Presupuesto General del Estado 2027 prioriza la inversión social y la sostenibilidad fiscal
Representing the Executive Branch, the Minister of Economy and Finance, Felipe Chapman, presented to the Cabinet Council the General State Budget Bill for the fiscal period 2027, which amounts to B/.35,111.7 million, compared to the B/.34,913.8 million of the modified 2026 budget. The net increase is B/.197.9 million, equivalent to 0.6%, which reflects that no It is a generalized expansion of public spending, but rather a recomposition of priorities aimed at strengthening the areas of greatest impact for the population. During his speech, Minister Chapman highlighted that the purpose of the budget is to strengthen the sustainability of public finances, improve efficiency and transparency in the use of State resources and contribute to human development, economic stability and the intergenerational responsibility that the country demands. The head of Economy and Finance explained that the central axis of the General State Budget for 2027 is to improve the quality of life of the Panamanians through greater allocations for education, health, social security, infrastructure, housing, drinking water, citizen security and programs aimed at reducing social and territorial gaps. As part of this effort, the budget incorporates approximately B/.3.4 billion for the financing of subsidies and economic support programs. Of this total, around B/.1,496 million correspond to the solidarity contributions of the Central Government for the programs administered by the Social Security Fund, including approximately B/.1,044 million allocated to the Single Solidarity Fund. Chapman pointed out that this effort reaffirms the State's commitment to social protection and the well-being of the population, while underlining the importance of strengthening the targeting, evaluation and monitoring mechanisms to guarantee that these resources effectively benefit those who need them most and contribute to an efficient and sustainable use of public finances. The project also reflects a reduction in the Central Government budget, which goes from B/.17,935.6 million in 2026 to B/.16,534.5 million for 2027, a decrease of B/.1,401 million (7.8%). This variation responds mainly to the behavior of the Public Debt Service and not to a reduction in the essential programs of the State. In that sense, the Public Debt Service decreases from B/.7,938.9 million in 2026 to B/.5,496.1 million in 2027, a reduction of B/.2,442.7 million (30.8%), as a result of the annual maturity calendar and financing operations. The Minister clarified that this decrease does not represent an automatic reduction of the debt balance, but rather responds to the State's financial programming.

De ese total, alrededor de B/.1,496 millones corresponden a los aportes solidarios del Gobierno Central para los programas administrados por la Caja de Seguro Social, incluyendo aproximadamente B/.1,044 millones destinados al Fondo Único Solidario.Chapman señaló que este esfuerzo reafirma el compromiso del Estado con la protección social y el bienestar de la población, al tiempo que subrayó la importancia de fortalecer los mecanismos de focalización, evaluación y seguimiento para garantizar que estos recursos beneficien efectivamente a quienes más los necesitan y contribuyan a un uso eficiente y sostenible de las finanzas públicas.El proyecto también refleja una reducción en el presupuesto del Gobierno Central, que pasa de B/.17,935.6 millones en 2026 a B/.16,534.5 millones para 2027, una disminución de B/.1,401 millones (7.8%). Esta variación responde principalmente al comportamiento del Servicio de la Deuda Pública y no a una reducción de los programas esenciales del Estado.En ese sentido, el Servicio de la Deuda Pública disminuye de B/.7,938.9 millones en 2026 a B/.5,496.1 millones en 2027, una reducción de B/.2,442.7 millones (30.8%), producto del calendario anual de vencimientos y de las operaciones de financiamiento. El Ministro aclaró que esta disminución no representa una reducción automática del saldo de la deuda, sino que responde a la programación financiera del Estado.
