Estado paraguayo realizó acto público de reconocimiento de responsabilidad internacional
At the headquarters of the Judiciary, the public act of recognition of the international responsibility of the Paraguayan State was held, in compliance with one of the reparation measures ordered by the Inter-American Court of Human Rights in the ruling handed down in the case "Santiago Leguizamón Zaván and Others vs. "Paraguay."
The ceremony was attended by the first vice president of the Supreme Court of Justice, Dr. Luis María Benítez Riera; of the state attorney general; of the general defender; of representatives of the Vice Presidency of the Republic; of the Ministry of Justice and other institutions of the Executive Branch; of senators of the Nation; of representatives of international and human rights organizations; from relatives of the journalist; as well as press workers.
Representing the Paraguayan State, the president of the Supreme Court of Justice, Dr. Alberto Martínez Simón, stated: » In compliance with the ruling of the Inter-American Court of Human Rights in the case of Santiago Leguizamón Zaván and Others vs. Paraguay, I appear on behalf of the Paraguayan State to publicly express the recognition of its international responsibility for the human rights violations declared in said ruling and to request, on behalf of the Paraguayan State, the corresponding public apologies.
During his speech, Dr. Martínez Simón stated that the event constituted "an exercise of memory and respect" towards a journalist who made the search for the truth a vocation and maintained that the recognition of international responsibility "does not constitute an act of institutional weakening. On the contrary, it is a manifestation of democratic maturity and commitment to the rule of law.
Likewise, he highlighted that compliance with the decisions of international bodies for the protection of human rights strengthens democratic institutions, reaffirms the commitment to the dignity of people, freedom of expression and access to justice, and contributes to consolidating the rule of law.
When referring to the legacy of Santiago Leguizamón Zaván, he noted that his memory transcends the individual dimension and represents the values of freedom of expression, the responsible exercise of journalism and the defense of democratic principles.
For his part, Dante Ariel Leguizamón Morra, representing the family, shared a reflection on the meaning of the reparation measure and recalled his father's legacy in defending freedom of expression. In turn, Santiago Ortiz, general secretary of the Paraguayan Union of Journalists, highlighted the importance of comprehensive compliance with the sentence and strengthening guarantees for the exercise of journalism and the protection of those who defend human rights.
The ceremony was broadcast by the State's public media, in accordance with the dissemination measures provided for in the ruling of the Inter-American Court of Human Rights.
The public act of recognition of international responsibility is part of the reparation measures ordered by the Inter-American Court of Human Rights. By carrying out this act, the Paraguayan State fulfilled one of the obligations established in the ruling handed down in the case "Santiago Leguizamón Zaván and Others vs. "Paraguay."

En la sede del Poder Judicial se llevó a cabo el acto público de reconocimiento de la responsabilidad internacional del Estado paraguayo, en cumplimiento de una de las medidas de reparación ordenadas por laCorte Interamericana de Derechos Humanosen la sentencia recaída en el caso«Santiago Leguizamón Zaván y Otros vs. Paraguay». La ceremonia contó con la presencia del vicepresidente primero de la Corte Suprema de Justicia, doctor Luis María Benítez Riera; del fiscal general del Estado; del defensor general; de representantes de la Vicepresidencia de la República; del Ministerio de Justicia y de otras instituciones del Poder Ejecutivo; de senadores de la Nación; de representantes de organismos internacionales y de derechos humanos; de familiares del periodista; así como de trabajadores de prensa. En representación del Estado paraguayo, el presidente de la Corte Suprema de Justicia, doctor Alberto Martínez Simón, expresó: » En cumplimiento de la sentencia de la Corte Interamericana de Derechos Humanos en el caso Santiago Leguizamón Zaván y Otros vs. Paraguay, comparezco en representación del Estado paraguayo para expresar públicamente el reconocimiento de la responsabilidad internacional del mismo por las violaciones de derechos humanos declaradas en dicho fallo y pedir, en nombre del Estado paraguayo, las disculpas públicas correspondientes». Durante su intervención, el doctor Martínez Simón afirmó que el acto constituyó «un ejercicio de memoria y de respeto» hacia un periodista que hizo de la búsqueda de la verdad una vocación y sostuvo que el reconocimiento de la responsabilidad internacional «no constituye un acto de debilitamiento institucional. Por el contrario, es una manifestación de madurez democrática y de compromiso con el Estado de Derecho». Asimismo, destacó que el cumplimiento de las decisiones de los órganos internacionales de protección de los derechos humanos fortalece las instituciones democráticas, reafirma el compromiso con la dignidad de las personas, la libertad de expresión y el acceso a la justicia, y contribuye a consolidar el Estado de Derecho. Al referirse al legado de Santiago Leguizamón Zaván, señaló que su memoria trasciende la dimensión individual y representa los valores de la libertad de expresión, el ejercicio responsable del periodismo y la defensa de los principios democráticos. Por su parte,Dante Ariel Leguizamón Morra, en representación de la familia, compartió una reflexión sobre el significado de la medida de reparación y recordó el legado de su padre en la defensa de la libertad de expresión. A su turno,Santiago Ortiz, secretario general del Sindicato de Periodistas del Paraguay, destacó la importancia del cumplimiento integral de la sentencia y de fortalecer las garantías para el ejercicio del periodismo y la protección de quienes defienden los derechos humanos. La ceremonia fue transmitida por los medios públicos del Estado, conforme a las medidas de difusión previstas en la sentencia de la Corte Interamericana de Derechos Humanos. El acto público de reconocimiento de responsabilidad internacional forma parte de las medidas de reparación ordenadas por la Corte Interamericana de Derechos Humanos. Con la realización de este acto, el Estado paraguayo dio cumplimiento a una de las obligaciones establecidas en la sentencia recaída en el caso «Santiago Leguizamón Zaván y Otros vs. Paraguay».
