ONDA y OMPI presentan guía educativa para acercar el derecho de autor al sector creativo
Santo Domingo.- The National Copyright Office (ONDA), in collaboration with the Academy of the World Intellectual Property Organization (WIPO), presented the educational guide “The Route of the Creative Sector: guide for creators, users and the general public”, a publication aimed at strengthening knowledge about copyright and related rights in the Dominican Republic.
The activity, held at ONDA's main headquarters, also included the graduation of eight collaborators who completed their training as facilitators of the ABC Copyright and Related Rights program, in its second edition.
During the event, the general director of ONDA, José Rubén Gonell Cosme, highlighted that both initiatives reflect the institutional commitment to education and the promotion of a culture of respect for intellectual creation.
"These initiatives reflect ONDA's commitment to education, the dissemination of knowledge and the strengthening of a national culture of respect for copyright and related rights. Our work is not limited only to registering, guiding or supervising; it also involves educating, accompanying and raising awareness about the value of creativity," said Gonell Cosme.
The official also highlighted the progress achieved by the ONDA Copyright Training and Development Center, which he defined as a regional reference in terms of training and dissemination.
"I want to highlight the important development that our Training Center has been achieving, which today is consolidated as an example in the region. We have strengthened our training programs and developed new capabilities to multiply knowledge about copyright," he stated.
Gonell Cosme thanked the support of the WIPO Academy and recognized the support of its director, Hasan Kleib, as well as Cindy Giugni, cooperation specialist at the Academy, for her support during the development of the project, and who spoke on behalf of the multilateral organization.
The educational guide arises from the cooperation promoted between ONDA and the WIPO Academy during 2025, with the purpose of providing the Training Center with modern and accessible tools for the training of creators, students, teachers, entrepreneurs, cultural institutions and the general public.
A tool to strengthen creative culture
“The Creative Sector Route” offers a practical and accessible explanation of essential aspects of copyright and related rights. Among the topics addressed are intellectual property, protected works, rights holders, legal limitations and exceptions, income generation mechanisms and means of protection against possible infringements.
The publication was prepared with the support of the specialist Carolina Romeroy, with the technical participation of ONDA, its Training Center and the WIPO Academy. The design and editorial production were carried out by Pia Menicucci and Aimara Vera.
The guide will be available in digital format through ONDA's institutional website, thereby expanding its access to different sectors linked to the creative and cultural industries.
During the day, eight collaborators were also recognized who successfully completed the ABC Copyright and Related Rights program, an initiative aimed at training facilitators to give talks, workshops and educational activities aimed mainly at young people from schools, colleges, polytechnics and universities.
The training included content on exhibition techniques, fundamentals of copyright, facilitation practices and communication strategies in digital media and platforms.
The graduates were Adria Rodríguez Durán, Adelfa E. Rodríguez, Laura M. Henríquez Cruz, Albert R. Tifa, Anny Tejada Muñoz, Yokasta Shu Martínez, Pablo I. Portes and Katherine Roa.
With the launch of this guide and the incorporation of new facilitators, ONDA strengthens its institutional capacity to promote knowledge of copyright and contribute to the development of the creative, cultural and educational sector of the Dominican Republic.

Una herramienta para fortalecer la cultura creativa “La Ruta del Sector Creativo” ofrece unaexplicación práctica y accesiblesobre aspectos esenciales del derecho de autor y los derechos conexos. Entre los temas abordados figuran la propiedad intelectual, las obras protegidas, los titulares de derechos, las limitaciones y excepciones legales, los mecanismos de generación de ingresos y las vías de protección frente a posibles infracciones. La publicación fue elaborada con el apoyo de la especialistaCarolina Romeroy contó con la participación técnica de la ONDA, su Centro de Capacitación y la Academia de la OMPI. El diseño y la producción editorial estuvieron a cargo dePia Menicucci y Aimara Vera. La guía estará disponible enformato digitala través de lapágina web institucional de la ONDA, con lo cual amplía su acceso a distintos sectores vinculados con las industrias creativas y culturales. Durante la jornada también fueron reconocidos ocho colaboradores que completaron satisfactoriamente el programa ABC de Derecho de Autor y Derechos Conexos, una iniciativa orientada a capacitar facilitadores para impartir charlas, talleres y actividades educativas dirigidas principalmente a jóvenes de escuelas, colegios, politécnicos y universidades. La formación incluyó contenidos sobre técnicas de exposición, fundamentos del derecho de autor, prácticas de facilitación y estrategias de comunicación en medios y plataformas digitales.
