A respectful greeting to the victims of sexual violence and the armed conflict who accompany us. I hope I have not left anyone, government officials, Minister of Culture, Minister of Health, etc. We are going to try to delve deeper into the works and the design. The Chinese say that planning is more important than construction. It's good to plan, but I want to talk about the dangers of this project.
Here I would like to bring together several concepts that can show us what we are facing, and what is immediate. And this has to do with the fact that we are at the gates of fascism. And it is not just another word that comes out of the mouth of any person with long hair or a beard or an intelligent person, who is known as mamertos. This is not about the use that millions of people give to that word, even many of the members of the political force that is going to govern Colombia are not fascists. Others are.
But a project has been imposed from outside, which is not even Colombian. The intellectual depth of the next president of Colombia is not very deep, it does not go there. So, they are others. I just posted a tweet about an article in the New York Times that talks about Venezuela, where the author analyzes whether Venezuela today is a nation or a viceroyalty. The question is obviously for Venezuela, it is not my direct concern, it must be asked for Colombia as well, for Peru and for Ecuador. The common denominator of these countries is Bolívar, they are the Bolivarian countries that two and a half centuries ago decided to shout to the world, the concept of national independence, the concept of republic, sovereignty, democracy, and fundamentally of freedom.
Today this is what is at stake in our own territories, in the homeland of Bolívar, let's call it his place of struggle, whose sword I still keep. Its central idea is around freedom. And I leave it there so as not to go into other types of concepts, but rather to go to the way in which they are destroying freedom. It is the same thing they did in Europe, in China at that time, it is fascism. Why is Hitler's fascism different from Mussolini's, and that doesn't look like what's here? Task for intellectuals who remain in analytics, so that they know the thermometer of a fascism linked to irrationality.
Fascism is a form of irrationalism, philosophically speaking. It is its most degraded version, because fascism is not philosophy, it is crime. Therefore, from the fascist experiences that the world has experienced, one can only conclude that it is not about fascism: they are delinquents, they are criminals who, when they have power, manage to radiate crime over the entire population. And only holocausts come from there.
Well, this type of criminal attitude has returned towards the conquest of power, and now towards societies, in these years that we live in the world, not only in Colombia. If it were a Colombian phenomenon it would be easier to solve, but it is a global reality. And one would have to wonder why we are returning to what humanity already said should never happen again, the principle of non-repetition.
It is then worth asking why the legal construction that arose around that holocaust and involved institutions such as the Nuremberg Tribunal, why the Nuremberg Tribunal does not exist today. Today, international justice has been configured around the International Criminal Court and the Hague Tribunal, which are the result of what was the Nuremberg Tribunal in 1948, carried out largely by the United States governments of that time.
There, American and Soviet soldiers fought together, more than 200,000 Italian guerrillas, not to mention the Spanish. And armed resistance rose against the Nazis, and all of them together defeated the greatest danger that democracy and freedom had in the middle of the last century. Today we are in those same times, but worse, because the fascists of that time did not have the technology or the advance in the productive forces of today. In the First World War for the first time there was a mechanical machine gun, in the Second World War we already know, atomic, physical, quantum bombs. The person who devised this physics never wanted to call it quantum, Einstein, died of sadness, because he was Jewish and a socialist, he escaped from the Nazis because he lived in Austria, so they wouldn't kill him.
Let's return to the technological developments that have led to Artificial Intelligence. AI is nothing more than an increase in computational capacity in chips, achieving such speed and data storage that our first computers are already child's play. Now they are quantum computers, and I want to tell you that in my government the maximum possible computational capacity was acquired, with the construction of a node not only physical but also of artificial intelligence in Colombia. And it was located in Santa Marta and we financed it with 650 billion pesos in its first phase.
Let's now look at the hospital designed and presented here, winner of a world architecture award. In general, the State makes few beautiful works, it itself is not capable of producing beauty, it is never capable of imposing the seal of creation and art. For example, this hideous, soulless palace, built in 1895, imitating French architecture, is full of nothing but ghosts. Thank goodness I'm leaving because with such cold this is nothing to think about, we can't sit in the chairs, you can't have a pleasant meeting, it's no good for reading, it's only good for imitating an aristocracy, since the one who started building it was an aristocrat.
