Presidente Abinader entrega 1,000 títulos de propiedad que garantizan seguridad jurídica a más de 4,000 personas en Los Frailes de Santo Domingo Este
Santo Domingo Este.–President Luis Abinadera confirmed this Saturday that the delivery of 1,000 property title certificates in the Los Frailes sector represents a transcendental step of social justice and dignity for the benefited families, by providing them with legal security for their homes, strengthening their assets and opening the doors to new development opportunities.
During the event, held at the Fe y Alegría Educational Center, the president highlighted that this action directly impacts more than 4,000 people who today have the peace of mind of having in their hands the document that legally accredits their ownership, ensuring that the regularization of property is one of the initiatives that generates the greatest satisfaction due to the direct impact it has on the lives of Dominican families. “This is one of the acts that I enjoy the most, because it really brings peace of mind to the family.”
President Abinader highlighted that the delivery of these titles puts an end to years of uncertainty regarding the ownership of the land and allows families to be certain that their homes legally belong to them. “The land is for those who have occupied it for years... That is the act of justice that we have today,” he stated.
The head of state explained that having a property title allows families to access the formal financial system, start businesses, expand their homes or make investments that contribute to improving their living conditions, in addition to guaranteeing a secure patrimony for future generations.
"With that property title you can now go to formal banking, do a business or expand your home. You also know that you will be left a quiet property without problems as an inheritance to your family. This is peace and tranquility," he said.
Likewise, he highlighted that formalization increases the value of real estate, by indicating that a titled property acquires greater value and legal security. "When they entered through that door, the property was worth a certain amount; now it is worth two or even three times more," he stated, urging the beneficiaries to protect that heritage.
More than 170,000 titles delivered throughout the country
President Abinader reported that, as part of the national titling policy, the Government has delivered around 170,000 property titles throughout the national territory and reiterated that the goal is to continue expanding this number to bring legal security and social justice to more Dominican families.
“We still want to deliver twice as many so that people have justice,” he stated, reaffirming his management's commitment to continue developing degree projects in Los Frailes and other communities in the country.
Savings of RD 80 million for benefited families
The executive director of the State Land Titling Technical Execution Unit (UTECT), Duarte Méndez, highlighted that the delivery of the 1,000 title certificates represents a saving of RD 80 million for the benefited families, because they receive for free a document that, through private means, would have a high cost.
Méndez Peña explained that this first delivery in Los Frailes directly benefits 1,000 families who for decades waited for the regularization of their properties. “Today, thanks to the commitment of President Luis Abinader, they receive their property titles without having to invest a single peso from their pockets,” he stated.
In that sense, he indicated that to make this process possible, the UTECT and the General Directorate of National Assets intervened in an area of 246,115.30 square meters, overcoming various legal and registry obstacles.
“It is with great joy that we are here to carry out this first delivery of title certificates... A thousand families who for decades have been waiting for the definitive solution to their rights today receive their property titles,” he expressed.
The official assured that the will of President Luis Abinader was decisive in overcoming the difficulties that arose during the titling process. “As there is always your will, Mr. President, to eliminate obstacles, today this was overcome,” he stated.
Méndez Peña stated that land titling has been consolidated as a public policy that transforms the lives of thousands of families by providing them with legal security over their assets.
Commitment to continue expanding the degree
The executive director of the UTECT thanked the support of the communities, the authorities, the Real Estate Jurisdiction, National Assets and the technical team of the institution for contributing to the development of the project.
Likewise, he highlighted that President Abinader's vision has made it possible to turn the degree into a national priority. “Your permanent support motivates us to continue working with efficiency and transparency, so that Dominican families can receive their property titles in a simple, secure manner and with full legal guarantee,” he concluded.
Beneficiaries highlight the human impact of the degree
Mrs. Polonia de la Cruz, representing the benefited families, described the delivery of titles as “a historic day” for the Los Frailes sector and stated that the document represents much more than a legal requirement.
"A property title is not a simple piece of paper; it is the peace of mind of knowing that the roof that shelters us is 100% ours, that no one can take it away from us and that we leave a secure heritage for our children and grandchildren. It is giving us back our dignity," he expressed, thanking President Abinader for promoting the titling process and highlighting the human component of this initiative.
The blessing of the event was carried out by Deacon Otilio Rodríguez, from the San Maximiliano Kolbe parish, who offered a prayer to commend the activity and thank them for the delivery of these property titles that provide legal security and well-being to the benefited families.

También saben que les dejarán una propiedad tranquila y sin problemas como herencia a su familia. Esto es paz y tranquilidad”,sostuvo. Asimismo, resaltó que la formalización incrementa el valor de los inmuebles, al indicar que una propiedad titulada adquieremayor valor y seguridad jurídica.“Cuando entraron por esa puerta, la propiedad valía una cantidad; ahora vale dos o hasta tres veces más”,manifestó, al exhortar a los beneficiarios a proteger ese patrimonio. Méndez Peña explicó que estaprimera entregaen Los Frailes beneficia directamente a1,000 familiasque durante décadas esperaron la regularización de sus propiedades.“Hoy, gracias al compromiso del presidente Luis Abinader, reciben sus títulos de propiedad sin tener que invertir un solo peso de sus bolsillos”,afirmó. En ese sentido, indicó que para hacer posible este proceso, laUTECTy laDirección General de Bienes Nacionalesintervinieron un área de246,115.30 metros cuadrados, superando diversos obstáculos legales y registrales. “Con gran júbilo nos encontramos aquí para realizar esta primera entrega de certificados de títulos... Mil familias que por décadas esperaban la solución definitiva de sus derechos hoy reciben sus títulos de propiedad”,expresó. El funcionario aseguró que la voluntad del presidente Luis Abinader fue determinante para superar las dificultades surgidas durante el proceso de titulación. “Como siempre existe la voluntad de usted, señor presidente, de eliminar los obstáculos, hoy esto quedó superado”,manifestó. Beneficiarios resaltan impacto humano de la titulación La señoraPolonia de la Cruz, en representación de las familias beneficiadas, calificó la entrega de títulos como “un día histórico”para el sector Los Frailes y afirmó que el documento representa mucho más que un requisito legal. “Un título de propiedad no es un simple pedazo de papel; es la tranquilidad de saber que el techo que nos cobija es 100 % nuestro, que nadie nos lo puede quitar y que les dejamos un patrimonio seguro a nuestros hijos y nietos.
