Akmal Saidov, the Director of the National Human Rights Center of Uzbekistan, stressed that the new Action Plan builds logically on previous collaboration with the ICRC. He pointed out key initiatives, including the 2014 development of a teaching manual on international human rights law and humanitarian law, and the planned December 2024 release of the Uzbek translation of the Geneva Conventions and Additional Protocols in Latin script.

Biljana Milošević, head of the ICRC Regional Delegation in Central Asia, mentioned that special focus is given to working with young people, creating and releasing specialized literature, and developing educational programs for students, teachers, and young professionals.

The Action Plan for 2026-2027 outlines joint activities across four key areas: publishing, scientific and practical initiatives, educational and awareness-raising efforts, enhancing legislation and law enforcement practices related to international humanitarian law, and creating a dedicated international humanitarian law room at the National Center. This room will function as a permanent platform for training, academic exchange, and dissemination of professional knowledge.

Following the ceremony, the parties reaffirmed their commitment to fully and promptly carry out the activities outlined in the Action Plan.