But we are not aristocrats, we throw out the aristocrats, the viceroys and marquises. And if the king had come, we would have thrown him out, I don't know if with machetes, stones or what, but we would have thrown him out. This has been repeated I don't know how many times, in every civil war, in every peace agreement. There have already been about 40 civil wars, but in few of them there was talk of eviscerating the opponent. Only now are we seeing what it means to eviscerate the opposite. The Truth Commission, which is part of this institutionality, brings a figure that starts from April 9, 1948, and speaks of 700,000 Colombians murdered, almost always for political reasons or greed. We move in those two branches.
In Colombia it is easy to carry out genocides without being judged, and those who carry out genocides are the most powerful people who have dominated this country for two centuries. But those genocide men should have been judged, just as the genocide men around the world have been judged in international courts with the agreement of all the free nations and free peoples of the world. The JEP is the daughter of a peace agreement and of these principles that come from behind, and from the world. I call it civilization versus barbarism. And now there are those who want to close the JEP. Then one wonders why they want to close it, why the victims are not going to have a peace treaty.
So, we are facing an event where we must ask a question: will it be real? It's like when after building the San Juan de Dios Hospital we knew that they were going to destroy it, because the one who won was Peñalosa and he likes buses, not hospitals. But now we are facing something that should not be, Mr. Carlos Fernando Galán is the mayor of Bogotá and is today the owner of the San Juan de Dios Hospital, as I decreed when I bought it, thinking that Bogotá was more efficient than the nation. The mayor was also a victim because his father was murdered as a presidential candidate, by the same people who will assume power on August 7.
And now a minister whose father was also murdered helps the murderers, and this reality must be told. His father was murdered because a helicopter belonging to the father of a very famous man fell in the largest raid that was carried out at a cocaine laboratory at that time, in Tranquilandia (Caquetá). That world is no longer the same as it was then, but there is still a Carlos Lehder who was there, and now supports the power that was obtained by cheating.
Here we cannot cry against the people, the people won. The trap was made in the United States with Israeli algorithms for one reason only, because Mr. Netanyahu takes revenge on me personally, because I did not accept the genocide. And which democrat can accept genocide? Man or woman! If we have not read, many people do not read the history of the 20th century.
The thing is that the word genocide has become too small, now it is holocaust. Because why are 700 thousand people murdered for political reasons or greed, allied to those same ones? Or, who murdered Luis Carlos Galán? Public officials allied with Pablo Escobar's drug trafficking. Who murdered Carlos Pizarro? A high-level Santo Domingo Group official who is still out there living, with DAS money, with DAS escorts from the Presidency of the Republic, and with money from drug trafficking.
Even though we have developed debates and processes of real struggle, discussions, debates, and even though we won the elections, we have not really transformed the basic structure of power in today's Colombia, which is a power inherited from the oligarchy, from its illusion of being an aristocrat, but which is a mafia and genocidal power. So, what can be done so that this beautiful hospital that you have designed, sometime the people here, the people who need the hospital, the people from the plains, because the plains remained, the victims of violence, whose number I hope will cease, can visit them. From doctors from the San Juan Hospital, doctors, nurses from San Juan de Dios, and there on the floor of the Hospital de la Paz, they can care for people.
How do we make it so that here, five blocks from this Palace, which is where the San Juan de Dios is, they don't just see the bricks coming in? We have restored it. A billion pesos, the Minister of Culture present here was in charge, we fought, we adopted the extraordinary measures that Congress conferred on us, the San Juan de Dios Hospital as a decree. First they were engineers or architects restoring, but today the restoration that we deliver has reached such a point that it now has to provide health services. And we provided 70% or more of that financing.
But there is a prohibition on opening health services, so we have to say "we leave the house to you there." But it is a hospital, it is health personnel and patients, not stones and wood. And I'm not going into discussion, but the architectural beauty is there so that it can be enjoyed by people with less economic conditions, with all their art paintings, locked up.
