta potabilizadora de Howard y continuar con la construcción del módulo 1 de la planta de Sabanitas. Igualmente, contempla asignaciones para el programa de rehabilitación de acueductos a nivel nacional, y la rehabilitación de varias plantas potabilizadoras en todo el territorio nacional. También se asignan fondos para el avance y culminación del sistema de saneamiento de la ciudad de David, en la provincia de Chiriquí. Para beneficiar a nuestros estudiantes, el presupuesto incluye asignación para el plan de Masificación de Tecnología para las escuelas. También da continuidad a la construcción de centros educativos como los de Puerto del Mar, Santa Cecilia, El Arado, Las Mendozas, Río Chico, el Juan Abel Castillo, el Centro Educativo Bilingüe de Tocumen, el Centro Educativo de Puertas de Galicia y otras instalaciones. En este renglón, el presupuesto dará impulso a la obra de la Línea 3 del Metro que conectará a la ciudad capital con miles de residentes de Panamá Oeste, una vez esté concluida a finales del año 2028. También se han asegurado los recursos necesarios para avanzar con el proceso de licitación y construcción del teleférico de San Miguelito, muy esperado por la población de este distrito. Se ha previsto en el presupuesto la restauración de fortificaciones históricas en Portobelo, así como de la iglesia San Felipe y la capilla de San Juan de Dios, lo cual fue una promesa del presidente Mulino en campaña. Adicionalmente, se asignan fondos para la restauración de inmuebles del Estado en el Casco Antiguo, las restauraciones del Museo Antropológico Reina Torres de Araúz, del Palacio de Justicia y el teatro Anita Villalaz, que fue licitado hace unas semanas y ya está en proceso de adjudicación. Se avanza del mismo modo con la rehabilitación de la plaza de Francia. La construcción del Centro de Arte y Cultura de Penonomé está también contemplada en el presupuesto, para llegar a su terminación y entrega a finales de este mismo año. El proyecto de presupuesto asigna fondos para poder continuar con el nuevo Hospital del Niño, actualmente adelantado en su construcción. Igualmente, contempla la obra del Hospital Aquilino Tejeira de Penonomé, proyectado para entrega en julio de 2027. Hay también fondos para continuar con las obras de mejoras al Hospital Anita Moreno y el Cancerológico de Bugaba, este último proyectado a estar listo para octubre de 2026. Otras obras contempladas son el Hospital de Metetí, en Darién, y la ampliación del Centro de Salud de Guararé. En material vial, el presupuesto de la administración Mulino tiene asignaciones para proyectos de gran importancia, como el cuarto puente sobre el Canal de Panamá y el programa de rehabilitación Tapahuecos. Otras obras son la ampliación del Corredor de Playas (El Espino-Sajalices), la ampliación de la carretera Santiago-Soná, la carretera Macaracas-Tonosí, la continuación de la vía hacia Pinogana, la rehabilitación de caminos de producción, el mantenimiento de la carretera David-Santiago, la rehabilitación de la Panamericana David-Frontera y el intercambiador de David. También figuran la rehabilitación de la carretera Portobelo-El Cuango, la circunvalación de Penonomé, Caimitillo, Toabré y La Pintada, y el intercambiador multimodal Transístmica. Se continúa con la construcción de la carretera Coclesito-Kankintú, el puente sobre el río Coquira en Chepo, el mantenimiento de vías en Aguadulce (Playa El Salao), la rehabilitación de la carretera Gualaca-Chiriquí Grande, la ampliación de las vías España, Cincuentenario y Brasil. El levantamiento de más de 100 puentes tipo zarzo para comunidades rurales de difícil acceso también está presupuestado. Toda una serie de instalaciones deportivas de alto nivel están contempladas en el proyecto de presupuesto. Hay asignaciones para culminar el complejo deportivo Miraflores, en Penonomé; para la construcción del polideportivo de El Chorrillo, la rehabilitación del estadio Maracaná, y para renovar el gimnasio Panamá Al Brown. También se contempla la rehabilitación del Estadio Rod Carew, la segunda fase de la Ciudad Deportiva de Bocas del Toro y la culminación del estadio de fútbol de Volcán. En materia de vivienda, se asignan fondos para la construcción del proyecto Renovación Urbana de Colón, Urbanización El Bambú y el proyecto 19 de Octubre en Coclé. También se considera el proyecto de ampliación del Aeropuerto Internacional de Isla Colón, así como continuar con el Programa de Integración Logística Aduanera (PILA), a través de los pasos fronterizos de Paso Canoas, Guabito y Río Sereno. Dando cumplimiento a promesas de campaña del presidente Mulino, se incluye en el presupuesto fondos para la construcción de dormitorios estudiantiles a nivel nacional, al igual que el esperado Hospital de Mascotas, actualmente en ejecución.
