Ministra Faride Raful afirma que la reforma policial representa la transformación más profunda de la Policía Nacional en 90 años
Santo Domingo.- The Minister of the Interior and Police, Faride Raful, assured today that the police reform constitutes the most profound transformation of the National Police in more than 90 years of history. During a television interview, he acknowledged that insecurity continues to be one of the main concerns of citizens and affirmed that the Government will maintain the momentum of the reform to strengthen the institution's response capacity.
The minister affirmed that, in response to the legitimate concern of different sectors, the Ministry of the Interior and Police responds "with transparency, putting agents who engage in irregular actions at the disposal of the Public Prosecutor's Office and strengthening the supervision and evaluation mechanisms of the National Police." But she also added that "there are sectors that are betting on the failure of an initiative that seeks to transform the most important institution of the country's internal security system. Given this, our commitment is to continue building a more professional, closer, more transparent Police Force that is increasingly capable of protecting all Dominicans.”
Among the main achievements of the reform, the strengthening of the operational capacity of the National Police stood out, which went from 34,000 to 46,200 agents and increased the patrol presence from 12% to 31%; the implementation of the New Service and Patrol Model, which already registers a 35% reduction in robberies in the pilot areas and will be expanded to 20 districts before the end of the year.
Also the professionalization of agents through a new two-year training model, the incorporation of 8,000 body cameras (bodycams) to reinforce supervision and transparency. As a result of the measures promoted within the framework of the reform, the minister highlighted that the Dominican Republic currently registers the lowest homicide rate since there are official records, the lowest in the Caribbean and one of the lowest in Latin America, after having reduced an indicator that just a few years ago remained in double digits.
Raful stated that another of the most important changes of the reform has been the strengthening of the internal supervision and control mechanisms, with a policy of zero tolerance for police abuses. "Never before have cases of police abuse been investigated and prosecuted with such rigor. Each irregular action is immediately made available to the Public Ministry to be investigated in accordance with the law. A stronger Police also has to be a more transparent Police and more responsible to the citizens."
The minister also highlighted the modernization of the Ministry of the Interior and Police by strengthening interoperability between institutions, the creation of a Permanent Data Validation Table together with the Public Ministry and the National Police, the holding of nearly 500 Local Security, Citizenship and Gender Tables so far this year and the launch of a one-stop shop to streamline service to citizens.
Likewise, he highlighted as the main achievements of his management the strengthening of inter-institutional coordination, both nationally and internationally, the efficiency of the services provided by the Ministry and the progress in its institutionalization process as the governing body of citizen security policies.

Entre los principales logros de la reforma, destacó elfortalecimiento de la capacidad operativade la Policía Nacional, que pasóde 34,000 a 46,200 agentesy elevó la presencia en patrullajedel 12 % al 31 %; la implementación delNuevo Modelo de Servicio y Patrullaje, que ya registra unareducción del 35 % de los robosen las zonas piloto y será ampliado a 20 demarcaciones antes de finalizar el año. También laprofesionalización de los agentesmediante un nuevo modelo de formación de dos años, la incorporación de8,000 cámaras corporales(bodycams) para reforzar lasupervisión y la transparencia. Como resultado de las medidas impulsadas en el marco de la reforma, la ministra destacó que la República Dominicana registra actualmente latasa de homicidios más bajadesde que existen registros oficiales, la más baja delCaribey una de las más bajas deAmérica Latina, tras haber reducido un indicador que hace apenas unos años se mantenía en dos dígitos. Raful afirmó que otro de los cambios más importantes de la reforma ha sido el fortalecimiento de los mecanismos desupervisión y control interno, con una política detolerancia cerofrente a los abusos policiales.“Nunca antes se habían investigado y perseguido con tanto rigor los casos de abuso policial. Cada actuación irregular es puesta de inmediato a disposición del Ministerio Público para que sea investigada conforme a la ley. Una Policía más fuerte también tiene que ser una Policía más transparente y más responsable ante la ciudadanía”. La ministra destacó igualmente lamodernización del Ministerio de Interior y Policíamediante el fortalecimiento de la interoperabilidad entre instituciones, la creación de unaMesa Permanente de Validación de Datosjunto con el Ministerio Público y la Policía Nacional, la celebración de cerca de500 Mesas Locales de Seguridad, Ciudadanía y Géneroen lo que va de año y la puesta en marcha de unaventanilla únicapara agilizar la atención a la ciudadanía. Asimismo, resaltó como principales logros de su gestión elfortalecimiento de la articulación interinstitucional,tanto a nivel nacional como internacional, la eficientización de los servicios que presta el Ministerio y el avance en su proceso deinstitucionalizacióncomo órgano rector de laspolíticas de seguridad ciudadana.