They lock up the art so that it can only be seen by themselves, but they don't even realize it. Even I have made a criticism of that painting at the back, it is full of Spaniards, not liberators. The mentality of the liberators was that of blacks, indigenous people and mestizos.
Bolívar must have had black blood because he knew how to dance. That's why they envied him. But art must be delivered to the people. I have achieved some of those things. For example, the Colegio Universidad de Málaga, Santander, is a gem. I hope you can visit that architectural jewel one day. I found that talent in some engineers from Santander, investigating all the edges of sound, about how music can be heard in the best way in an auditorium.
I remember they put me in the middle of the room and turned on the speakers, and I was transfixed by a sound quality I had never heard before. And they are from Santander, and those young people who came to sit there in the middle of that architectural luxury, a luxury at the service of art, were there to listen to music, from there, from here. I have told my minister that we do not reject any culture because they are all in our blood. And what we do sometimes is overcome it, merging. To deliver beauty you have to have perseverance, stubbornness.
I ask the victims' movement in general to do the mathematical calculations of how much reparation is worth. They give me 200 to 300 years, the way we are going. The victims will die first, before they achieve reparation. It will be more hereditary, for what reason? As happens with the poor, nine generations to get out of poverty.
The people are going to learn what fascism is firsthand. I'm not talking about Christian-style sacrifices, but sometimes we have to shake ourselves so as not to lose what we have achieved and to project even more of what we have achieved.
Truth be told, we have to react. It's time to take a deep breath and go out on July 20, for the second cry of independence throughout Colombia. To show that there is a living people, with all the joy, with everything we are. July 20 is the first demonstration we have to make it understood that there is no unanimous thought here, that not all Colombians put on the black shirt, that this is still diverse, that we want to understand each other, that we do not want to self-destruct nor do we want to commit suicide. We have to talk to them and they to us, there is no other way to build a nation, we cannot jump back into a new civil war, because we would all fail.
Civil war is failure, we have to be intelligent enough to lay the foundations for a new agreement, for a more democratic and progressive nation. That means a living people, not a dead people, a people that is not afraid. Fear must be controlled, because if not, it crushes us. We defeat ourselves with that hidden fear, but we have all the joy and dancing ahead of us.
Dance scares away fear and bad spirits, bad energy, all of that. If there is not a certain mental discipline in those who are going to reach these same corridors, what is coming is the Colombian revolution. And I would love to direct it.

Dicen los chinos que la planificación es más importante que la construcción. Es bueno planificar, pero quiero dedicarme a hablar de los peligros que hay sobre este proyecto. Yo quisiera aquí juntar varios conceptos que nos pueden mostrar ante qué estamos, y lo inmediato. Y esto tiene que ver con que estamos a las puertas del fascismo. Y no es una palabra más que sale de la boca de cualquier persona de pelo largo o barba o inteligente, a que se les conoce como mamertos. Aquí no se trata del uso que le dan a esa palabra millones de personas, incluso muchos de los integrantes de la fuerza política que va a gobernar a Colombia, no son fascistas. Otros sí lo son. Pero se ha impuesto un proyecto desde afuera, que ni siquiera es colombiano. La profundidad intelectual del próximo presidente de Colombia no es muy profunda, no llega allí. Entonces, son otros. Acabo de poner un trino sobre un artículo del New York Times que habla de Venezuela, donde el autor analiza si Venezuela hoy es una nación o un virreinato. La pregunta obviamente es para Venezuela, no es de