Infotep aborda los desafíos globales que transforman la formación técnico-profesional
Santo Domingo.- The National Institute of Professional Technical Training (Infotep) reaffirmed its commitment to the transformation of technical and professional training by providing a space for reflection on the challenges posed by global trends and the need to strengthen strategic thinking that allows anticipating changes in the world of work and responding to the demands of national development.
With this purpose, the institution held the keynote conference "Professional training, global trends and strategic thinking towards the future", given by the economist and strategic consultant Franklin Emilio Vásquez Rodríguez, with the participation of representatives of the business sector, public institutions, international organizations, academia and specialists in human talent development.
Infotep is committed to future-oriented training
When opening the conference, the director of Professional Training at Infotep, Luis Beltré, on behalf of the general director, Maira Morla Pineda, highlighted that the accelerated evolution of artificial intelligence, automation and other emerging technologies demands more innovative, flexible technical-professional training aligned with the needs of a knowledge-based economy.
He explained that the institution promotes a permanent process of modernization of its training offer, incorporating programs linked to Industry 4.0, including artificial intelligence, automation, data analysis, digital transformation, advanced manufacturing, renewable energy and cybersecurity, in addition to strengthening modalities such as dual training, virtual environments and competency certifications.
Beltré stated that the great challenge is to prepare people with the capacity to learn permanently, adapt to changes and innovate, while reiterating that investing in human talent is an essential condition to boost the productivity, competitiveness and sustainable development of the country.
A strategic vision of vocational training
During the keynote conference, Franklin Emilio Vásquez Rodríguez stated that vocational training must stop being conceived solely as a mechanism aimed at preparing people for employment and become a national strategy to develop the country's capacity to learn, adapt and innovate in the face of technological, economic and social changes.
"Societies no longer compete solely for their natural resources, their infrastructure or their financial capacity. They compete, above all, for the speed with which they learn, adapt and transform knowledge into productivity, innovation and well-being," he stated.
As part of his presentation, he presented the National Competitive Learning Ecosystem (ENAC), a model that promotes greater coordination between the State, the business sector, universities, technology centers and vocational training institutions to strengthen collective learning and innovation.
Likewise, he proposed the Law of Competitive Adaptation, according to which the sustainable competitiveness of a country depends on its ability to coordinate its institutions, generate continuous learning and transform knowledge into economic value and social well-being.
The specialist also announced the proposal for the National Adaptive Capacity Index (INCA), designed to measure the level of preparation of a country in the face of technological, economic and social changes.
Vásquez considered that Infotep is called to play a role that transcends technical training, consolidating itself as an articulator of lifelong learning and a key actor to strengthen the adaptive capacity of the Dominican Republic.
"The challenge is no longer just about training workers for current jobs. It is about preparing society for occupations, technologies and challenges that do not yet exist," he said.
In conclusion, he called for strengthening cooperation between the State, the business sector, universities and training institutions to consolidate a development model based on lifelong learning, innovation and human talent.
"The greatest investment that a nation can make in the 21st century is not only in physical infrastructure. It is sustained investment in human talent, because the future will belong to societies that develop the capacity to learn faster than the changes they face," he concluded.

Una visión estratégica de la formación profesional Durante la conferencia magistral,Franklin Emilio Vásquez Rodríguezplanteó que la formación profesional debe dejar de concebirse únicamente como un mecanismo orientado a preparar personas para el empleo y convertirse en unaestrategia nacionalpara desarrollar la capacidad del país deaprender, adaptarse e innovarfrente a los cambios tecnológicos, económicos y sociales. "Las sociedades ya no compiten únicamente por sus recursos naturales, su infraestructura o su capacidad financiera. Compiten, sobre todo, por la velocidad con la que aprenden, se adaptan y transforman el conocimiento en productividad, innovación y bienestar",afirmó. Como parte de su exposición, presentó elEcosistema Nacional de Aprendizaje Competitivo (ENAC),un modelo que promueve una mayorarticulaciónentre el Estado, el sector empresarial, las universidades, los centros tecnológicos y las instituciones de formación profesional para fortalecerel aprendizaje colectivo y la innovación. Asimismo, propuso laLey de la Adaptación Competitiva, según la cual lacompetitividad sosteniblede un país depende de su capacidad para coordinar sus instituciones, generar aprendizaje continuo ytransformarel conocimiento en valor económico y bienestar social. El especialista también dio a conocer la propuesta delÍndice Nacional de Capacidad Adaptativa (INCA), concebido para medir el nivel de preparación de un país frente a los cambios tecnológicos, económicos y sociales. Vásquez consideró que el Infotep está llamado a desempeñarun papel que trascienda la capacitación técnica, consolidándose como un articulador del aprendizaje permanente y un actor clave para fortalecer lacapacidad adaptativade la República Dominicana. "El desafío ya no consiste únicamente en formar trabajadores para los empleos actuales. Consiste en preparar a la sociedad para ocupaciones, tecnologías y desafíos que todavía no existen", señaló. Al concluir, exhortó a fortalecer la cooperación entre el Estado, el sector empresarial, las universidades y las instituciones de formación para consolidar un modelo de desarrollo sustentado enel aprendizaje permanente, la innovación y el talento humano. "La mayor inversión que puede realizar una nación en el siglo XXI no es solamente en infraestructura física.