mi incumbencia directa, hay que hacerla para Colombia también, para Perú y para Ecuador. El común denominador de estos países es Bolívar, son los países bolivarianos que hace dos siglos y medio decidieron gritarle al mundo, el concepto de independencia nacional, el concepto de república, soberanía, democracia, y fundamentalmente de libertad. Hoy es esto lo que está en juego en nuestros propios territorios, en la patria de Bolívar, llamémoslo su lugar de lucha, cuya espada todavía guardo. Su idea central es alrededor de la libertad. Y dejo ahí para no entrar en otro tipo de conceptos, sino ir a la forma como están arrasando con la libertad. Es lo mismo que hicieron en Europa, en la China de aquel entonces, es el fascismo. ¿Por qué el fascismo de Hitler es diferente al de Mussolini, y eso no se parece a lo que hay aquí? Tarea para intelectuales que se quedan en la analítica, para que conozcan el termómetro de un fascismo ligado a la irracionalidad. El fascismo es una forma del irracionalismo, filosóficamente hablando. Es su versión más degradada, pues el fascismo no es filosofía, es crimen. Por eso, de las experiencias fascistas que ha vivido el mundo sólo se puede concluir que con el fascismo no se trata: son delincuentes, son criminales que cuando tienen el poder logran irradiar el crimen sobre la totalidad de la población. Y de ahí solo salen holocaustos. Pues bien, ha retornado este tipo de actitud criminal hacia la conquista del poder, y ahora hacia las sociedades, en estos años que vivimos en el mundo, no en Colombia solamente. Si fuera un fenómeno colombiano sería más fácil de resolver, pero es una realidad global. Y uno tendría que preguntarse por qué estamos retornando a lo que la humanidad ya dijo que nunca debería volver a pasar, el principio de no repetición. Vale la pena entonces preguntarse por qué la construcción jurídica que se presentó alrededor de ese holocausto y envolvió a instituciones como el Tribunal de Nuremberg, por qué no existe hoy el Tribunal de Nuremberg. Hoy la justicia internacional se ha configurado alrededor de la Corte Penal Internacional y el Tribunal de La Haya, que son fruto de lo que fue el Tribunal de Nuremberg en 1948, hecho en buena parte por los gobiernos de Estados Unidos de aquel entonces. Allá lucharon juntos soldados estadounidenses y soviéticos, más de 200.000 guerrilleros italianos, para no hablar de los españoles. Y se levantaron resistencias armadas contra los nazis, y todos ellos juntos derrotaron el máximo peligro que tuvieron la democracia y la libertad a mediados del siglo pasado. Hoy estamos en esos mismos tiempos, pero peor, porque los fascistas de ese entonces no tenían la tecnología ni el avance en las fuerzas productivas de hoy. En la Primera Guerra Mundial por primera vez hubo una ametralladora mecánica, en la Segunda Guerra Mundial ya sabemos, bombas atómicas, físicas, cuánticas. El que ideó esa física nunca quiso llamarla cuántica, Einstein, murió de tristeza, pues era judío y socialista, se escapó de los nazis porque vivía en Austria, para que no lo mataran. Volvamos a los desarrollos tecnológicos que han conducido a la Inteligencia Artificial. La IA no es sino un incremento de la capacidad computacional en chips, logrando tal rapidez y albergue de datos, que nuestros primeros computadores ya son un juego de niños. Ahora son los computadores cuánticos, y les quiero contar que en mi gobierno se adquirió la máxima capacidad computacional posible, con la construcción de un nodo no sólo físico sino de inteligencia artificial en Colombia. Y se ubicó en Santa Marta y lo financiamos con 650 mil millones de pesos en su primera fase. Veamos ahora lo referente al hospital diseñado y presentado aquí, ganador de un premio mundial de arquitectura. En general el Estado hace pocas obras con hermosura, él mismo no es capaz de producir hermosura, jamás es capaz de imponer el sello de la creación y el arte. Por ejemplo, este espantoso palacio, sin alma, hecho en 1895, imitando la arquitectura francesa, no está lleno sino de fantasmas. Menos mal yo me voy porque con semejante frío esto no es para pensar, no podemos sentarnos en las sillas, no se puede hacer una reunión grata, no sirve para leer, solo sirve para imitar una aristocracia, pues el que lo empezó a construir fue un aristócrata. Pero nosotros no somos aristócratas, nosotros echamos los aristócratas, a los virreyes y marqueses. Y si hubiera venido el rey, lo habríamos echado, no sé si a machetazos, a piedra o a qué, pero lo hubiéramos echado. Esto se ha repetido no sé cuántas veces, en cada guerra civil, en cada acuerdo de paz. Ya van como 40 guerras civiles, pero en pocas se había hablado de destripar al contrario. Sólo ahora estamos viendo qué significa destripar el contrario. La Comisión de la Verdad, que es parte de esta institucionalidad, trae una cifra que arranca del 9 de abril de 1948, y habla de 700.000 colombianos asesinados, por razones casi siempre políticas o de codicia. Nos movemos en esos dos ramos. En Colombia es fácil hacer genocidios sin ser juzgados, y quienes hacen genocidios son las personas más poderosas que han dominado durante dos siglos a este país. Pero esos genocidas debieron haber sido juzgados, así como los genocidas de todo el mundo han sido juzgados en tribunales internacionales con el acuerdo de todas las naciones libres y pueblos libres del mundo. La JEP es hija de un acuerdo de paz y de estos principios que vienen de atrás, y del mundo. Yo le llamo la civilización versus la barbarie. Y ahora hay quienes quieren cerrar la JEP. Entonces uno se pregunta por qué la quieren cerrar, por qué las víctimas no van a tener tratado de paz. Entonces, estamos ante un evento donde debemos hacer una pregunta: ¿será real? Es como cuando después de construir el Hospital San Juan de Dios sabíamos que lo iban a destruir, porque el que ganaba era Peñalosa y a él le gustan los buses, no los hospitales. Pero ahora estamos ante algo que no debería ser, el señor Carlos Fernando Galán es el alcalde de Bogotá y es hoy el dueño del Hospital San Juan de Dios, como lo decreté cuando lo compré, pensando que Bogotá era más eficiente que la nación. El alcalde también fue víctima porque su padre fue asesinado siendo candidato presidencial, por los mismos que el próximo 7 de agosto van a asumir el poder. Y ahora les ayuda a los asesinos un ministro cuyo padre también asesinado, y hay que contar esta realidad. A su padre lo asesinaron porque un helicóptero perteneciente al padre de un señor muy famoso, cayó en el allanamiento más grande que en ese entonces se hizo de un laboratorio de cocaína, en Tranquilandia (Caquetá). Ese mundo ya no es de los mismos de aquel entonces, pero sí queda todavía un Carlos Lehder que estaba allá, y ahora apoya el poder que se consiguió con trampa. Aquí no podemos ponernos a llorar contra el pueblo, el pueblo ganó. La trampa fue hecha en Estados Unidos con algoritmos israelíes por una sola razón, porque el señor Netanyahu se venga de mí personalmente, porque no acepté el genocidio. ¿Y cuál demócrata puede aceptar un genocidio? ¡Hombre o mujer! Si no hemos leído, mucha gente no lee la historia del siglo XX. Es que ya la palabra genocidio se quedó pequeña, ahora es holocausto. ¿Porque qué son 700 mil personas asesinadas por razones políticas o de codicia, aliado a esos mismos? O, ¿quién asesinó a Luis Carlos Galán? Funcionarios públicos aliados con el narcotráfico de Pablo Escobar. ¿Quién asesinó a Carlos Pizarro? Un funcionario del Grupo Santo Domingo de alto nivel que aún está por ahí viviendo, con el dinero del DAS, con los escoltas del DAS de la Presidencia de la República, y con dinero del narcotráfico. A pesar de que hemos desarrollado debates y procesos de lucha de verdad, de discusiones, de debates, y a pesar de que ganamos las elecciones, realmente no hemos transformado la estructura básica del poder en Colombia actual, que es un poder heredado de la oligarquía, de su ilusión de ser aristócrata, pero que es un poder mafioso y genocida. Entonces, ¿qué hacer para que este hospital tan hermoso que usted haya diseñado, alguna vez las personas aquí, las personas que necesitan el hospital, las personas llaneras, porque quedó los llanos, las víctimas de la violencia, que ojalá cesen en su número, puedan visitarlos. De médicos del Hospital San Juan, médicas, enfermeras, enfermeros del San Juan de Dios, ya allá en la planta del Hospital de la Paz, puedan atender a las personas. ¿Cómo hacemos para que aquí, a cinco cuadras de este Palacio, que es donde queda el San Juan de Dios, no solamente vean entrar los ladrillos? Lo hemos restaurado. Un billón de pesos, la ministra aquí presente de Cultura fue la encargada, luchamos, adoptamos las medidas extraordinarias que nos confirió el Congreso, el Hospital San Juan de Dios como decreto. Primero eran ingenieros o arquitectos restaurando, pero hoy a tal punto llegó la restauración que entregamos, que ya tiene que prestar servicios de salud. Y nosotros pusimos el 70% o más de esa financiación. Pero hay una prohibición de abrir servicios de salud, entonces nos toca decir “ahí les dejamos la casa". Pero es un hospital, son personal de salud y pacientes, no piedras y madera. Y no entro en discusión, pero la belleza arquitectónica está ahí para que pueda ser degustada por las personas de menos condiciones económicas, con todos sus cuadros de arte, encerrados. Encierran el arte para que sólo sea vistos por ellos mismos, pero ellos ni se dan cuenta. Hasta yo he hecho una crítica ahí de ese cuadro atrás, está lleno de españoles, no de libertadores. La mentalidad de los libertadores era de negros, indígenas y mestizos. Bolívar debía tener sangre negra porque sabía bailar. Por eso le tenían envidia. Pero el arte debe entregarse al pueblo. Yo he logrado algunas cosas de esas. Por ejemplo, el Colegio Universidad de Málaga, Santander, es una joya. Ojalá ustedes puedan visitar algún día esa joya arquitectónica. Yo encontré ese talento en unos ingenieros santandereanos, investigando todas las aristas del sonido, en torno a cómo en un auditorio la música puede oírse de la mejor manera. Recuerdo que me pusieron en la mitad del recinto y prendieron los altavoces, y yo quedé paralizado por una calidad de sonido que no había escuchado nunca antes. Y son santandereanos, y esos jóvenes que ahí llegaran a sentarse en medio de ese lujo arquitectónico, un lujo al servicio del arte, estaban ahí para escuchar música, la de allá, la de acá. Le he dicho a mi ministra que nosotros no rechazamos ninguna cultura porque todas están en nuestra sangre. Y lo que hacemos a veces es superarla, fusionando. Para entregar belleza hay que tener constancia, terquedad. Yo le pido al movimiento de víctimas en general, que haga las cuentas matemáticas de cuánto vale la reparación. A mí me dan de 200 a 300 años, al camino que vamos. Van a morir primero las víctimas, antes que logren la reparación. Será más bien hereditaria, ya pa' qué. Como pasa con los pobres, nueve generaciones para salir de pobres. El pueblo va a aprender qué es el fascismo en su propia carne. No hablo de sacrificios al estilo cristiano, pero a veces nos tenemos que sacudir para no perder lo alcanzado y para proyectar aún más de lo alcanzado. La verdad sea dicha, tenemos que reaccionar. Ya toca respirar profundo y salir el 20 de julio, al segundo grito de independencia en toda Colombia. A demostrar que hay un pueblo vivo, con toda la alegría, con todo lo que somos. El 20 de julio es la primera demostración que tenemos para lograr que se entienda que aquí no hay un pensamiento unánime, que no todos los colombianos se pusieron la camisa negra, que esto sigue siendo diverso, que nos queremos entender, que no nos queremos autodestruir ni nos queremos suicidar. Tenemos que hablar con ellos y ellos con nosotros, no hay otra manera de construir una nación, no podemos saltar de nuevo a una nueva guerra civil, porque fracasaríamos todos. La guerra civil es el fracaso, tenemos que ser lo suficientemente inteligentes para sentar las bases de un nuevo acuerdo, de una nación más democrática y progresista. Eso significa un pueblo vivo, no un pueblo muerto, un pueblo que no tenga miedo. El miedo hay que dominarlo, porque si no, nos aplasta. Nos auto derrotamos con ese miedo guardado, sino que tenemos toda la alegría y el baile por delante. El baile espanta el miedo y los malos espíritus, las malas energías, todo eso. Si no hay cierta disciplina mental en el que va a llegar a estos mismos pasillos, lo que viene es la revolución colombiana. Y a mí sí que me encantaría dirigirla.
